Tasks and Responsibilities
Objective 1 - Establish and supervise activities in the framework of nutritional projects:
- Put in place and monitor the system of data collection concerning the treatment of malnutrition, childhood illnesses, PHC components, behaviour change activities as a basis for the evaluation and furtherance of the programme
- Prepare requisitions, monitoring and controlling consumption of nutritional and medical supplies.
- Participate in the preparation and execution of nutrition surveys (provide information to those conducting the survey: local geographical, economic, social and anthropological data).
- Create and develop a network for the detection and recording of clients, notably by the use of community mobilisation techniques, care groups.
- Comply with the policy of ACTION AGAINST HUNGER as a learning organisation, contributing to building on good practice, experience, and assessments.
- Management of the project cycle for nutrition and health Component.
- Meeting the objectives of ACTION AGAINST HUNGER in the centres dealing with malnutrition, PHC.
- The technical quality of the programme within area of responsibility.
- Share analysis of the needs in the area with Senior ERR PM, the Field Coordinator and the Head of Nutrition and Health Department
- Provide relevant inputs to ERR PM, HoD Nut & Health for the design of proposals with a view to developing shared and integrated approaches, include when appropriate advocacy goals
- Promote and supervise activities related to health care practice and behaviour change activities
- Promote and supervise high quality care for clients in ACTION AGAINST HUNGER supported centre.
Objective 2 - Organise staff development programmes for the ACTION AGAINST HUNGER teams:
- Evaluation of the technical skill level of the ACTION AGAINST HUNGER teams
- Identification of training needs, Propose training plan to HoD Nutrition and Health
- Skills development for ACTION AGAINST HUNGER staff in his/her programme in collaboration with HoD Nutrition and Health; HR/Log/Finance Managers; Reporting Manager
- Support HoD Nutrition and Health in ensuring the quality and pertinence of training programmes established for the ACTION AGAINST HUNGER teams
- Take part in the recruitment of staff in collaboration with the HR Manager in the base and Senior ERR PM/the Field Coordinator
- Identify the teams' training needs on the basis of capacity assessments and in situ observation
- Organise and conduct training sessions for team members taking into consideration their profiles, job responsibilities and the cultural context
- Arrange joint training sessions for centre staff covering:
- Protocols and the medical and nutritional service offered, the logistical organisation and material aspects of the programme, documentation and information management at different level monitoring and reporting indicators; evaluation of the needs revealed by enquiries undertaken (nutritional surveys, rapid assessment, screening) integrating nutrition into the basic health care package
- Deal with complications (tuberculosis, HIV, malaria.....)
Objective 3 - Provide management support and leadership to nutrition and health teams in managing the project cycle:
In close collaboration with Senior PM and HOD, the sector manager is solely responsible for planning, implementation, technical monitoring and evaluation of nutrition and health components of the programme.
- The management of his/her teams:
- Resolve problems arising in the teams with the support of team supervisors and, when necessary, in consultation with the HR Manager in the base
- Assist with the team members' routine questions (on technical matters relating to malnutrition)
- Establish a programme of staff assessment interviews and organise follow up in collaboration with Human Resources.
- Project Planning and Implementation:
- Work with project team to develop overall detailed project implementation plan for nutrition and health component in line with predefined project implementation work plan.
- Work with the nutrition and health team to define and clarify shared roles and responsibilities in the detailed work plan; review periodically and share with ERR PM.
- Lead the process of developing global training plan in reference to the project framework
- Lead monthly programme coordination and planning meeting with nutrition and health teams and share updates with ERR PM and HoD Nutrition and Health.
- Ensure implementation of predefined/reviewed project implementation tools, technical reporting templates, supervision checklists for IMCI, ANC/PNC, CMAM and train ACTION AGAINST HUNGER nutrition and health teams on using the tools
- Conduct regular follow up with teams on the progress of activity, challenges and guide on necessary actions
- Facilitate bi-annual review meetings/workshops with respective government health managers at State/LGA level.
- Logistic, HR and Finance:
- Develop budget forecast in reference to the detailed nutrition and health implementation work plan
- Develop monthly budget forecast and quarterly budget forecast with support from ERR PM and Deputy Managers.
- Share training plans with Admin/Logistics in advance for necessary support.
- Liaise with logistic, HR and Finance to ensure proper orientation for nutrition and health teams on organization procedures.
- Raise recruitment request, screen and recruit nutrition and health teams in collaboration with HR.
- Track project teams’ daily attendance and validate monthly attendance for supervisee and submit on a timely basis to HR.
- Liaise with HR to provide orientation on ACTION AGAINST HUNGER charter/core values/child safeguarding policy/staff code of conduct etc.
- Supply Chain Management:
- Raise procurement requests to initiate procurement process following ACTION AGAINST HUNGER logistic policy.
- Raise supply request order well in advance to ensure that program team have necessary supplies for smooth implementation.
- Follow up and analyse drugs consumptions per site/health centre in relation to protocols in force, populate the weekly tally sheet and ensure compliance with all pharmacy SOPs.
- Ensure that nutrition and health teams are preparing and submitting monthly consumption report; pharmacy report.
- Maintain a global overview of medical stocks at the base.
- Ensure appropriate delivery note/In kind donation report in close collaboration with Logistic teams.
Objective 4 - Develop and direct Nutrition and Health Operations:
- Monitor the budget and targets achieved with reference to the project proposal, and making any necessary adjustments in consultation with the Finance Manager in the base, ERR PM and the Field Coordinator
- Share information on a regular basis with the Field Coordinator and the Program Managers in charge of Food Security and Livelihood and Water Sanitation and Hygiene in order to promote the development of an integrated approach
- Reporting:
- Identify reporting indicators relevant to the programme and propose to HoD Nutrition and Health
- Check statistical data collected by teams from the treatment centres
- Compile a regular summary of indicators for his/her programme (APR etc.), produce an analysis and prepare necessary reports for the Field Coordinator, Head of Nutrition and Health Department and partners
- Archive all final training database, health facility matrix, community mobilization database, nutrition evolution database, health evolution database on a monthly basis.
- Proposing a strategy for addressing the problem of malnutrition which is adapted to the local context
- Timely and high quality implementation of planned activities within his/her programme and alerting the Senior PM, Field Coordinator, HoD Nutrition and Health to any delays or excessive or under-use of resources
- Timely and high quality reporting, both internal and external, of the activities of his/her programme, together with a critical analysis
- Identifying and proposing the development of new programmes as deemed necessary based on contextual evolution in operational areas
- Contributing to the design and implementation of sectoral advocacy activities in collaboration with the Nutrition and Health HoD, Advocacy manager
- Propose an operational strategy adapted to the local situation
- Contribute to the preparation of new projects together with the Field Coordinator
- Present the programme to partners (the authorities, funding agencies etc.)
Objective 5 - Represent ACTION AGAINST HUNGER and develop local partnerships for Nutrition and Health sectors:
- Develop a framework for communication with local representatives (regular meetings, identification of key local actors and development of collaboration with them) in order to facilitate harmonious and productive relations
- Adhere to the terms of agreements signed off with partners working in the same field and referring to them regularly to ensure that collaboration follows the lines intended
- Ensuring that the relationship established with partners respects the principles and values of the ACTION AGAINST HUNGER partnership policy (trust, respect, common purpose, complementarily, transparency, mutual dependency and shared learning...)
- Consolidate and build on experience to ensure the long term maintenance of activities and the spread of good practice.
- The professional standing of ACTION AGAINST HUNGER in his/her geographical area; establishing partnership with SMoH/SPHCDA and other actors in the area of operations
- The distribution to partners of information collected locally
- Respect for the principles and values of ACTION AGAINST HUNGER in its relations with partners
- The quality of relations with partners
- Represent nutritional and health issues at the level of the programme and the geographical area of intervention in regional coordination meetings, meetings with the authorities and visits by funding bodies and partners
- In close collaboration with Advocacy manager & HoD Nutrition and Health, implement advocacy actions according to the mission strategy
- Identify partners and other agencies in the area
Objective 6 - Performance Management:
- Communicate with HR for necessary staff meeting, performance review, appraisals.
- Communicate Action Against Hunger performance standards and expectations to team members which includes ; 10 minutes monthly conversation, 3 months/end of probation performance appraisal and annual/ end of contract appraisal.
- Establish performance objectives, provide feedback, identify strengths and areas for professional improvement.
- Contribute to the professional development and improvement of team members by providing support.

Internal:
- Senior Early Recovery & Resilience PM : hierarchical line manager;
- Head of Nutrition and Health: technical line manager;
- Nutrition and Health teams: hierarchical management – supervisee;
- Field Coordinator/DCD-Operations: exchange of information;

Position Requirements
Qualifications:
- Degree in Nutrition, Medicine, Nursing, Public Health or related fields.
- Certificate in Project Management for Development Professionals will be an added advantage.
Skills & Experience:
Essential:
- Ability to plan and organize work Independent with appropriate follow through while paying close attention to detail and can read and abstract information from a variety of formats.
- Ability to delegate and follow up of task among teams.
- Ability to understand and to interpret the nature of human behavior.
- Ability to work under pressure and react according to evolving context/situation
- 3 years’ experience in primary health care and maternal health.
- 1-2 years’ experience in CMAM and IYCF program.
- Previous experience in managerial role.
- Fluency in spoken and written English language.
- Skilled in using MS applications.
Preferred:
- Work experience in humanitarian settings.
- Work experience with international NGO.
- Experience of working in close collaboration with Ministry of Health is preferable.
- Willingness to live and work in locations with poor power supply, telecommunication services and internet connectivity.
Basic Gross Salary
NGN 308,589 - NGN 495,527/ month
