Job Title: Consultant II: Development and Finalization of SOPs for cHMIS at the National Level

Overview
- The overarching aim of the GF Resilient & Sustainable Systems for Health [RSSH] project is to improve the health and well-being of the Nigerian people by identifying and addressing systemic issues affecting the optimal delivery of health services in Nigeria.
- The resulting high-level interventions have been designed to follow the Global Fund’s framework for [RSSH] that is built on the essential building blocks of WHO for a well-functioning health system, including community systems strengthening (CSS) as another critical component to be addressed in support of RSSH.
- The RSSH grant is designed to strengthen the Nigerian health system across the HIV, TB, and malaria program areas. In doing so it will have interventions targeted at the HMIS, PSM & Lab system strengthening areas. There is also the additional dimension of the innovative "State approach" to be piloted in the three states of Oyo, Kaduna & Imo. The state approach covers elements like public financial management, support for health insurance and health sector coordination among others.
- FMOH recently finalized cHMIS tools and has started to roll it out. In order to standardize and strengthen the usage of cHMIS tools and ensure that the data collected using the cHMIS tools meet the required standard of quality, an SOP will be required to guide the use.
- In line with specific intervention targeted strengthening Health Management Information system, the project team is proposing a short term technical assistance for development and finalization of SOPs for cHMIS at the national level. The cHMIS SOPs will serve as national reference document in all community HMIS related matters as well as strengthen data quality with respect to data collected on community interventions.
Objectives:
- The key objective for the short-term technical assistance is to develop and finalize cHMIS SOPs at the national level to guide the use of cHMIS tools at communities in line with the national HMIS strategy.
Specific Responsibilities
Specific TOR:
- Liaise with relevant staff of FMoH (DPRS/NASCP/NMEP, NTBLCP), NPHCDA, NACA, and other stakeholders/department to:
- Review and harmonize the cHMIS tools i.e. the data collection and the reporting tools; the SOP for the facility HMIS tools to understand the architecture and also the draft SOP for cHMIS with identified stakeholders in a workshop
- Review the report for the cHMIS tools pilot
- Identify areas where the current draft of the tools and cHMIS SOP needs to be updated using information from the pilot activities
- Develop a draft of the SOP with the core stakeholders which will be further reviewed and fine-tuned by the consultant
- Facilitate a 2 days residential workshop with identified stakeholders to review and finalize the cHMIS SOP as appropriate
- Finalize the draft cHMIS SOP based on the information from the review workshop
- Submit final cHMIS SOP to FMOH
Estimated level of effort: 15 working days:
Deliverables:
- Final version of the cHMIS SOP
- Comprehensive report of the workshop

Qualifications and Experience
- The Consultant will be a graduate with at least 8 years of reviewing and developing HMIS documents with evidence of work done in Nigeria

- Facilitate residential workshop to finalize and ratify the documents after a thorough validation exercise
- Review and finalize the Updated NHMIS/CHMIS training modules, materials, SOPs and guidelines Documents to reflect all feasible recommendations from the TWG workshop

FMOH recently reviewed the various data collection tools and reporting forms for use in the various levels of the health system (primary, secondary and tertiary). These changes in these tools need to be incorporated in the existing DQA tool to ensure that it could be used to capture required information from all tools during subsequent DQA activities.
In line with specific intervention targeted strengthening Health Management Information system, the project team is proposing a short term technical assistance to Support Finalization of the integrated multi-disease program DQA tool, and the review of the national DQA strategy, including updating/reviewing an integrated DQA SOP for inclusion in national data management tool.
Objectives
- The key objective for the short-term technical assistance is to Support the Finalization of the integrated multi-disease program DQA tool, and the review of the national DQA strategy, including updating/reviewing an integrated DQA SOP for inclusion in national data management tool.
Specific Responsibilities
- Review the existing DQA tools, the revised data collection and reporting tools (for use at the primary, secondary and tertiary levels), national DQA strategy and integrated DQA SOP
- Work with the appropriate FMOH personnel and stakeholders to update the integrated multi disease DQA tools (based on the revised data collection and reporting tools for primary, secondary and tertiary sites) and also update the national DQA strategy as well as the integrated DQA SOP
- Facilitate 2 days residential workshop to finalize the documents with stakeholders as appropriate
- Submit a clean copy of the three documents to FMOH
- Estimated level of effort: 15 working days

- The key objective for the short-term technical assistance is to review of HIS policy 2014 to include CHMIS and other relevant initiatives in the policy while ensuring that the policy is in alignment with the current NSHDP.
Specific Responsibilities
Specific TOR:
- Review the NSHDP II document, the existing HIS policy, discuss with identified stakeholders (using a guide - either KIIs, FGDs, etc) with a view to identifying gaps in the existing HIS policy and achievement so far
- Review existing laws and legislations regulating Health information systems in Nigeria.
- Document the gaps in the existing HIS policy
- Develop a first draft of the revised HIS policy using materials from the documented gaps identified by the consultant and those identified by the stakeholders
- Facilitate a workshop with FMOH and other relevant FMOH agencies, representatives of 6 states plus FCT, Implementing Partners and other stakeholders within the health sector to review Nigeria Health Information System to identify the gaps and offer suggestions in developing an updated version
- Finalize the HIS policy and submit to FMOH
- Write and Submit final report to MSH
Estimated level of effort: 12 days (9 days of work and 3 days of workshop)

- Report of the gaps in the existing HIS policy
- Revised HIS policy document
- Comprehensive reports of the two workshops
Qualifications and Experience
- The Consultant must possess a post graduate degree in Public Health or Health Policy or related experience
- S/he must have 10 years’ experience developing information systems in developing countries like Nigeria with 5 year experience in Nigeria Health system strengthening, M&E or Strategic information experience
- S/he must have experience working with donors like USAID, DFID and GF.
- S/he must show proven understanding of trends in Health Policy and Systems in Nigeria

The enhanced FMoH website will provide better public visibility to the activity of the ministry as well as ensure that vital information are available to the public.
Objectives
- The key objective for the short-term technical assistance is to work with the DHPRS and the ICT department of FMOH for the Enhancement of FMOH website for data dissemination and improved visibility of health sector performance indices.
Specific Responsibilities
- Review the current website content with respect to data availability
- Liaise with FMoH (DPRS/NASCP/NMEP, NTBLCP, ICT), NACA and other stakeholders/department within the ministry to identify and document basic information that should be on the website from various activities (either through meetings, interviews, observation, etc) which can stimulate action
- Identify the various sources of information and determine the availability of data from such sources
- Review and finalise (with FMOH and other stakeholders) the information that should be on the website taking into consideration availability of such required data
- Work with the FMOH ICT unit to design an improved info-graphics based on the information required to be on the website after sourcing for the information
- Liaise with the FMOH ICT unit to upgrade the current pages and when necessary add more pages
- Provide on the job mentorship to designated FMoH staff on subsequent upgrade and design of info-graphics
- Estimated level of effort: 15 days
Deliverables:
- Report of the FMOH website review
- Documentation of required information that should be on the FMOH website including their sources
- Design for enhancing FMoH website with improved info-graphic for data dissemination developed with FMOH ICT unit
