UN Women - In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization's goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. We are recruiting to fill the position below: Job Title: National Consultant - UN Women Nigeria Situational Analysis for the Development of the New Strategic Note 2018-2020 Location: Abuja Post Level: National Consultant Type of Contract: Individual Contract Starting Date: (date when the selected candidate is expected to start): 17-Apr-2017 Duration of Initial Contract: 2 Months Background The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) was established by General Assembly resolution 64/289 of 2 July 2010 on system-wide coherence with the mandate to assist Member States and the United Nations system to progress more effectively and efficiently toward the goal of achieving gender equality and the empowerment of women. The 2014-2017 Strategic Plan, sets out the organization’s programme to support the priorities as defined by the country. To ensure the implementation of its Strategic Plan in a more accountable and impactful manner, UN Women has committed to strengthening capacity in results-based management and building a strong culture of effective and efficient programme management.  The Strategic Plan itself commits the organization to institutionalizing a strong culture of results-based management, reporting, knowledge management and evaluation, under the auspices of the United Nations Development Group programming principles of results-based management.

Across the UN development system there is a wider effort to strengthen results-based management to ensure sufficient focus on managing for results. This is exemplified by the QCPR which calls for more investments in developing capacities and competencies for results-based management to intensify efforts in strengthening and institutionalizing this topic across the system, with the objective of improving development results as well as organizational effectiveness. Donor partners are also demanding more results-focused partnerships as they need to be certain their investments are effective. UN Women has invested in results-based management since its establishment, as a prerequisite for managing for results and as part of a broader results focus. Steps have included the development of results-based plans at the country level, a new results management system and the development of training modules on different dimensions of results management and programming. As the organization begins work on a new Strategic Plan for 2018-2021 and seeks to raise standards and institutionalize an ever-stronger culture of a results focused organization, it is vital that the organization continues to produce the highest standards of programming documents (Strategic Notes and Annual Work Plans in UN Women). In Nigeria, while the country office is engaged in the development of its new strategic note 2018-2020, the UN country team is in the process of finalizing the elaboration of its new UNDAF 2018-2020 which is going to be implemented through a Delivery as One (DAO) modality. Meanwhile the country office has developed a concept note for the elaboration of a new flagship programme on climate resilient agriculture and is also conducting the evaluation of the strategic note 2014-2017 and the midterm review on the project on ‘Promoting Women participation in peace and Security in Northern Nigeria’. The development of the strategic note 2018-2020 should therefore capitalize on the different analysis conducted in all these processes to ensure that lessons learned inform the new planning process. In this process, the country office is seeking the expertise of a national consultant to conduct a situational analysis. The situational analysis is the first step of the development of the new strategic note which will inform the whole process. It is important to make sure that solution is consistent with the analysis. Duties and Responsibilities
  • The overall objective of the consultation is to conduct a situation analysis with regards to the advancement of gender equality and status of women in Nigeria, which will  include an assessment of the framework for gender mainstreaming and women’s empowerment, the mandate and the capacity of gender machineries as well as the implementation of national and international commitments in relation  to UN Women’s triple mandate (normative, coordination and programme) to inform the development of the new Strategic Note 2018-2020.
More specifically, the consultant will carry the following tasks:
  • Collect quantitative and qualitative data on gender equality and women’s empowerment under each of the triple mandated areas of UN Women’s work in Nigeria
  • Analyze key barriers and opportunities for the advancement of gender equality in Nigeria;
  • Analyze new and emerging issues on the development agenda which may have implication for UN Women priorities in Nigeria
  • Undertake a comparative analysis to determine the niche for UN Women interventions in line with its triple mandate (normative, coordination and programme)
  • Undertake a causal analysis of the different issues under each of the triple mandate
  • Undertake partners’ analysis of the different issues under each of the triple mandate
  • Conduct a capacity analysis on the different issues under each of the triple mandate
  • Identify key gender issues for prioritization for the New Strategic Note 2018-2020
  • Develop conclusions and recommendations from data and evidence
  • Compile and examine previous lessons learned
  • Identify the main national, regional and international partners working in the areas of intervention of UN Women’s work in Nigeria, the main issues they are addressing and the gaps outstanding.
  • Analyze the main areas of intervention of UNDP, UNFPA and UNICEF in Nigeria and highlight the possible areas of collaboration with UN Women
  • Assess data quality and identify gaps for gender equality and women empowerment

Key Deliverables The main deliverable is an analytical report of not more than 30 pages on the situation analysis of gender equality and women empowerment issues under the normative, the coordination and programmatic work of UN Women in Nigeria. The report should reflect on each of the specific tasks indicated in the present terms of reference, following the content below:
  • Executive summary;
  • Lessons learned from documentation review;
  • Analysis of relevant data on gender equality and women empowerment in Nigeria;
  • Causal analysis of the different issues addressed by UN Women’s triple mandate;
  • Capacity analysis of the different issues addressed by UN Women’s triple mandate;
The report should properly identify all data sourced. The consultant will also elaborate a PowerPoint presentation to present the methodology and the main information from the situation analysis. Methodology
  • The situational analysis should include: desk review of relevant documents; interviews with key informants /focus group discussions;

Required Skills and Experience Education:
  • Master’s degree in Social Science, Gender Studies, International Development, Law, Human Rights, Political Science, International Relations, Peace and Conflict Studies, or other related field.
Experience:
  • At least ten years’ experience in the field of research,
  • Proven experience working on Gender issues at global, regional and national levels required ;
  • Excellent knowledge of national context and environment;
  • Demonstrated ability to work in an independent manner; ability to organize work efficiently;
  • Previous consultancy experience with development agencies, UN Women and/or with other UN Agencies especially in programme development will be an added advantage.
  • Knowledgeable on programme management tools and Results-Based Management;
Language:
  • Excellent writing and presentation skills in English will be a high priority requirement
