Street Child is a UK charity working to protect vulnerable children and improve access to education in some of the poorest communities in the world. We work in Sierra Leone, Liberia and Nepal and in the last few months Street Child has been involved in the Humanitarian response for Nigeria as well as, being partner of the Education in Emergency Working Group. We are recruiting to fill the positions below:     Job Title: Construction Engineer for M&E Location: Maiduguri. Frequent travel among Borno, Adamawa and Yobe states will be required. Reports to: Nigeria Programme Manager Starting date: 12th February 2018 Contract duration: 5 months, full-time position Operational Context/Role

  • Street Child is looking for a dedicated Construction Engineer for our programme in North East Nigeria. Our planned programme will include emergency education interventions in collaboration with the Education in Emergencies Working Group, such as building temporary learning centers, training education facilitators in delivery of the curriculum and trauma counselling, and providing teaching and learning materials.
  • Street Child is also planning activities relating to unaccompanied and separated children, working to create a referral network and supporting as many children as possible to be reunified with their families and access education.
  • The Construction Engineer Consultant will be responsible to provide technical knowledge, skills and quality in infrastructure and following up with construction process in collaboration with the Construction Engineer Consultant.
  • Street Child is looking at community engagement to rehabilitate classroom or establish new temporary learning spaces.
  • He/She will be involved in the monitoring of the work based on the overall schedule for the construction, stages of work and will authorize each respective stage payment upon achievement of the stage achievements in accordance with the required and agreed progress and standards.
Key Responsibilities General:
  • Provide first technical assessment in the schools and sites indicated by the MoE, Local Education Authorities and Implementing Partners and definition of priorities
  • Prepare the BoQs follow up; quantity and quality control of the material used and work progress
  • Provide regular follow up of the works with visits to the construction sites and ad hoc meeting with the constructors
  • Approve the instalment payments to the contractors
  • Manage the relation with school principles/SBMCs for coordination of the rehabilitation works and establishment of new temporary learning spaces
  • Provide final quality and quantity control and preparation of hand over certificated
Reporting:
  • Keep the Programme Manager informed on the activities of the project by providing relevant correspondence, reports and meeting minutes as well as making regular updates.
  • A report on the assessment of 1.1) school rehabilitations 1.2) temporary classrooms construction 1.3) wash and sanitation facilities, in the target area.
  • Reports upon successful completion of 2.1) school rehabilitations 2.2) temporary classrooms construction 2.3) wash and sanitation facilities in the target area
  • A final project completion report within 10 days after physical completion of the activities
  • Work closely with implementing partners to prepare and submit reports on approved frequency to the Programme Manager.

Qualifications and Experience Education:
  • Master Degree in Architecture, Civil Engineering, Infrastructure Engineering or related fields.
Experience:
  • Experience in construction at least 4 years
  • 2 years’ experience in NGO work
  • Proven Construction experiences and logistics skills
  • Renovation and rehabilitation experience is preferable
  • Excellent English Communication skills (oral and written)
  • Cross cultural sensitivity, flexible world view, emotional maturity and physical stamina
  • Knowledge of and adherence to NGO Code of Conduct, understands other international development guidelines
  • Excellent IT skills
Language:
  • Fluency in English (written and spoken) and excellent writing skills.
  • Good knowledge of the intervention area/s and local context
Remuneration The Street Child remuneration policy is aligned with the Street Child ethos to offer effective and professional services and at the same time express solidarity with the people served.   • Provide first technical assessment in the schools and sites indicated by the MoE/Implementing Partners and definition of priorities
  • Liaise with SUBEB, RUWASA and NEMA departments in order to comply with ministerial standards for the rehabilitation works in public schools
  • Coordinate with local authorities (municipalities and local ministry offices) for release of needed permits, facilitation in set up of the working site, administrative procedures etc
  • Approve SBMC detailed BoQs for establishment of temporary learning space/rehabilitation of classrooms according to the available budget and the priorities identified
  • Prepare the BoQs follow up; quantity and quality control of the material used and work progress
  • Participate to the contractors’ selection committee, technical evaluation of the offers received
  • Prepare the contracts, definition of the monitoring tools
  • Provide regular follow up of the works with visits to the construction sites and ad hoc meeting with the constructors
  • Approve the instalment payments to the contractors
  • Manage the relation with school principals and SBMC for coordination of the rehabilitation works/establishment of temporary spaces
  • Provide final quality and quantity control and preparation of hand over certificated
