in Washington DC, USA. Pact has been in Nigeria since 2005, and
currently implements donor funded development projects across the
country in the area of Health, integrating livelihoods, capacity
development, and
governance systems.
Pact is seeking highly experienced and qualified candidates to fill in
the positions below for the upcoming State2State $38,000,000 USD project
which will increase effectiveness, accountability and transparency of
selected states and local governments in Nigeria.
We are recruiting to fill the position below:
Job Title: Project Manager
Location: Nigeria
Department: Program Delivery
Department Overview

ownership of their future. Pact's Nigeria conflict mitigation program
will contribute to realizing this purpose by:
- Enhancing the role of women and youth in peacebuilding and long-term conflict mitigation.
- Targeting farmer and pastoralist groups experiencing conflict or at risk for conflict.
Position Purpose
- Reporting to the Nigeria Country Director, the Project Manager
will be responsible for technical leadership of the program, ensuring
the implementation of high-quality, evidence-based interventions, and
management a team of staff and sub-partners to ensure quality,
timeliness, and efficiency of all activities and products generated
under the project.
- The Project Manager will also lead and oversee program monitoring, evaluation, and learning, and project implementation.
- The Project Manager will also provide technical expertise on peacebuilding and conflict mitigation.
Key Responsibilities
- Coordinate and oversee the quality of all technical activities,
providing direction, feedback and support to ensure success and achieve
project goals.
- Ensure program adherence to internationally accepted technical norms and standards of practice.
- Ensure effective coordination, communication and standards of practice among the project partners;
- Ensure high quality program delivery and the cost-effective use of Pact and USAID resources.
- Ensure staff and partners receive required management support
and technical assistance on program design, budget/work plan
development, and M&E planning.
- Provide regular written/oral program progress updates, as requested.
- Establish and manage Pact’s local technical training activities.
- Provide input into and assure that all donor reporting
requirements on program impact are met, including assisting implementing
partners in setting up reporting and tracking systems to provide such
information in an efficient and timely manner.
- Facilitate continuous quality assessment and improvement and
ensure that program best practices are documented and disseminated
throughout the program cycle.
Basic Requirements
- A Master's Degree or Higher Degree in International Development or a related field is required.
- Proven experience implementing programs addressing at least one
of the following technical areas: conflict mitigation, peacebuilding,
land tenure dispute, natural resources management and concessions,
gender-based violence, youth/gender disenfranchisement, and/or credible
dispute resolution.
- At least ten years of experience designing and implementing
programs addressing peacebuilding, conflict mitigation, land tenure
disputes, and/or natural resources disputes, ideally in Liberia.
- At least five years of experience as a technical advisor or senior manager of a peacebuilding or conflict mitigation program.
- Experience interacting with developing country governments,
international organizations, other bilateral donor and civil society
representatives, and senior level government officials.
- Demonstrated ability to establish and sustain professional
relationships with civil society organizations, communities and host
country government counterparts.
- Demonstrated proficiency in supervising staff, including providing constructive, timely feedback, and building cohesive teams.
- Excellent written and oral communication skills, including the
ability to effectively present complex ideas to diverse audiences.
- Strong planning and time management skills, including the
ability to multitask with ease, adapting to frequently changing
priorities.
- At least three years of experience implementing USAID projects.
- Strong knowledge and understanding of USAID policies and regulations.
- Ability to sustain interpersonal and professional relationships
with internal colleagues and contacts in donor and partner
organizations.
- Proven ability to lead diverse teams to successful outcomes.
- Strong working knowledge of the People-to-People Approach.
- Demonstrated experience implementing and managing programs in resource-constrained countries.
- Working experience in Liberia.
- Nigerian national preferred.

Job Title: Finance and Administrative Officer
Location: Nigeria

Position Purpose
- The Finance and Administration Officer (F&AO) will be
responsible for the overall administration and financial operations for a
conflict mitigation program in Liberia.
- The F&AO will oversee internal control systems and
procedures, operational accounting, financial reporting, auditing, sub
award financial management and monitoring, forecasting and budget
realignments for the project.
- S/he will also work closely with the Project Manager and
headquarters personnel to ensure compliance with all donor regulations
and for effective and pro-active management.
- This position is contingent upon funding.
Key Responsibilities
- Design and implement systems and procedures in compliance with
Pact standards, ensuring effective internal controls and minimizing
risks for Pact; ensure that corrective action plans approved by
headquarters in response to external or internal audits and other
monitoring reviews are implemented as planned and scheduled.
- Manage project finances to ensure effective use of resources to
achieve project objectives in compliance of all donor and Pact
requirements.
- Monitor the project budget on a regular basis and provide financial projections and analysis to relevant staff.
- Assist with project start-up and close-out activities.
- Ensure all transactions are recorded in accordance with
generally accepted accounting principles and supported by relevant and
verifiable source documents.
- Ensure that all financial records are properly stored and secured.
- Ensure that monthly account reconciliations are performed and
appropriate plans are put in place and executed to resolve unreconciled
differences.
- Ensure financial monitoring systems provide timely and relevant
reports to Pact and project staff, including analysis and tracking of
grant commitments (i.e. cash advances), obligations, awards and
liquidations, to support efficient accountable implementation.
- Monitor proper management of cash flow ensuring project
liquidity at all times. This includes preparation of cash flow forecasts
on monthly and quarterly basis and planning for timely preparation and
replenishment for partners and others.
- As applicable, provide technical assistance in financial management and compliance to local partners.
Basic Requirements
- Advanced Degree in Finance, Accounting, Administration or other relevant subject area.
- At least five (5) years of progressive experience providing
finance and administration support to programs of similar size and
scope.
- Highly motivated with strong attention to detail.
- Excellent oral and written communication skills.
- Working experience in Nigeria.
- Experience supporting USAID-funded programs.
- Strong management and coordination skills and the ability to multi-task.
- Nigerian national preferred.

Job Title: Monitoring and Evaluation Officer

Position Purpose
- Pact seeks a Monitoring & Evaluation (M&E) Officer for
an USAID-funded program implementing peacebuilding and conflict
mitigation activities at the community level.
- The M&E Officer will provide overall leadership and oversight for project monitoring, evaluation and learning.
- S/he will lead the monitoring of data collection, collation,
storage, analysis, and reporting, ensuring that data is audit worthy and
incorporated into program reports for submission to USAID.
- Under his/her guidance, the project will utilize monitoring data to maximize program impact.
- This position is contingent upon funding.
Key Responsibilities
- Develop and oversee the implementation of the project monitoring plan (PMP).
- Lead the development of relevant M&E tools and platforms,
and provide M&E specific technical training, mentoring, and coaching
to project staff and CSO partners, as appropriate.
- Develop strong monitoring and evaluation data collection and
analysis systems to ensure the effectiveness of program interventions.
- Strengthen availability and use of high quality data for decision making.
- Strengthen Pact and CSO partners’ data management and quality
improvement systems, ensuring that data is audit worthy and readily
available. Where problems exist, support the identification and
execution of solutions.
- Lead and maintain the project’s knowledge management.
- Contribute to program reports for submission to donor.
- Support program staff and senior management to make informed and
timely decisions related to program implementation project using data.
Basic Requirements
- Master's Degree in Conflict Peacebuilding, Demography, Sociology, Biostatistics, Psychology or a related field.
- At least eight (8) years of experience in monitoring, evaluating and research.
- Experience in working on USAID projects, including USAID indicators.
- Demonstrated experience in governance and peacebuilding program target setting and reporting.
- Excellent verbal, written, interpersonal and presentation skills.
- Demonstrated experience and familiarity with research
methodologies, qualitative and quantitative research methods, data
analysis, sampling techniques and establishing M&E systems in
developing countries.
- Proficiency with database management software and online search tools required.
- Working experience in Nigeria.
- Nigerian national preferred.

Job Title: Institutional Strengthening Officer
Location: Gombe
Position Summary
- This position holder will lead all Capacity Development activities for both CBOs and other state partners.
- S/he will develop context specific support for each of the CBOs based on assessments of the capacities and needs.
- S/he will support the organizational improvements of our partner CBOs.
- The position holder will also be in charge of capacity
development for the various networks. The position holder will supervise
and provide support to the Institutional Strengthening
Officers/Assistants at state offices.
- This position reports directly to the Project Director.
Specific Duties
- Coordinate and maintain a sustainable capacity of CSO’s and partners for the project.
- Design and develop capacity development materials, manuals and
methodologies/strategies ensuring its implementation in the project.
- Facilitating, training, coaching and mentoring of partners and CBOs.
- Contribution and coordination to organizational development manuals.
- Coordination of unit team and various organizational projects; relationship management of key stakeholders.
- Supervision and enhancement of internal capacities within the organization and among our CSO partner.
- Design and develop assessment tools for organizational assessment to build sustainable institutions.
- Provide support with technical review of proposals; budget planning and financial oversight of sub partners.
- Develop a strategy to build Coalition and networking with partners and CSOs.
- Other tasks as assigned.
Minimum Qualifications
- MA in Education, Sociology, Law, Development, Business/Public
Administration or another related field. Additional qualification in
Public/Community Health is an added advantage.
- Minimum of 7 years’ experience in capacity development of CSOs and/or government partners.
- Extensive knowledge of Excel, Word and PowerPoint.
- Proficiency in developing and managing a budget; experience in
developing strategic plans, work plans, fundraising plans; knowledge of
sound financial, human resources and administrative policy and
procedure.
- Experience in facilitating and training as well as production of training and capacity assessment reports.
