MEAL Officer at African Youths for Peace Development and Empowerment Foundation (AFRYDEV)


AFRYDEV is a humanitarian and development organization with over 10 years of technical experience in design, development and implementation of youths, women and girls focused interventions in Northeast Nigeria. Since 2013, we focus on interventions that improves well- being and influence positive social mobility as part of our vision of change that drives and promotes safe societies where conflict-affected communities are empowered to prevent recruitment and radicalization of women and youths, including their participation in violence extremist activities, conflict, and gender-based violence. AFRYDEV is working in three major thematic areas of, community engagement, peace building and social mobility with aim of enhancing quality of lives through provision of basic needs and essential services such as food, livelihood, water, sanitation, and basic health care such as Psychosocial Support, Skill acquisition and capacity building initiatives for youth, women, and girls, Wealth creation and access to socio-economic opportunities, Improving youth and women literacy, access to education, including formal and informal education. Employability skills trainings and job placement, Entrepreneurship Programs, access to opportunities for funding’s and start-up resources. Advocacy, Partnership development and Dialogue. AFRYDEV is currently implementing projects in Damaturu, Potiskum, Gujba, Geidam, Yusufari, Yunusari, Nangere and Fune LGAs Yobe State in the areas of Peace building and Social cohesion, Health, Early recovery and livelihood, Protection; Gender Based Violence and Mines Action.

We are recruiting to fill the position below:



Job Title: MEAL Officer

Location: Damaturu Yobe,
Employment Type: Contract
Duration: 4 Months
Reports to: State Program Manager
Internal: Entire AFRYDEV staff
External: Donor, Service providers and other stakeholders.

Overall Purpose

  • The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer manages information and reporting processes and products to ensure professional, high-quality communication about AFRYDEV’s programmatic activities and results.
  • The MEAL Officer will also play an important role in improving information management and data quality,and in strengthening knowledge sharing and learning across the organization and with the Humanitarian and development communities.
  • The MEAL Officer will assume responsibility for full-cycle monitoring and evaluation of AFRYDEV’s programs, developing appropriate methodologies and tools to design evaluations.

Responsibilities
Monitoring:

  • AsamemberoftheMonitoringTeam,theMEALOfficershallconductdatacollection in the field and execute the methodologies provided by the MEAL Coordinator.
  • Undertake regular visits to field locations to support monitoring and evaluation processes and contribute to the development and rollout of accountability processes.
  • ParticipateinallotheraspectsofMEAL, forexample,surveys,baselines, evaluations, joint projects monitoring, and reviews/lessons learning workshops/events.
  • Produce monitoring checklists and conduct joint field process monitoring, quality assessment,anddatavalidation,andprovidefeedbackandrecommendationsfortimely improvement.

Evaluation and Learning:

  • Support the MEAL team in organizing and facilitating quarterly monitoring reports, progress reviews and learning sessions.
  • SupportstheMEALinthedesignandimplementationofperiodicevaluationactivities including baseline surveys, research, and evaluations in assigned locations.
  • Developfieldstaffcapacitiestoemployalearningapproachtotheirwork. She/hewill also be actively involved in promoting learning through documentation of lessons learned and developing approaches for community analysis and utilization of data for decision-making.

Accountability:

  • TogetherwiththeProjectofficersandwiththesupportoftheMEALprogramManager, undertake accountability activities, including the development and use of information sharing materials and the establishment of complaint response mechanisms.
  • This may include ensuring that complaints are logged and addressed in a professional and timely manner and that serious complaints relating to abuse, exploitation, and corruption and reported through the appropriate reporting mechanism within AFRYDEV.
  • Ensure ethical programming of service provision is promoted through reinforcing community consultations using existing feedback mechanisms such as satisfaction surveys, safety audits and post distribution surveys; upholding AFRYDEV PSEA protocols and reporting mechanisms.
  • Ensures regular and representative consultation of affected populations before, during andafterprojectimplementationtocapturecommunitypreferences,respectivepriority needs, and document barriers faced in accessing safe and meaningful assistance and information.

Data Collection & Validation:

  • Ensure transparent,accurate,and timely data collection for the purposes of the baseline study, real-time evaluation, and post-intervention/ post-distribution monitoring.
  • Conductingtrainingforlocalenumerators; application of different data collection tools as well as collecting GPS and photographic data from the field.
  • Ensurealldatacollectionisdoneinlinewithgoodqualitymonitoringdata,in a timely manner, and organize data received for reporting.
  • Ensuresthequalityofmonitoringdatareportedbyfieldofficesthroughcapacity building, supportive supervision, routine checking, and validation of data.

Evaluation and Learning:

  • Support the MEAL team in organizing and facilitating Monthly/quarterly monitoring reports, progress reviews, and learning events.
  • Supports the in the design and implementation of periodic evaluation activities including baseline surveys,research,and evaluations in projects intervention areas
  • Developfieldstaffcapacitiestoemployalearningapproachtotheirwork.She/hewill also be actively involved in promoting learning through documentation of lessons learned and developing approaches for community analysis and utilization of data for decision-making.

Reporting&Analysis:

  • MEALOfficer ensures timely data analysis and preparation of monitoring reports according to AFRYDEV procedures and standards.
  • Will support programs in collaboration with project officers in compiling data and write reports accordingly.
  • Will support programs with analysis and graphic representation of data for reporting purposes.

Persons Specifications

  • Degree, HND in statistics, Economics, Mathematics, computer science and other fields
  • 3 years previous experience in a non profit organization is highly desirable

Skills: 

  • Data Collection and Management
  • Quantitative Data Collection: Knowledge of survey design, sampling methods, and survey tools (e.g., questionnaires, structured interviews).
  • Qualitative Data Collection: Skills in conducting focus groups, interviews, and other qualitative methods.
  • Data Cleaning & Management: Experience with data cleaning, validation, and organizing data into usable formats, often using software like Excel, Access, or data management systems (e.g., KoboToolbox, Open Data Kit).
  • Mobile Data Collection: Familiarity with mobile data collection tools (e.g., SurveyCTO, ODK) for field surveys.
  • 2. Data Analysis and Statistical Skills
  • Statistical Software Proficiency: Knowledge of software such as SPSS, STATA, R, or SAS for analyzing quantitative data.
  • Qualitative Data Analysis: Familiarity with qualitative analysis tools such as NVivo or ATLAS.ti to code and analyze open-ended responses.
  • Indicators Development: Ability to design and select appropriate indicators for assessing project performance and impact.
  • Data Interpretation: Translating raw data into actionable insights, identifying patterns, and making data-driven recommendations.
