Medecins Sans Frontieres (MSF) is an independent international medical humanitarian organisation that delivers emergency aid in more than 60 countries to people affected by armed conflict, epidemics, natural or man-made disasters or exclusion from healthcare.

Job Title: Supply Activity Supervisor

Location: Katsina
Contract: 208 working hours per month and roster flexibility required

Context

  • Medecins Sans Frontieres is a private, not-for-profit international humanitarian organization dedicated to providing medical assistance to populations in distress, without discrimination and regardless of race, religion, creed or political affiliation.
  • MSF has been active in Katsina since February 2021 after carrying an exploratory mission that end up with an opening of the project under the Emergency-Cell.
  • Currently, MSF is running an ITFC (Inpatient Therapeutic Feeding Centre) in Katsina in the Kofar Sauri PHCC and 5 ATFC (Ambulatory Therapeutic Feeding Centre) including four in Jibia LGA (Magama, Daddara, Gubi Magaria and Riko) and one in Katsina City (Kofar Marusa).

Main Purpose

  • Planning and supervising the execution of supply activities in the project for one or more areas of the supply programme (Warehouse, Procurement, Transport and Customs, etc.) according to MSF protocols and standards in order to ensure the optimal functioning of the mission.
  • Ensuring an effective running of the supply activities in the project on a day to day basis as specified by the line manager, ensuring compliance to MSF standards, protocols and procedures. The activities can include one or more of the following areas:
    • Warehouse: Planning and supervising the execution of the Warehouse and Stock Management activities in the project or capital ensuring sufficient stock for the effective functioning of the supply activity to avoid stock ruptures, losses and excess stocks in the mission, controlling and monitoring the medical and non-medical stocks and assets and ensures that storage is carried out under optimum conditions.
    • Procurement: Planning and supervising the procurement activities in the project or capital ensuring an efficient and on-time purchasing.
    • Other supply activities
  • Supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
  • Ensuring smooth running of administration and procedures related to his/her supply activity(ies)
  • Performing delegated tasks according to his/her speciality and as specified in his/her job description
  • Processing all orders and requests and communicating regularly on their status with the initial clients: order received, approval stage, confirmation, RTS monitoring, backorder, lead times, … and reporting problems to his line management.
  • Together with the Supply Manager determining the purchase planning according to the incoming requests / orders, product availability (shortages/surpluses), delivery times, budgets and other relevant factors.
  • Regularly assessing the market for new suppliers to supply the recurrent needs of the mission and seeking products/services that offer the best value for money within the shortest timeframes. Negotiating prices and proposing new suppliers to be validated. Developing and maintaining relations with different suppliers in order to ensure a stable supply of goods or services. Submitting and collecting quotations and tenders following the MSF purchasing policy.
  • Being responsible for the supply database and the correct filing and archiving of the supply documentation in order to guarantee the availability and the coherence of supply data.

Education

  • Essential Technical Diploma, in Supply Chain

Experience:

  • Desirable: 1-2 years in MSF Logistics Department,
  • Essential: Previous experience in supply chain activities related jobs

Languages:

  • Fluency in English (Read, Speak and Write), Hausa and Fulani (Speak and write) required.

Knowledge:

  • Essential computer literacy (Word, Excel, Internet and social media)

Remuneration
According to MSF France Salary grid.
