Summary
- This position will be responsible for being the lead Breakthrough ACTION Nigeria representation at all coordination meetings related to the COVID response in Nigeria.
- He/she will lead the coordination with the establishment and maintenance of effective relationships at the national and sub-national levels with government, donors, and implementing partners.
Essential Duties and Responsibilities
- Represent Breakthrough ACTION Nigeria at all country-level coordination meetings related to the COVID response in Nigeria - including Presidential Steering Committee (PSC), Nigeria Centre for Disease Control (NCDC), National Primary Health Care Development Agency (NPHCDA), National Agency for Control of AIDS (NACA) and others as needed;
- Establish and maintain effective relationships with all groups and implementing partners coordinating the COVID response at all levels and across pillars;
- Collaborate with lead COVID response organizations to harmonize SBC messages using data trends and across a range of donors, government Ministries Departments, and Agencies (MDAs), and implementing partners;
- Coordinate with RCCE Program Manager to support the focal state in adoption, adaptation, and implementation of a coordinated COVID response; support target advocacy efforts and build the capacity of state-level stakeholders for integrated risk communication and community engagement approach;
- Provide administrative, secretarial, and technical support to Presidential Steering Committee;
- Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles;
- Coordinate with the Monitoring and Evaluation (M&E) and Knowledge Management teams to disseminate program-related learning, tools, and materials through relevant RCCE forums;
- Support and encourage the growth of diverse, vibrant, and active SBC communities of practice at the national and sub-national levels, and equip such communities to serve as a venue for peer-to-peer learning, networking, and exchange of best SBC practices;
- Prepare and submit timely and quality activity notes and documentation from meetings attended to effectively capture next steps and lessons learned;

Minimum Qualifications
- Master’s Degree in Communication, Public Health, Social Science or Diplomacy is required.
- Minimum of seven (7) years of experience in any health program area. Human resource management experience is desired.
- Previous experience of working for SBC/SBCC or health communication programs is an added advantage.
- Demonstrated experience in partnership development, collaboration, and management (especially with Ministries, Departments, and Agencies) is required.
- Proven capacity to represent Breakthrough ACTION, sustain relations with diverse stakeholders, and influence and facilitate advocacy agendas at National, State, and LGA levels.

- This position will lead the implementation of the BA Nigeria COVID/HIV work plan.
- He/she will be the lead technical expert on the team and provide SBC/HIV technical guidance, lead coordination and capacity strengthening for SBC and Risk Communication related to HIV programming.
Essential Duties and Responsibilities
- Serve as the lead technical focal point on COVID and HIV for the Breakthrough ACTION Nigeria RCCE portfolio;

Summary
- The Program Officer II - Risk Communication & SBC will contribute to the day to day implementation, monitoring, and evaluation of the BA-N COVID-19 and GHSA activities.
- S/he is expected to work in close collaboration with the key partners at the national and subnational level to improve the risk communication capacity and address behaviors associated with high priority zoonotic diseases and COVID-19.
Essential Duties and Responsibilities
- In addition to the overall technical inputs to the project as described above, specific duties and responsibilities include the following. Other duties may be assigned:
- Serve as technical liaison officer with key Ministries, Departments and Agencies (MDAs) overseeing One Health Approach and GHSA Implementing partners;
- Provide technical assistance to International Health Regulations (IHR) National Focal Point and National One Health Coordination Unit (NOHCU) for implementation of RCCE-related activities in national policies e.g. One Health Strategic Plan; National Action Plan for Health Security and Joint External Evaluation Report;

- This position will provide technical guidance and capacity strengthening for SBC to the project in the application of SBC approaches in the design and rollout of high-quality SBC interventions, especially discovery, definition, and design of activities. S/he should have knowledge in communication theory, behavioral economics, or human-centered design.
Essential Duties and Responsibilities
- Lead the messaging development and distribution related to COVID vaccination, prevention, and testing, with an understanding of the unique state contexts and diverse audiences in close collaboration with SBC and Innovations Advisor;
- Coordinates at the national level and works with state-level teams to develop strategic Risk Communication messaging for the targeted audiences;
- Support diverse stakeholders in the design, planning, implementation, and monitoring of social and behavior change and risk communication programming (including integrating gender);
- Contribute to capacity strengthening initiatives in Social and Behavior Change, programming for staff and partners through helping develop learning and training strategies and agendas/curriculums, conducting training and workshops, and mentoring and coaching.

Position Summary
- This position will assist the overall RMEL system for COVID & GHSA workstreams. He/she will be responsible for maintaining strong relationships with key partners and organizations and providing technical assistance on collecting and using data to inform COVID and GHSA programming.
Responsibilities

Position Summary
- This position will provide technical support to the planning, implementation, and monitoring of COVID & GHSA work streams at the state level.
- He/she will be responsible for maintaining strong relationships and coordination with key partners and organizations leading COVID response and global health security activities in the state.
Responsibilities
- Collaborate with State Coordinator to provide state-level project leadership for the BA-Nigeria risk communication and community engagement activities in the state including partnership management, stakeholder’s engagement, and overall coordination of COVID and GHSA work streams;
- Collaborate with the State Primary Health Care Development Agency/Board and the State Agency for the Control of AIDS, State Ministry of Agriculture, State Ministry of Environment, and its partners to implement COVID-19 and GHSA work plans at the different levels;
- Provide support to State Social Mobilization Committee, Emergency Operations Centre, Multisectoral Coordination structures, CRICC, state-level partners, and other stakeholders (at local government and ward levels) to coordinate and implement RCCE activities for COVID and GHSA;
- Provide SBC support and capacity building at the state level for diverse stakeholders;
- Work together with the State M&E Officer in the coordination and monitoring of activity across all intervention areas;
- Document the implementation process, success stories and provide key highlights including lessons learned on a monthly basis and submit the same to the RCCE Program Manager;
- Represent Breakthrough ACTION Nigeria at stakeholder meetings and similar partner forums as required;
- Other duties as identified and assigned by supervisor and/or Abuja country office program leads.
Supervisory Responsibilities:
- This position has no direct supervisory responsibilities.
Qualification & Skills
- Minimum of Bachelor’s Degree in Social / Health Sciences or related discipline is required. An advanced degree is desirable.
- 5 - 7 years of previous experience working in any health program area is required. Experience of working on USAID or US-CDC funded projects an advantage.
- Proven experience working with varied stakeholders especially ministries, departments, and agencies in a multisectoral approach developing and implementing policies is desirable.
- Excellent communication, and organizational skills; and ability to influence and facilitate advocacy agendas at LGA and State level
- Understanding of local communities and cultures in the state of assignment, and ability to communicate fluently in the commonly spoken local language.
- Excellent technical writing and oral presentation skills are highly desired.
- Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
- Working Knowledge of MS Office Packages and database software and applications.
- Ability to travel within Nigeria and work successfully within a cross-cultural, multi-sectoral, multi-project team-based environment.

- Breakthrough ACTION is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to lead their social behavior change (SBC) programming around the world. Breakthrough ACTION is a partnership led by the Johns Hopkins Center for Communication Programs (CCP) in collaboration with Save the Children, ThinkPlace, ideas42, Camber Collective, International Center for Research on Women, and Viamo.
- In Nigeria, Breakthrough ACTION (Breakthrough ACTION Nigeria) focuses its efforts on SBC for malaria; maternal, newborn, and child health, including nutrition (MNCHN); family planning/reproductive health; TB; priority zoonotic diseases; and the COVID-19 response. In addition, Breakthrough ACTION supports the capacity strengthening of key stakeholders to design, implement, and evaluate SBC activities.

Summary
- This position will be responsible for the overall coordination of the COVID and GHSA work plans at the Country and State levels.
- S/he will work closely with the Deputy Project Directors and State Coordinators to ensure an integrated approach to program implementation.
Essential Duties and Responsibilities
- Assist the Deputy Project Director with the development and implementation of COVID and GHSA risk communication activities at the national level;
- Support the State coordinators and State consultants with the development, implementation, and documentation of COVID and GHSA risk communication activities at the State level;
- Provide technical support to Risk Communication and Community Engagement (RCCE) stakeholders, coordination structures, and activities at national and sub-national levels including development and dissemination of strategies, guidelines, toolkits, communication materials, scripts and job aids, content management, and program data findings;
- Collaborate with RCCE RMEL Technical Advisor and other program units, provide support to programmatic research processes such as desk reviews, gaps assessment, mapping, situation analysis and behavioral insights;
- Coordinate with RCCE RMEL Technical Advisor and Partner Liaison Officer in design, synthesis, and use of COVID-19 polling results;
- Lead capacity building on Social Behaviour Change and Risk Communication for diverse stakeholders;
- Coordinates and prepares quarterly and annual reporting for Breakthrough ACTION COVID and GHSA activities;
- Prepare, submit and disseminate quality activity reports, including field notes and success stories, to effectively capture lessons learned on the ground from the projects;
- Represent Breakthrough ACTION Nigeria at Breakthrough ACTION Coordination meetings and similar partner forums as required;
- Travel to project focal states is expected to be approximately 40% or more;
- Perform job duties/responsibilities in support of JHU-CCP’s Mission and Values, as appropriate;

Supervisory Responsibilities:
- This position manages the BA-Nigeria states officers (RCCE) to support them with their work plan implementation and provides them with technical support.
Minimum Qualifications
- Minimum of an Advanced Degree in Arts, Social Sciences, or Health Sciences.
- Minimum of ten (10) years previous experience carrying out related tasks with donor-funded health projects is strongly preferred.
- Experience of working on a USAID or US-CDC-funded project is an advantage.
- Previous experience of working for SBC/SBCC or health communication programs is an added advantage.
- Programme management experience is required, with a demonstrated track record in planning and coordinating programs in consultation with government and other partners.
- Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation is required.
- Experience in mentoring, coaching, facilitation, and training applying adult learning principles and practices.
- Experience in providing administrative leadership and support to work teams.
- Well-organized, with the ability to track multiple activities and deadlines.

Position Summary
- This position will support the Director RM&QA to oversee the overall RMEL system for COVID & GHSA workstreams.
- He/she will be responsible for managing strong relationships with key partners and organizations and providing high-level technical assistance on collecting and using data to inform COVID programming.
Responsibilities
- Lead all research, monitoring, and evaluation activities related to the COVID and GHSA risk communication and community engagement activities for Breakthrough ACTION Nigeria;
- Work with the Director RM&QA to integrate RCCE monitoring to the overall BA monitoring systems and work with the Risk Communication program managers to implement it;
- Lead programmatic research processes such as desk reviews, gaps assessment, mapping, situation analysis, and behavioral insights.
- Liaise with other partners and organizations involved in COVID response data collection to understand their activities and identify strategic points for collaboration to ensure existing data sources support the implementation of the BA Nigeria work plans;
- Represent Breakthrough ACTION Nigeria at relevant stakeholder meetings, including NCDC, NPHCDA, Presidential Steering Committee, and/or Infodemic Management team meetings. Establish systems to work with the teams, on activities related to RMEL.
- Provide technical assistance to the stakeholders on processes to interpret data from all sources and to transform the data into action that improves the quality of the RCCE response. In collaboration with stakeholders in RCCE and other technical areas, design, analyze and triangulate COVID-19 data.
- Support the Director RM&QA to guide reporting processes amongst technical staff and consolidate program reports, promote learning and knowledge sharing of best practices and lessons learned.
- Work with the RCCE Program Managers to complete monthly and other required donor reporting. Ensure the accurate and timely collection of program data from the field.
- Other duties as identified by supervisor and/or Abuja country office program leads.

Minimum Qualification & Skills
- A minimum of a Master’s Degree in Public Health, Epidemiology, Social Work, Monitoring & Evaluation, Demography, Biostatistics, Statistics, Analytics or a related field is required.
- Minimum of 8 years extensive experience with monitoring program implementation using qualitative and quantitative approaches.
- Experience of working on a USAID or US-CDC-funded health-related project is an advantage.
- Experience in developing and coordinating data collection, processing, and analysis systems from multiple sources or program areas is required.
- Proven capacity to facilitate coordination among a diverse range of stakeholders (external and internal).
- Proficiency with word processing, spreadsheet, and presentation software.
- Proficient in the use of data processing computer packages (e.g. Stata preferred, EpiInfo, Epidata).
- Proficient in managing large data sets particularly in relation to relational databases
- Demonstrated written, presentation, communication, and organizational skills in English.
- Well-organized, with the ability to track multiple projects and deadlines.
- Ability and willingness to travel as required within and between project states.
- Ability to travel within Nigeria and work successfully within a cross-cultural, multi-sectoral, multi-project team-based environment
