Job Title: Humanitarian, Development and Peace Nexus Expert/Trainer - Consultancy
Locations: Maiduguri, Borno
Position Summary
- Under the Community Reconciliation and Resilience Building Project, Search is seeking to contract an expert/trainer to facilitate a training of actors on the humanitarian-development-peace nexus in Borno state, Nigeria.
- The training will take place last week of July 2019 in Maiduguri, Borno state. The candidate together with the Project Management Team will plan the agenda for the training and come up with possible options for the operationalizing the nexus in the context of North East Nigeria.
Roles and Responsibilities
- Availability for planning meetings with key humanitarian-development-peacebuilding actors in Borno state.
- Conduct a pre-training needs assessment with humanitarian-development-peace nexus actors in Borno state.
- Develop toolkit and curriculum covering core concepts for the training of HDP actors in Borno state
- Facilitate joint analysis of the issues in which to achieve HDP Nexus implementation and be able to plan through in-depth and how to apply that.
- Develop and review tools that can assist in practical implementation of the HDP nexus
- Provide concrete case studies that can help deepen practical understanding of the HDP and how to apply same in the field.
- Develop and provide an HDP toolkit that is customized for the context of the North East of Nigeria
- Provide a post program and training report which should include set of recommendations
- As the job descriptions cannot be exhaustive, the position holder may be required to undertake other duties that are broadly in line with the above key responsibilities.
Expected Outcomes:
- It is expected that the training will lead to the following critical outcomes:
- Lead to a shared understanding of the H-D-P Nexus amongst actors in Borno state
- Increased capacity of H-D-P actors in operationalizing the nexus in Borno state
- Development of practical tool kits in operationalizing the nexus
Deliverables and Timelines:
- Develop and review tools that can assist in practical implementation of the HDP nexus. Timeline is 2 days from July 24, 2019
- Facilitate training pre-planning meeting with key stakeholders. Timeline is 1 day i.e. July 26, 2019
- Facilitate training of H-D-P actors. Timeline is 3 days from July 30, 2019
- Submit 1 trainer’s report. Timeline is 3 days from August 5, 2019
Terms of Consultancy:
- This consultancy will last for seven (9) days, from July 24 - August 5 in Maiduguri.
- SFCG will provide transportation and accommodation during the training duration
- SFCG will withhold 5% of the consultancy fees and remit the amount to relevant tax authorities as per the provisions of the Nigerian law. Qualifications
Education:
- Minimum of Master's degree in Conflict and Peace Building Studies, International Relations, Political Sciences or related fields;
Required Experience:
- A minimum of five years of professional experience in Conflict analysis, Conflict sensitivity, Policy development and planning;
- Experienced in leading and facilitating training of different actors
- A minimum of 5 years experience in multitrack dialogue facilitation
- Experience in engaging a variety of different actors in the humanitarian-development-peace nexus.
- Experience of partnership development and management
- Experience of working in conflict-prone areas in Africa or Nigeria
- Experience in both development and humanitarian contexts is considered as an added advantage
Other Relevant Requirements:
- Deep understanding of the new way of working, humanitarian-development-peace nexus
- Demonstrated skills of using different conflict analysis frameworks;

Job Title: Early Warning Analyst - Consultancy
Locations: Kogi/Bayelsa, Abuja
Project Summary
- To respond to the challenges of the 2015 election and promote sustainable long-term CSO engagement in electoral and political processes, the Electoral Empowerment of Civil Society Project (EECSP) Consortium is implementing a five-year initiative to: 1) improve impartial observation, accurate reporting on, and recording of election vote totals using domestic electoral observers during and after the 2015 election cycle; 2) improve management within Nigerian partner CSOs; and 3) increase participation by marginalized groups in Nigerian political processes.
- The Consortium includes the National Democratic Institute (NDI) as the lead partner, World Learning (WL), the Center for Democratic Development – Ghana (CDD-Ghana) Search for Common Ground (SFCG). In the one-year extension of the project (Year 6) Search’s intervention will also contribute to Objective 3: Increased Participation by Marginalized Groups in Nigerian Political Processes and special focus on Violence Mitigation for 2019 Polls in the Middle Belt (Plateau and Benue) and the Northeast (Borno and Adamawa) regions and Bayelsa and Kogi states in their off-season election later in 2019. The activities of this project would be implemented in two phases.
- The first phase would focus on the federal and state level elections in Plateau and Benue states in the North Central, and Borno and Adamawa states in the North East, with intensive activities between January and March 2019, with selected activities continuing in the post-election period. The second phase of proposed activities will be for gubernatorial elections in Kogi and Bayelsa states from September to December 2019.
Roles and Responsibilities
- Lead the identification and training of early warning observers across the project states who will be responsible for monitoring and reporting of conflict incidences in potential hotspots.
- Confirm, validate and analyze early warning on violent incidents, rumors, security force actions, and civilian-led mitigation efforts and feed the information into the Nigerian Electoral Early Warning System (NEEWS).
- Work with relevant authorities and electoral stakeholders including security forces, INEC officials at the state level, and traditional leaders to refer legitimate electoral concerns and share analysis of early warning reports as generated from the reporting system for appropriate response.
- Work with the project coordinator to identify conflict scenarios and prioritize geographic areas and demographics that have a history of electoral conflicts in target states.
- Periodically convene a small group of civil society conflict monitors and experts to develop a “conflict scan” or common analysis of short and medium-term trends in each project state.
- Develop monthly reports of potential and actual electoral violence in project states, share the reports with SFCG’s early warning platforms for early warning response and with EECSP consortium members for responsive actions.
Documentation and Reporting:
- Develop monthly conflict scans and reports
- Contribute the development of the quarterly reports
- Contribute to the final project report
- Any other duties as may be assigned by the line manager.

Job Title: Project Coordinator - Consultancy

Position Summary
- Search for Common Ground seeks a professional and highly motivated Project Coordinator who will be responsible for managing the implementation of the Electoral Empowerment of Civil Society Project (EECSP) project in the project state.
- S/he is responsibility for ensuring high quality delivery of outputs of the project including organization of workshop, managing state level see grant activities.
- S/he will work closely with the Early Warning Coordinator in the early warning and conflict prevention component of the project; work with the Media Manager in the implementation of state level media activities and Design, Monitoring and Evaluation (DME) team in monitoring and evaluation of seed grants and other project activities.
- S/he will oversee project reporting and evaluation by seed granted organizations and coordinate post-election dialogues. S/he will work under the direct supervision of the Senior Program and Policy Analyst.

- Specifically lead the identification, invitation of participants, including logistical arrangements during the conflict prevention and post-election dialogue workshops and facilitate the workshops.
- Work with relevant government and non-government organizations at the community, LGA and state level to identify and respond to election related conflicts.
- Work with the early warning coordinator to identify conflict scenarios and prioritize geographic areas and demographics in target states that have a history of electoral conflicts.
- Oversee the identification, selection, of the activities of election- violence prevention campaign,
- Oversee the administration of seed grant activities and work closely with the DM&E in evaluating and reporting of seed granted organizations.
- Support the media coordinator in managing the activities of media partners and networks in the target states.
- Track state level dynamics of elections in target states before, during and after elections.
- Engage with key governmental and nongovernmental stakeholders to respond to key recommendations from the post-election dialogue meetings.
- Work with monitoring and evaluation team to monitor and track project’s progress and capture lesions learned.
Financial Requirements:
- Ensure that successful management of the budget for project implementation at the state level.
- Ensure financial request, retirement and reporting of state level activities.
Documentation and Reporting :
- Develop activity reports and contribute to quarterly reports
- Contribute to final project reporting.
- Any other duties as may be assigned by the line manager.
