Policy Advisor at The Civil Society Action Coalition on Education For All (CSACEFA)


The Civil Society Action Coalition on Education for All (CSACEFA) is an umbrella body of over 700 NGOs, CBOs and FBOs working in the area of education in the 36 states of the federation and the Federal Capital Territory (FCT). Since 2000 when the coalition was formed during the run up of the World Education Fomm (WEF) in Dakar, the coalition has been in the forefront of education issues in the country engaging with the government and education partners in developing, monitoring and campaigning for quality education for all. CSACEFA is a member of the Africa Network Campaign on Education for All (ANCEFA) and the Global Campaign on Education (GCE). She is also a member of UNESCO Collective consultation of NGOs on literacy and EFA (CCNGO).

We are recruiting to fill the position below:

 

 

Job Title: Policy Advisor

Location: National Secretariat, Abuja

Summary

  • The Policy Advisor (PA) is the public face of the organisation and is responsible for its office leadership and giving direction and clarity to the organisation’s strategic and policy development.
  • The priorities for the new PA will be to ensure a smooth transition to the changes envisaged from the coalition, raising the profile of the organisation to attract investment for programme development and delivery, by developing local and national business partnerships with both private and public sectors and expanding the curreut membership base.

Job Description

  • The appointment, which is for a two year renewable contract period, is open to citizen of the country.
  • The PA of the coalition is responsible to the organisation’s Facilitating Committee / Board for:
  • Advising FC / Board on all aspects of the organisation’s strategic development;
  • Developing and securing funding for new programmes of work in accordance with the organisation’s relationships with its coalition members, with other international organisations and funding agencies, governments and businesses;
  • Exercising financial control and budgetary management of the organisation and its programmes;
  • Managing the CSACEFA Secretariat at its Headquarters in Abuja.
  • Acting as the ambassador for the organisation in meetings with leading figures in government, private industry and with development agencies;
  • Managing the planning and delivery of the organisation’s established programmes and activities in the best interests ofthe organisation and its members;

Key Deliverables

  • Provision of a clear strategic direction for the CSACEFA and overall leadership;
  • Delivery of CSACEFA progranmies and activities to a high standard of performance;
  • Increased national and sector (i.e. development and business partner) membership;
  • Effective financial control and management;
  • Facilitating a culture that inspires and motivates all employees;
  • Actively seeking out and promoting initiatives that improve and maximise efficiency and make best use of resources;
  • Introduction of new prograinmes and activities related to the requirements of coalition;
  • Securing new funding agreements with existing and potential donors / funders;
  • Effective delivery of outputs established inthe organisation's Business Plan;
  • Developing and maintaining a high reputation for the CSACEFA;

Person Specification
As a potential candidate, you will be assessed against the following key requirements for the post:
Experience:

  • A University Business degree, HND / BSc. in Social Sciences, Humanities, Business, Education, Policy Analysis, and / or any relevant field, Master’s Degree and PhD is an added advantage;
  • 10 years’ experience in working with development and or any NGO in a management cycle;
  • Solid track record of strong leadership, building and motivating effective and productive teams in an organisation of comparable size;
  • Experience and understanding of national communications issues, policy and technology;
  • Experience and understanding of national development issues, including social and economic development;
  • A track record of negotiating, influencing and persuading others at a senior level both internally and externally;
  • A record of achievement in securing finding from either external or internal sources including fimding agencies and the private sector;
  • Effective communication at all levels often covering complex and wide ranging subjects; Experience in developing and implementing innovative measures.
  • Strong administrative and financial skills demonstrated in a senior strategic role;
  • Establishing, managing and developing collaborative working relationships with a range of internal and external bodies;

Skills and Abilities:

  • Ability to establish credibility quickly, particularly in new areas of influence;
  • A consultative and facilitative style with the ability to influence others where appropriate;
  • Excellent interpersonal skills;
  • Ability to think clearly and analytically, grasp complex issues and develop sound judgments in a sensitive environment;
  • Strong influencing and negotiating skills at the most senior levels to lead, develop and participate in partnerships and strategic alliances;
  • Robust and comfortable with operating in a challenging environment;
