Context

  • Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Since 2017, more than 25,000 stranded migrants have voluntarily returned to Nigeria from the West and Central Mediterranean routes, including Europe. The data further indicates that 30% of the returned Nigerian migrants from the Sahel region, Middle East and Europe are vulnerable and have been exposed to violence, exploitation, and abuse, and 8% of these migrants are victims of trafficking (VoT).
  • To meet these challenges, IOM, in collaboration with the Government of Nigeria and with support from partners such as the European Union (EU), the governments of the Netherlands, Switzerland, Germany, has developed targeted interventions in Nigeria and transit countries to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach.
  • This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. 
  • The Initiative and complementing projects will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.
  • Under the overallsupervision of the Programme Support Officer, and the direct supervision of the National Monitoring and Evaluation Officer (MM/M&E) Lagos, the candidate will contribute to the monitoring and evaluation of the Migration Management Unit (MMU) 

Core Functions / Responsibilities

  • Provide overall monitoring and evaluation support in the day-to-day management and implementation of the project activities, including the implementation and administration of a database system to gather and process information on migration management.
  • Assist project focal points in the Migration Management unit in monitoring and evaluation related efforts, including verifying data entry is timeously done, accurate, and reliable, whilst respecting IOM’s data protection principles and suggesting innovative solutionsto meet challengesfaced in data collection.
  • Assist the project team in regularly updating and improving the M&E tools by gathering quantitative and qualitative data/information on project activities.
  • Development of M&E plans and indicators to track project progress.
  • In coordination with the supervisor, carry out field and monitoring visits to the beneficiaries’ business sites including communities where community development initiatives are taking place and gather data on the support provided.
  • Collect, analyse, visualize, and present data through ad-hoc and periodic M&E report, considering gender and protection disaggregated data.
  • In coordination with the National M&E Officer, support the management and implementation of select project evaluations.
  • Support accountability focal points to train the beneficiaries, both adult and children, on the use of accountability mechanisms.
  • Support accountability focal points to create awareness of existing CRM channel including the country office toll free line to beneficiaries.
  • Undertake duty travel to challenging areas when necessary.
  • In coordination with the supervisor, conduct financial monitoring for specific projects, including updating project planners and highlighting areas of concern to project managers.
  • Support the Monitoring and Evaluation Expert Team (MET) to carry out joint monitoring, including regular quantitative and qualitative data collection approaches.
  • Assist in the further development and incorporation of monitoring and evaluation frameworksto strengthen the project implementation and data management.
  • Ensure the appropriate documentation and filing of all beneficiaries in a database, including regular update of beneficiaries and project stakeholder information in various databases.
  • Perform any other duties as may be assigned.

Required Qualifications and Experience
Education:

  • Master's Degree from an accredited institution in Political or Social Sciences, International Relations, Economics, and Statistics or any other related field.

Experience:

  • Experience working in the UN System, or an INGO is highly desirable.
  • Experience in monitoring and evaluation of programmes related to Migration Management, particularly counter trafficking, return and reintegration, direct assistance to vulnerable migrants including victims of trafficking.
  • Demonstrated experience in monitoring and evaluation – with specific experience in project development, data analysis, knowledge management, monitoring, and evaluation in the non-profit sector.

Skills:

  • Demonstrated proficiency with MS office and advanced data science and/or statistical skills including knowledge of database management, statistical and project management software and data visualization skills is a strong advantage.
  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations, and private sector entities.
  • Ability to meet deadlines and work under pressure.
  • Ability to present clear and concise information and good communication skills – both written and verbal.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Ability to work quickly and accurately and pay attention to detail.
  • Demonstrated ability to maintain integrity in performing responsibilities assigned.
  • Willingness to assist efficiently in a very busy project environment.

Languages:

  • English Language is required (Oral and Written).

Desirable:

  • Working knowledge of the local languages is highly desirable.

  • Only candidates residing in the country of the duty station and within commuting distance of the duty station will be considered.
