  • CDGP is a five-year pilot programme supported by UKAid. It is aimed at tackling poverty and hunger and reduce malnutrition in children in Jigawa and Zamfara states in Northern Nigeria. Save the Children is leading the INGO consortium delivering the programme, in partnership with Action Against Hunger (ACF). The CDGP will run to July 31st 2019.
  • The CDGP provides a Cash Transfer grant of 4,000 NGN per month for up to 93,000 pregnant women and women with children under the age of 2 in Jigawa and Zamfara states. The cash transfer is accompanied by nutritional education, advice and counselling. The predictable monthly cash transfer is expected to contribute to increased food security, improve intake of more nutritious food, leading to improvement in child nutrition within 90,000 households.
  • More broadly, the programme aimed to generate evidence of a scalable programme that shows how a well-designed cash transfer programme, targeted at the critical First 1,000 Days of a child’s life, can bring cost-effective immediate and long-term food security and nutrition benefits to eligible households with young children.
  • The broad outcome of CDGP is a scalable programme showing how cash transfers can bring cost-effective immediate and long-term food security and nutrition benefits to eligible households with young children in poor communities in northern Nigeria.
Scope of Work:
  • CDGP will host a 4-day workshop in Abuja to capture the learning and best practices from the programme since inception in April 2013.
  • The Primary Investigator (PI) will be engaged to support the lead facilitator in facilitating the writeshop process, coordinating the team of research assistants, developing a high-quality report outlining activities undertaken and achievements, developing the case studies and appropriate knowledge products from the writeshop to be presented to CDGP.
  • The PI take note on the main findings, conclusions and recommendations of all sessions.
  • The PI will also prepare a detailed final summary report to be presented to CDGP/Save the Children
  • The PI will support the Lead Facilitator (LF) in the overall compilation of the workshop reports and the knowledge management products as well as the overall coordination of a team of 10 Research Assistants(RAs) for the writeshop
  • The PI will recruit and pay the 10 RAs directly
  • The RAs however will be expected to be present throughout the workshop sessions, collect brief from the LF on note-taking for the main findings, conclusions and recommendations of the presentation and questions surfaced during the workshop sessions and the small theme-specific breakout sessions. The research assistants will support the LF to prepare a detailed final summary report to be presented to CDGP.
The PI will be engaged for 10 days:
  • Training of Research assistants - 2 days
  • Learning Workshop Coordination - 4 days
  • Report writing - 4
Deliverables:
  • Pre-Workshop: to hold a pre-workshop session with the Lead Facilitator for planning and debriefing on the expectation from the workshop; become familiar with outline of the programme, read programme documents and attend the planning meeting as required
  • Collate the summary reports for the groups, Session reports, Theme Briefs, Case studies, State Collaborative Outcome reports, Compendium of Most significant change, main findings, conclusions and recommendations of the Session
  • Collaborate with the Knowledge Management Specialist and Knowledge Management Adviser on writing a position paper on Nutrition plus using CDGP as a case study, develop abstract and technical papers for publications in peer review journals
  • Attend Debrief session post workshop and include findings in summary report
  • Work with the Lead Facilitator, Knowledge Management Specialist and Knowledge Management Adviser to come up with the final products of the process
Tasks
  • Primary Investigator: Support Lead facilitator for facility the workshop, recruitment and payment of research assistants
  • Research Assistants: Support Lead Facilitator under the leadership of the Principal Investigator for capturing of the CDGP Learning Writeshop sessions for a period of six (6) days (2 days for training, 4 days for workshop)
Note
  • The PI and research assistants are expected bring their laptops as this will be required for quick turning around of your report for consolidation. Ensure that your laptop is fully charged and your charger is in good working conditions
  • It is essential that you have a recording device to better capture the discussions of your assigned group. If possible endeavour to get one
  • Ensure that your mobile phones are on silent all through the sessions
  • Ask question on grey areas to ensure you have complete understanding
  • Collect and safely keep all flipcharts, notepads, post-it-notes from your groups’ sessions after each session is closed. These will be handed over to the lead facilitator with the other submissions for your assigned group

  Application Deadline 20th May, 2019.     Job Title: Consultant - Production of a Video Documentary on Resourcing Families for Better Nutrition - Spotlight on CDGP Job ID: 19000185 Location: Abuja Employee Status: Fixed Term Introduction In Northern Nigeria, infant mortality is 40% higher than the rest of the country. In programme areas, 66% of children under the age of five were classified as stunted. According to the Oxford Poverty and Human Development Initiative (OPHI) Multi-dimensional Poverty Index (MPI), in Zamfara and Jigawa 91.9% and 88.4% of the populations are defined as poor compared to a national average of 53.3%. In addition, at baseline in programme areas, 10% of households overall reported to not have enough food to eat during the lean season with affordability of food a key driver. Dietary diversity is also poor; in programme areas 16% of children 6-23 months received the recommended number of food groups. There is evidence of inadequate infant and young child feeding (IYCF) practices and misconceptions about breastfeeding; just 40% of children in programme areas were appropriately breastfed. Resourcing Families for Better Nutrition (RFBN) in the First 1,000 Days (activities of the approach are also known as Cash Plus) provides a comprehensive approach to reducing maternal and child undernutrition, in particular stunting and wasting, in development and humanitarian contexts. The approach combines regular cash transfers that are designed and implemented to maximize impacts on nutrition, with a contextually informed package of social behavior change communication (SBCC), linkages to basic maternal and child health and nutrition services, and additional context-appropriate, nutrition-specific interventions. The Cash Plus for Nutrition approach provides guidance to governments, national stakeholders and development partners on how to design and implement a cash transfer combined with appropriate interventions to prevent maternal and child undernutrition. The main focus of the approach is to reduce the prevalence of stunting; however, the paper also provides options for improving access to treatment of acute malnutrition (wasting) and addressing micronutrient deficiencies. The approach is based on wide ranging evidence that combining cash with other complementary features to address context specific drivers of undernutrition can be a powerful approach for reducing undernutrition. Cash Plus for Nutrition in the First 1,000 Days has two core components:
  • The Cash Transfer component, designed and implemented in a nutrition-sensitive way; and
  • The ‘Plus’ (nutrition-specific interventions as a complement to the cash transfer), including measures specific to the programme itself and linkages to other sector services to improve Infant and Young Child Feeding (IYCF) practices, health, sanitation and hygiene during the first 1,000 days.
The Child Development Grant Programme (CDGP) operates in five Local Government Areas (LGAs) in Zamfara and Jigawa. CDGP is the first Cash Plus programme in Nigeria and the first with a food security and nutrition focus.  The programme aims to improve the nutritional status of children under five in Jigawa and Zamfara. The expected outcome is a scalable programme showing how cash transfers can bring costeffective immediate and long-term food security and nutrition benefits to eligible households with young children in poor communities in northern Nigeria. The programme began in 2013 and will run until 2019. CDGP provides monthly cash transfers of 4,000 Naira as of 2017 (reviewed annually) through an electronic payment mechanism to approximately 70,000 women, from as early as possible during pregnancy until their child is two years old. Social and behavioural change communication (SBCC) around nutritional education and advice accompanies the cash transfer to support the feeding practices of pregnant women, infants and young children. The SBCC activities include nutritional support groups, mass media communication (radio and posters), food demonstrations, messaging through Friday prayers and one-to-one counselling sessions. Overall objective of the Documentary
  • The overall objective of the assignment is to produce a documentary film narrated primarily in beneficiaries and stakeholder voices using a POV
  • The Cash plus framework provided below in figure 2 will provide the basis for the documentary as well as review of similar products from countries piloting the approach. The documentary will focus on providing proof of concept from the CDGP programme for the cash plus approach being impactful in areas where the predominant driver of undernutrition is monetary poverty.
Producer Tasks
  • Under the direct supervision of the CDGP technical lead and the Country Progarmme Knowledge Management Specialist and support from the CDGP KM-Adviser;
  • Develop the documentary film’s overall concept and scenario.
  • Interview selected interviewees for the film who will include actual beneficiaries, local, state & federal government officials particularly office of the vice president, Donor (DFID), Implementing Partner (ACF), national social protection programme and key programme staff of CDGP.
  • Visit the project sites and interact with the local communities who’ve been impacted by the CDGP supported implementation to get context.
  • Develop the documentary script and storyboard to be used in the film.
  • Perform appropriate video filming and shoot interviews with the Projects’ major beneficiaries and stakeholders.
  • Present a draft documentary to CDGP for comments about contents.
  • Produce two FINAL documentaries one (60 minutes and 25 minutes) long documentary films in DVD as well as a summary promotional DVD version of 10 minutes long.
Output /Deliverables:
  • Planning meeting in Abuja with CDGP technical team
  • Interviews and filming of project stakeholders in Abuja and in the field (Jigawa and Zamfara) to collect and record information;
  • Submit a storyboard and script for the documentary to CDGP and KMS for approval before filming;
  • Present draft documentary to stakeholders in Abuja at the end of the field mission and incorporation of comments;
  • Produce an edited Video Recording of the scenarios captured, and the footage of the recorded stories.
  • Present a complete 60, 25 and 10-minute documentary film version, and hand over 2 master copies of each version to WINNN and two extra copies with the extra footage for future usage.
Required Qualifications and Experience of the Consultancy Firm The consultancy firm will be required to have:
  • 5 and above years of experience working in similar field.
  • Extensive experience in producing development work related documentaries for international organisations with the aim of reaching both local and international audiences.
  • Experience in working with UN agencies and other international organizations.
  • Local Knowledge of CDGP implementing states.
  • Excellent technical capacities (state of art filming equipment preferably High Definition) to ensure smooth and high quality production.
  • Additional experience in development communication will be an added advantage.
Duration of the Assignment:
  • The assignment is expected to take 25 working days from the date of signing the contract.
Intellectual Property
  • All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc) belonging to the client, which the consultant may come into contact with in the performance of his/her, duties under this consultancy shall remain the property of WINNN who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of SCI in line with the national and International Copyright Laws applicable.
Remuneration
  • The consultant’s payment shall be based on the financial proposal developed for this consultancy.
  • Payment shall be made in three installments of;
  • 20% down payment upon submission of the script and storyboard
  • 40% upon submission of an acceptable draft documentary; and
  • 40% final payment upon submission of the final outputs, incorporating suggestions and recommendations from the CDGP/SCI-PDQ team.

The early focus was on getting children actively involved in shaping the decisions that affect their lives.  Today, SC is working in 20 states focusing on child survival, education and protecting children in both development and humanitarian contexts. The humanitarian response started in 2014 with Save the Children among one of the first responders to the conflict. The ongoing conflict in the North East continues to increase population displacements, restrict income generating opportunities, limit trade flows and escalate food prices. As a result of the reduced food availability and access, local and IDP populations in worst-affected areas of Borno, Yobe and Adamawa states continue to experience food gaps, in line with crisis (IPC Phase 4) acute food insecurity, with an estimated 4.6M people in Phase 3-5 (Cadre Harmonizé (CH) Analysis). Survey Methodology
  • The consultant/s will prepare and conduct a SMART survey in Borno state. He/she will develop and design survey tools using SMART Methodology i.e. sampling procedure, sample size for anthropometric data, selection of households and children, training and supervision of teams during data collection
  • Generally, he/she assume overall responsibility of carrying out the survey.
Specific Objectives of the Consultancy
  • To estimate the prevalence of malnutrition in women of reproductive age in the target population
  • To establish recommendations on actions to address identified gaps, to support planning, advocacy, decision making and monitoring.
  • To determine prevalence of Malnutrition (acute malnutrition, chronic malnutrition, underweight, overweight and obesity) among children 6-59 months in the target population
  • To assess retrospective morbidity among children under 5 in the target population
  • To assess retrospective mortality (Crude Mortality and U5 Mortality rates) over 3 months’ recall period among target populations.
  • To estimate measles vaccination and Vitamin A supplementation coverage in the target population.
  • To assess IYCF practices among the households with children under two years of age in the target population
Scope of Work
  • Develop and design SMART survey protocol, including sample size estimation, population size, clustering of the villages etc., and validate contextual tools using the SMART methodology
  • Train the SMART data collection teams and data clerks (including field testing)
  • Organize survey: Ensure accurate data collection at field level. Ensure adequate supervision and coordination of the survey teams in the field and collect relevant reference materials for report writing
  • Be responsible for data cleaning and analysis using appropriate software i.e. Epi Info, SPSS, ENA for SMART
  • Prepare a draft SMART survey report for review by SCI, ensuring that the assessment is comprehensive and includes all relevant indicators
  • Prepare a final report including background, methodology, results, limitations, conclusions and recommendations incorporating feedback from SCI staff on the draft report and Nutrition Information Management working group for validation.
Reporting:
  • The preliminary assessment report will be sent to the SCI within 3 days of completion of data collection; the consultant will present preliminary findings of the survey to SCI, and SCI team will upon review, send it to the nutrition cluster and or Inter Agency Working Group for validation purpose.
  • The consultant will lead in the presentation of the survey summary before the Nutrition sector/ Inter Agency Working Group members
  • The final report, incorporating all comments and inputs received, will be submitted to SCI within 5 days after validation of the preliminary report.

General Conditions of the Consultancy
  • SCI will provide survey enumerators, translators as may be required.
  • The cost related to travel from/ to Field of the survey teams will be covered by SCI.
  • Payments will be paid in three instalments: First instalment 30% paid upon finalisation of inception report; 30% paid upon submission of first full draft of the report; the remaining 40% paid upon validation of the report by the Nutrition Sector/Inter Agency Working Groups.
  • SCI will provide accommodation for the consultant in team guest house
  • Meals and other incidentals will be the responsibility of the consultant while in the primary location of the consultancy
  • Payment of per diem for the period of Consultancy (Where it applicable) will be in apply  SCI perdiem policies
  • The consultant will conduct his/her work using his/her own computer equipment.
  • Other miscellaneous costs directly related to the task that can include photocopying of questionnaires etc. shall be covered by SCI. Any cost needs to have prior approval from SCI.
  • The movement of the consultant and team to and from the field will be facilitated by SCI.
Profile of the Consultant Education:
  • Postgraduate Degree in Public Health, Social Sciences or related discipline.
  • Qualified and experienced consultant with Health and Nutrition background in surveys and assessments using SMART methodology.
Work Experience:
  • Led at least 2 SMART Surveys (reports to be presented as evidence)
  • Experience working in conflict-affected areas
Languages:
  • Fluency in English is essential. Knowledge of local language is an added advantage.
Technical Competencies:
  • Ability to coordinate, direct and supervise others to achieve a common goal.
  • Ability to live and work in an isolated area in conditions of limited comfort
  • The candidate must present an approved final report of the most recent SMART survey that he or she has conducted.
  • The consultant must have a strong background in statistics and data analysis. Must know SMART survey methodology and ENA for SMART, SPSS, Epi/ENA or Epi Info software.
  • Excellent reporting and presentation skills.
  • Excellent knowledge of and experience with humanitarian guidelines and principles.
  • Willingness to travel extensively and work under pressure & meeting deadlines
