We are recruiting to fill the position below:     Job Title: Consultant -Technical Assessment for Multi-Skill Training & Resource Centres Location: Borno Programme Summary

  • The MAIDA programme will directly support the recovery of at least 70,000 women, men, girls and boys who are returnees, IDPs and members of host communities affected by the Boko Haram insurgency in southern and central Borno State. The objective of MAIDA is to increase the social cohesion and resilience to economic, social and climate related shocks in Borno State in an environmentally-conscious way. Four interrelated and mutually reinforcing intermediate outcomes will contribute to achieving this objective. First, MAIDA will restore and improve rural livelihoods in an ecologically sustainable manner by enabling households to take advantage of existing and new agricultural market opportunities. In parallel, adolescents and youth will be empowered as economic actors in their communities through access to employment, diversified livelihood opportunities, vocational training and business development initiatives.
  • These outcomes will be reinforced by improved access to social protection and community-based services for women, youth, adolescent breadwinners and other at-risk groups.
  • Finally, overall social cohesion will be strengthened within and between conflict-affected communities and environmental resource management will be improved in areas of displacement and return.
  • Sectors of intervention will include market-led and climate-smart livelihood and employment opportunities, vocational training for youth, social and economic protection and community reintegration and peacebuilding.
  • Economic recovery activities will build resilience through Making Markets Work for the Poor (M4P) market systems-based models, reducing poverty by enhancing the ways that poor and vulnerable households interact with markets.
Assessment Scope As part of the second intermediate outcome of the programme, Multi-Skill Training & Resource Centres (MSTRCs) will be rehabilitated in Maiduguri, Gwoza and Ngala to ensure space for skill learning and vocational training. In order to carry out rehabilitation works, technical assessments of the MSTRCs in the named LGAs will be conducted to better understand rehabilitation needs. The geographic scope of the technical assessment is thus 1 centre each in Maiduguri, Gwoza and Ngala. The overall scope of the technical assessment is as such:
  • Prepare bill of quantities of proposed repairs and/or additional structural works.
  • Prepare build design drawings and schematics.
  • Ensure works are completed within the designated timeframe.
  • Conduct structural damage assessments and repair and/or additional needs in order for the MSTRCs to be functional.
  • Provide descriptive information related to structural damage assessment and repair and/or additional needs.
  • Provide rehabilitation proposal within the scope of work defined by MAIDA program and in coordination with the head / principal of the center.
Deliverables
  • Debriefing to Head of institute / principal for consensus and Program Director MAIDA prior to start drafting the Technical Design Drawings and BOQs
  • Director BoQs for the rehabilitation of 1 MSTRC in Maiduguri, 1 MSTRC in Gwoza and 1 MSTRC in Ngala. These BoQs should be complete and allow Mercy Corps to begin the procurement process upon receipt.
  • Design drawings for the rehabilitation of 1 MSTRC in Maiduguri, 1 MSTRC in Gwoza and 1 MSTRC in Ngala.
  • Implementation plans for the rehabilitation of 1 MSTRC in Maiduguri, 1 MSTRC in Gwoza and 1 MSTRC in Ngala.
  • Quality control checklists for each MSTRC. This checklist should allow Mercy Corps to ensure the quality of the rehabilitation works.
  • Draft the technical component of the turnkey rehabilitation contracts (if needed), including quality control plan and tentative construction implementation plan.
  • Final presentation of the proposal, BOQs, Technical Design Drawings to Director Program MAIDA, Principal/Head of institute and finally to Ministry of Poverty Alleviation & Youth Empowerment for final approvals.
Team Composition:
  • The team conducting the assessment should consist of a structural engineer, a surveyor and a quantity surveyor at a minimum.
