Job Title: Demand Creation Consultant
Location: Oyo
Overview
- Breakthrough ACTION Nigeria (BA-N) is a five-year cooperative agreement funded through field support (October 2017-September 2022). The goal of BA-N is to increase the practice of 17 priority individual and household level behaviors and five service provider targeted behaviors in the areas of malaria; maternal, newborn, child health and nutrition (MNCH+N); family planning (FP) and reproductive health (RH); and tuberculosis (TB), while increasing the capacity of national and sub-national entities to coordinate and oversee quality SBC programming.
The Consultancy:
- BA-N is the lead implementing partner for demand creation activities in the Oyo State (Nigeria) ITN mass distribution campaign.
- To achieve this BA-N is looking for a qualified consultant to provide SBC technical consultancy and lead the demand creation workstream in the campaign.
- The consultancy period will be 50 billable days from 1st February to 7th April 2021 (Please note that the dates are tentative). Travels within the state are also included base on need.
Timeframe:
- An estimated Fifty (50) days between 1st February to 7th April 2021
Scope of Work
The consultant will specifically undertake the following tasks:
- Take the lead in the coordination of the Demand Creation workstream in the designated state, and monitor ITN campaign demand creation activities in the State and LGAs.
- Represent BA-N in all NCIT meetings as well as other meetings during the campaign
- Work with the State Health Educator and SMEP ACSM focal person to develop and implement ITN campaign advocacy plan, also support health educators to develop LGA specific advocacy plans and monitor the implementation
- Facilitate State level training including the production of training materials and documentation of DC workstream personnel trained. Also, coordinate LGA and ward level training and proper documentation of personnel trained.
- Work with BA-N media technical lead to coordinate media-related activities including media parley, live phone-in radio and TV discussions, and other media activities. Monitor airing of pre, during, and post-campaign radio jingles.
- Support the State health educator and LGA health educators to distribute messages in all religious places of worship.
- Support identification of influencers and stakeholders for involvement in demand creation activities (e.g. State net ambassador, net advocates, and champions).
- Provide weekly updates to BA-N on all demand creation activities during the replacement campaign.
- Support the end process survey training, end of cycle review, and make technical input in the demand creation section as appropriate
- Support State and LGA flag off/ Launch ceremonies from planning to implementation.
- Support BA-N finance and admin unit to ensure proper documentation and payment of demand creation personnel before the campaign is concluded.
- Support the design of post-implementation demand creation strategies to improve net use in LGAs with low utilization.
- Document success stories, best practices, lessons learned and submit same to BA-N
- Document the campaign final reports and submit the same to BA-N.
- Travel to LGAs when required to monitor activities and proffer recommendations.
Qualifications
- A degree in Social Sciences, Communication or related field.
- At least 5 years of professional experience in health programs, preferably in Advocacy Communication & Social Mobilization.
- Proven experience in implementing public health programs or projects in Nigeria.
- Good knowledge of the Nigerian public health sector.
- Strong analytical, communication, and problem-solving skills.
- Excellent technical writing and oral presentation skills highly desired.
- A proven ability to work as part of a team and to be self-managing.
- Knowledge of Microsoft Office, including Word, Excel, and PowerPoint.
- Experience with demand creation activities in previous SMC and LLIN campaigns.
- Fluency in the local language is an added advantage.
- Ability and willingness to travel to different LGAs of designated State.
Supervision:
- BA-N Deputy Director Malaria/TB, Malaria SPOs, and ITN campaign media lead will provide technical guidance and support during the consultancy.
Deliverables:
- Capacity-building for ACSM core group members
- Complete information on trained personnel i.e. signed training attendance registers and payment schedules with correct bank details.
Weekly Updates:
- Photos (JPEG formats) and success stories
- Final ITN campaign narrative and technical reports.
- All reports and updates shall be in the English language and shall be submitted to the Deputy Director Malaria/TB, in MS Word and other MS Office-compatible formats.
Deliverable Schedule:
- The consultant shall submit the deliverables described above as detailed in the attached activity schedule.
Job Title: Voice Artist & Translator
Location: Abuja
Background

The goal of Breakthrough ACTION-Nigeria is to increase the practice of 17 priority individual and household level behaviors and five provider targeted behaviors in the areas of malaria; maternal, newborn, child health and nutrition; family planning and reproductive health (RH); and tuberculosis, while increasing the capacity of national and sub-national entities to coordinate and oversee quality SBC programming. Implementation will vary by health area across eleven states.
Job Description
BA-N requires the services of consultants to carry out the following tasks:
Translate a variety of mobile content and scripts from English to the following languages:
- Hausa
- Igbo
- Pidgin English
- Yoruba
Voice and record translated mobile content in the following languages:
- Hausa
- Igbo
- Pidgin English
- English
- Yoruba
Scope of Consultancy 1:
- Translate mobile content, audio files, and scripts and insert in excel sheet or in word format as required.
- Provide high-quality translation of content
- Translated content must be short and straight to the point.
- Translated content must carry the same meaning as original text in English.
- Translators must be willing to infuse corrections and reviews into translated work.
- Complete the work within the agreed timeline and submit a soft copy of the content in the required format.
Scope of Consultancy 2:
- Engage in a reading exercise to understand the content in the given Language.
- Voice content as specified in the given language.
- Must be willing to return to the studio to make reasonable corrections/retakes.
- Be available to provide voice service at stipulated times over the duration of consultancy.
Engagement Period and Location:
- The expected period of engagement will span between the months of January to June 2021.
- The production location is Abuja.
Consultancy Engagement:
- Each consultant can be engaged to execute up to a maximum of 6 activities in a given month.
Payment Modality
- Translation will be paid at Fifteen (15) Naira per word from the source language.
- Voicing will be paid at 10,000 per act. (BAN will determine what one Act is)
- Voicing for radio spots will be paid at 15,000 Naira per spot.
Job Title: Driver
Location: Kebbi
Summary
- The Breakthrough Action Nigeria (BA-Nigeria) Driver is responsible to facilitate the movement of staff and relevant BA Nigeria stakeholders by vehicles from their originating destination to their final destination or vice versa and support the administrative team with basic logistics concerns.
Position’s Roles & Interactions
- This position will interact heavily with BA-N staff (especially the administrative team) and relevant internal and external stakeholders within and outside the state.
- The position will have lead responsibility for all transportation activities for Breakthrough ACTION/Nigeria within the state.
Essential Duties and Responsibilities
In addition to the general duties described above, specific duties and responsibilities include the following:
- Ensures provision of reliable and safe driving services by driving office vehicles for the transport of staff, consultants, and other stakeholders in the office.
- Ability to embark on field missions to states within the area of responsibilities;
- Ensures cost saving through proper use of vehicle through accurate maintenance of daily; vehicle logs, provision of inputs in the preparation of the vehicle maintenance plans and reports.
- Ensures proper use of vehicle maintenance plans and assistance in preparing vehicle history report;
- Maintain a vehicle log to record daily trips using project vehicles
- Provides necessary services like dispatch and collection of mails as may be directed.
- Ensures availability of all required documents and components/gadgets of the assigned vehicle without loss of any;
- Maintains tracks of vehicle insurance and other relevant vehicle papers for renewal as at when due;
- Ensures that the steps required by rules and regulations are taken in case of involvement in an accident/incident;
- Maintains the standard procedure and practice in fueling and servicing.
Minimum Qualifications & Competencies
- Minimum of a Secondary School Certificate Examination (SSCE). Diploma Preferred;
- 5 - 8 years’ professional driving experience (3 - 5 years with a USAID funded Project/ International organization);
- Good knowledge of vehicle maintenance issues and procedures;
- Candidates must possess skills in defensive driving, security & emergency driving, and executive driving skills;
- Experience working in one’s preferred state (surrounding states) is a MUST for this position;
- Valid Nigeria’s driver’s license and good knowledge of the high way codes of the Federal Republic of Nigeria;
- High level of interpersonal skills and cultural sensitivity to effectively interact with, local communities, partner staff, and policymakers;
- A good communicator, with excellent written and verbal skills in both English and local language of the immediate environment (i.e. the local language spoken in the state);
- Experience with International NGOs;
- Thorough knowledge of the state, locations of NGOs, meeting venues, etc.
