Job Title: Regional Policy Reform Specialist to Support a U.S. Department of Agriculture (USDA) Food for Progress (FFPr) PRO-Cashew Project in West Africa (Benin, Burkina Faso, Cote d'Ivoire, Ghana, and Nigeria)

Introduction to Offerors:
The Pro-Cashew project is a USDA- funded program implemented by CNFA in Cote d’Ivoire, Benin, Burkina Faso, Ghana, and Nigeria.  The goal of PRO-Cashew is to boost the competitiveness of West African cashew producers by improving efficiency and quality in production and trade, and by working to develop more coherent regional trade and investment policies.  PRO-Cashew’s main office is based in Abidjan, Cote d’Ivoire. PRO-Cashew will achieve its results through interventions in the following six activity areas:

  • Activity 1: Capacity Building: Farmer Organizations and Agro-Food Companies
  • Activity 2: In-Kind Grants: Inputs, Equipment, and Technical Assistance
  • Activity 3: Inputs: Develop Agrodealers and/or Other Input Suppliers
  • Activity 4: Integrated Data System Development
  • Activity 5: Public Information Campaign: Disperse Improved Market Information
  • Activity 6: Capacity Building: Promote Improved Policy and Regulatory Framework.

Description

  • CNFA requires the services of an Independent Consultant (Regional Policy Reform Specialist) to analyze, evaluate and develop 15 priority regional policy reforms in the five focus countries (an average of 3 per country).
  • Working closely with the Program Director and Chief of Party (COP), the Regional Policy Reform Specialist will play a key role in achieving PRO-Cashew objectives under Activity 6: Capacity Building: Promote Improved Policy and Regulatory Framework.
  • This assignment was originally planned as a full-time position and is now expected to be part-time over the course of two years. It is expected that the policy research and analysis methodology will involve desk research, information gathering through interviews and focus group discussions, meetings with key stakeholders and international travel to the five focus counties.
  • Meetings with key stakeholders will include: regional and economic community institutions, the African Cashew Alliance (ACA), Consultative International Cashew Council (CICC), research organizations, government institutions, and centers of excellence.
