KNCV is an international center of excellence for TB control that promotes effective, efficient, innovative, and sustainable tuberculosis control strategies in a national and international context. Job Title: Program Officer, Global Fund Project

Global Fund

  • In collaboration with the Institute of Human Virology (IHVN) as the Principal Recipient (PR), KNCV is implementing the Global Fund Public-Private Mix (PPM) grant, scaling up services for TB prevention and control in the 5 states of Akwa Ibom, Benue, Cross River, Plateau and Rivers.
  • This involves engaging primarily with the formal and informal private health sector in these states to find and treat missing persons with TB disease and contribute towards the National TB, Leprosy and Buruli Ulcer Control Program’s (NTBLCP) TB treatment coverage targets.
  • The overarching strategic objectives of the PPM grant include improving access to quality patient-centered care for TB, TB/HIV and drug-resistant TB services; prevent transmission and disease progression; and to strengthen TB platforms in the private sector.

Purpose of the Position

  • The Program Officer will work directly with the private health facilities in the state to deliver on key project objectives of the PPM grant. He/she will ensure the implementation of GF PPM TB project, including monitoring progress against planned activities, critical milestones and targets as well as providing support and guidance to program counterparts to ensure that activities are implemented in line with GF policies and procedures to the highest possible standards.

Duties of the Program Officer:

  • Support the implementation of all components of the GF PPM grant in the state;
  • Facilitate engagement of private Health facilities and other relevant stakeholders for the implementation of the PPM grant;
  • Organize & conduct regular data-driven health facility supervision to ensure quality TB, TB/HIV, DR-TB surveillance and service delivery;
  • Provide regular technical support and supervision to field personnel, including private health sector care providers, Linkage Coordinators, sample movers and other related staff providing services along TB service delivery cascade;
  • Contribute to development of lessons learned from programs and projects related to TB and TB/HIV program interventions and apply these lessons to modify existing program and improve the design of new programs;
  • Represent KNCV with donors and government officials on issues of PPM TB grant;
  • Assist in strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks;
  • Assist in the data collection, collation, validation and reporting according to KNCV GF M&E plan;
  • Submit monthly/quarterly state progress reports to the country office;
  • Support facilities to ensure effective linkages for TB clinical cascade as well as integration with allied interventions including HIV/AIDS prevention, care and treatment;
  • Work with relevant state staff to disseminate guidelines, tools and procedures that will support the achievement of quality service delivery;
  • Contribute to the development of program strategies, subproject documents, work plans and budgets and ensure key performance indicators are met in line with the PPM strategy;
  • Perform other additional duties when assigned.

Requirements
Education:

  • MBBS or Bachelor's Degree in a Health-related field;
  • Master’s degree in relevant field will be added advantage.

Knowledge / Experience:

  • At least 3 years of hands-on experience working in TB, TB/HIV, HIV, and/or MDR TB projects, with extensive field experience in Nigeria;
  • Infectious disease management and training experience and ability to understand full range of issues around the clinical management of TB and TB/HIV including approaches to active TB case finding and linkage to treatment;
  • Ability to collect, collate, validate, and analyze program data and using the data for decision making,

Behavioral competencies and skills:

  • Sensitivity to cultural differences and understanding of the social, political, and ethical issues surrounding TB infection;
  • Proficiency in the use of computer application (Microsoft office etc.);
  • Excellent written and verbal English language skills;
  • Dynamic and a self-starter.
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance;
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision;
