Job Title: Senior Media and Communication Specialist (SMCS)
Location: Abuja
Overall Objective
- The overall objective of E-WASH is to assist the Government of Nigeria to expand and improve urban water service delivery by strengthening the governance, financial and technical viability of select State Water Boards (SWBs) in Nigeria
- The E-WASH activity will concentrate on solidifying state, municipal, and utility level governance gains, manifested in improved water supply services, and an improved ability to regulate, manage, and expand sanitation services
- RTI International is seeking to recruit an Abuja-based Senior Media and Communications Specialist (SMCS) for the USAID E-WASH activity.
Program Description
- The SMCS is responsible for managing and coordinating all E-WASH project communications and online presence. This includes everything from written, printed materials, KM products, press releases and social media presence for E-WASH activities
- Extending to coordinating communications with third parties, development and dissemination of communications products to target counterparts, or other stakeholders and schedule meetings, as needed.
Key Responsibilities
- Develop external communications material (written and printed), from the design stage all the way to the distribution stage. Strong writing and communications skills are required to lead the development of E-WASH products across 6 states and its headquarters in Abuja.
- Support the writing and development of ongoing reports (weekly, bi-weekly, monthly, quarterly and annual reports or deliverables), ensuring they are well written and abide by USAID Branding and Marking guidelines. This may involve collecting information to produce feature Stories, which should be produced on a monthly basis to showcase some of the project’s major accomplishments.
- Maintain a thorough understanding of USAID communications and branding regulations, as well as contract limitations, and inform/educate others on these requirements as necessary; including participating in quarterly USAID Communications Working Group (CWG) meetings.
- Working with the ASC Advisor, implement the Knowledge Management and Communications Strategy for E-WASH. Work collaboratively with other thematic leads to provide communications support when necessary including attending events and activities.
- With support from the ASC Advisor and MEL team, the SMCS will organize quarterly knowledge events; and develop the E-WASH Communications Strategy and Engagement Plan.
- Identify appropriate media and communications channels to ensure that lessons learned are properly collated and disseminated.
- Create guidance and tools to implement communications and media activities and measure their effectiveness.
- Under supervision of ASC Advisor, support state offices in advocacy and communication on urban WASH issues.
- Contribute to producing high quality, statements, articles, briefing materials and features material as well as other relevant content as required
Qualifications
- An Advanced University Degree (Master's) in Communication, Journalism, Public Information, Public Relations, Marketing, Branding and Social Sciences or a directly related field(s);
- A minimum of six years of progressive, relevant work experience in communication, media, advocacy and/or digital media role, including in international/multi-cultural settings;
- Demonstrated strength and experience providing technical assistance, writing technical reports, and policy briefs targeted to decision makers;
- Experience in knowledge management and communications. Knowledge of USAID’s Collaboration, Learning and Adaptation (CLA) approach is useful;
- Prior experience working with USG-funded programs is required; strong command of USAID branding and marking strongly preferred
- Experience in media and communications for grants making and government engagement preferred.
Knowledge, Skills and Abilities:
- Strong written and oral communication skills for high-level policy audiences.
- Strong facilitation skills required.

Job Title: Institutional and Policy Development Specialist (IPDS)
Location: Delta
Responsibilities
- Your responsibilities will include supporting the program to strengthen the policy, institutional and regulatory frameworks for improved WASH services (including establishing accountability mechanisms)
- This will include implementing activities to create a favorable environment for urban WASH sector reform. Facilitating the development of a clear institutional and regulatory framework. Delta recently passed the WASH Sector law that is based on creation of the Delta State Urban Water Corporation.
- Your other role will be to support the transformation agenda through supporting the creation of autonomous Delta State Urban Water Corporation based on good corporate governance structures
- This means supporting the DSUWB to adopt a corporate structure (facilitate with the State Government leadership appointment of a Board of Directors), including management
- The Board of Directors should be a professional board that represents a diverse cross-section of stakeholders and possible shareholders (including consumer interests) with clearly defined roles and responsibilities
- You will also be responsible for tracking the institutional strength index of Delta State Urban Water Corporation using a capacity assessment tool modified under the E-WASH (SWACAT). E-WASH planned to scale up urban sanitation services to be hosted in the Delta water utility. As part of your responsibility, you will facilitate the achievement of urban sanitation outcomes in Delta as the need arises.
Qualifications and Experience
- At least a Master's Degree in Institutional Development, Corporate Governance, Regulatory Reforms, Engineering, Development Studies or any such related fields.
- A minimum of Master's Degree and 6 years of experience or Bachelor's Degree and 10 years of experience post qualification experience in any of the above areas
- Experience in designing and undertaking institutional restructuring will be an added advantage
- Knowledge and understanding of WASH policy development, regulatory reform and social accountability

Job Title: Utility Operations Specialist (UOS)
Location: Delta
Job Descriptions
- The main objective of this position is to build capacity of the Delta State Urban Water Board (DSUWB) in general utility operations including financial, commercial, HR, managerial, and operational aspects of the DSUWB to improve their financial and operational viability.
- In this respect the position will support the DSUWB to have adequate capacity for budgeting, financial management including reporting, billing, collection and other revenue generation ventures. This means developing accurate, transparent accounting systems and strengthen transparent financial management.
- Support the DSUWB in budgeting processes for the utility operations, design appropriate tariffs based on the tariff review study and accurate and reliable customer data base.
- Facilitate the development of appropriate organizational structures and other HR related functions for the transformed SWB.
- Facilitating the development and execution of incentives and performance-based contracts including defining performance monitoring and assessment approaches with clearly defined KPIs and implementation of the PIPs
- Support prioritization and use of public private partnerships to improve delivery of water and sanitation services. Identify innovative cost recovery mechanisms and service delivery models. Support prioritization and use of local, own-source revenue to improve delivery of water and sanitation services.
Qualifications and Experience
- At least a Master's degree in Finance, Commercialization, Economics, Organizational Development, HR or any of the Accounting qualifications or such related fields.
- A minimum of Master's degree and 6 years of experience or Bachelor's Degree and 10 years of experience post qualification experience in any of the above areas
- Expertise in performance and utility performance improvement and specific expertise in areas including HR management, strategic planning, training and capacity building, financial management, and/or customer satisfaction and engagement
- Experience in designing public/private partnership in any infrastructure sector though in the water and sanitation would be an advantage.
- Experience in designing and undertaking financial management systems, evidence-based budgeting.
- Knowledge and understanding of utility finance electricity or water i.e. cost structure of utility operations, major cost centers,
- Knowledge of the key components of a utility tariff and what to take into account when designing such a one.
