The Civil Society Scaling-Up Nutrition in Nigeria (CS-SUNN) is a non-governmental, non-profit making coalition, made up of organizations with a shared vision to transform Nigeria into a country where every citizen is food and nutrition secured. We pursue this lofty goal by engaging government and non-state actors to raise awareness, sustain commitment and actions to effectively tackle under-nutrition in Nigeria. The coalition was formally launched on the 7th of August, 2014.

Job Title: Consultant for Baseline Showing Present State of Nutrition Governance & Readiness of Stakeholders on Becoming Functional at National & Focal States
Location: Abuja
Background
The Partnership for Improving Nigeria Nutrition Systems (PINNS) is a project designed to strengthen the Nigeria nutrition systems to be more Result-driven, Effective, Serviceable, Efficient and Transparent (RESET). This is to facilitate the delivery of Nutrition interventions and to hold government accountable on commitments made to allocate, release and use transparently funds for implementation of high impact Nutrition interventions in Nigeria through evidence-based advocacy.
Malnutrition in Nigeria is caused by several factors including lack of food, improper feeding and caring practices, economic and political structures, low status and lack of education among women, etc. Therefore, a multi-sectoral approach is required for a reduction and eventual eradication of the scourge. The UNICEF conceptual framework (UNICEF 2013) brings to the fore the need for multi-actors, disciplines, sectors and systems in this effort as evidence increasingly suggests that solving malnutrition can benefit from a systems approach (WHO 2009; Hammond & Dube’ 2012).
PINNs project adopts a systems approach to strengthening bodies burdened with the responsibility of reducing malnutrition in Nigeria. It pays attention to the unpredictable interaction among factors, sectors, disciplines and determinants of nutrition, bringing to the table key tools and technical support required for the effective coordination and implementation of programs. PINNs seeks to focus on strengthening governance, policy implementation, effective coordination, financing, building the capacity of state actors, generation and effective communication of evidence and promoting accountability. This collective effort will contribute to a reduction in malnutrition, thereby improving the nutritional status of Nigerians, particularly women and children. The organizational capacity of CS-SUNN to become a leading voice on nutrition advocacy in Nigeria by deepening expertise gained from the Partnership for Advocacy in Child and Family Health (PACFaH) project and building new ones is also one of the goals the project intends to achieve.
Rationale
- The nutritional status of the Nigerian women of reproductive age and children under-five is inadvertently affected by the state of the Nutrition Governance system.
- For instance, poor coordination of key nutrition stakeholders will lead to poor implementation of nutrition programmes and this will affect beneficiaries and vulnerable groups.
- As CS-SUNN strives to support sustainable progress towards reducing malnutrition, it is important to understand the state of nutrition governance and functionality of key stakeholders both at the National and state levels.
- This information will enable the Coalition to build a body of evidence aimed at strengthening the governance system, building the capacity of state actors, conducting advocacies on identified gaps and promoting accountability within the system.
Purpose of Assignment
- The purpose of this assignment is to conduct a baseline study showing present state of nutrition governance and readiness of key stakeholders to become more functional at National and focal states (Lagos, Kaduna, Niger, Kano, Nasarawa)
Specific Tasks
The specific tasks for the consultants are to:
- Develop a baseline study design to show state of nutrition governance and readiness of key stakeholders to become more functional at National and focal states
- Develop and produce baseline study tool
- Map nutrition stakeholders at the National and focal states and clearly define functionality indicators
- Conduct baseline study
- Develop comprehensive report that shows gaps and barriers to nutrition governance optimum functionality with recommendations.
- Write a report on the assignment. A draft version will be submitted to CS-SUNN for feedback and a final version within 10 working days of the end of the assignment.
- Work closely with CS-SUNN project team, state actors and state chapters in focal states
Expected Outputs
By the end of the assignment the following outputs will be expected:

Type of Consultants Required
- The consultant should have extensive knowledge of the Nigerian health/Nutrition systems and policy landscape with experience in implementing public health programmes, especially MNCH and nutrition-related services.

Rationale
- Malnutrition remains a serious challenge that has severe consequences for families and countries and contributes to under development. Reducing malnutrition and improving Nigeria’s Nutrition Systems require efforts by government, communities, CSOs and the nation at large. The Media as instruments of mobilization, awareness creation, information exchange and dissemination has a great role to play in setting nutrition as an agenda for public discourse. The need for the media to play its role as watchdogs of the society in reviewing performance of nutrition stakeholders, identifying bottlenecks and holding them accountable is germane to eradicating the scourge in Nigeria.
- This assignment is designed to generate a baseline on quality-content, frequency and reach of nutrition reports by media personnel, organisations and channels in the country. This will form the basis of our engagement with the media in pushing for improved quality of content, frequency and coverage of nutrition issues and thus contribute to improving nutrition visibility in the country through the PINNS project.
- The consultant is expected to identify current interest of media outlets in nutrition, media organisations that uphold ethical principles in reporting and those that disregard such principles, (especially regarding nutrition issues as they concern women and children) as well as, picked-up themes/quotations from and references made to CS-SUNN’s work, accuracy of content, reach and frequency of reportage on nutrition issues.
Purpose of Assignment
- The consultant is to collect and analyse information (News, Infographics, Audio-visuals, Newspaper clippings, Audio/Video cues etc.) on nutrition-related content of print, broadcast and online media and present the results, in order to gauge the quality/accuracy of content, level/reach of coverage and frequency of nutrition reportage in the Nigerian Media.
- He/she will also map influential media personnel who can become allies for improving nutrition visibility on the PINNS project.
Specific Tasks
The specific tasks for the consultants are:
- Develop study design and tools including a media tracking tool.
- Review 2016 and 2017 National daily newspapers, National weekly newspapers, National monthly editions: mass and specialized magazines, Online news agencies, National radio and TV stations and all social media platforms (Twitter, Facebook, on-blogs, etc) to ascertain the accuracy and frequency of nutrition issues and their level of reach/coverage.
- Analyse content on reportage of Nutrition by the Nigerian media paying attention to prominence, primary and secondary content, stakeholders, orientation of reporting and tone of reporting across all media (Traditional; Radio, TV and Newspapers and New Media)
- Develop briefs for engaging with the media on improving quality of content and frequency of reporting nutrition issues.
- Identify the emerging challenges and constraints to increasing visibility of Nutrition in the Nigerian media space with regards to accuracy, frequency and reach/coverage and proffer solutions.
Expected Outputs
By the end of the assignment the following outputs will be expected:
- A final report on study on quality content and coverage of nutrition reportage in Nigeria and develop briefs for engaging the media. Report must include mapping of influential media personnel in Abuja, Kano, Lagos, Kaduna, Niger and Nasarawa and their willingness to contribute to improving nutrition reportage in the country.

The would-be consultant should have the following skills:
- At least 7 years of experience in media monitoring, including quantitative/ qualitative analysis, and advanced degree in relevant discipline.
- Experience in journalism and understanding of Nutrition Issues;
- Extensive experience in media monitoring/Content analysis and press clipping, preferably for non-profit and international organizations
- Already established partnerships with media which will be monitored
- Demonstrated ability to meet deadlines and work under pressure to produce reports and briefs

Rationale
Over the last 10 years, the government of Nigeria has never budgeted or spent up to the African Union proposed 15% of national budget on Health which Nigeria is a signatory to and the 1% consolidated revenue fund designed to operationalise the 2014 National Health Act was still not captured in the 2017 budget 3 years after.
Government funding for nutrition in the country has also been abysmal especially on high impact interventions like IYCF, Maternal Nutrition and staple food fortification, as shown in the 2018 budget submitted to the House of Assembly, where a paltry sum of 30 million naira was proposed. The need to generate evidence that clearly shows whether government spending on such key interventions are adequate or not and also if allocated funds for both health and nutrition are released as at when due, utilized judiciously for what they are meant for as captured in the appropriation acts of each project location, is germane to improving the health and nutritional status of Nigerians, a core prayer of the PINNS project.
It is important that a concise and pictorial description of the issue of low health budgeting and its implication for health/nutrition in Nigeria be produced. This will provide respective legislators and other stakeholders in project locations a better understanding of where we are at as against where we ought to be in relation to funding for health and nutrition.
To this effect, CS-SUNN requires the services of a well experienced expert to collect budgets and budget performance information from 20o8 to 2018, analyse and come up with a comprehensive report and budget infographics for use as evidence to engage in advocacy and campaigns. The analysis will look at funding trends, health care funding, legal and health implications of poor funding, compare focal states budget for health and nutrition and come up with smart recommendations.
Purpose of Assignment
- The purpose of this assignment is to firstly, conduct a budget analysis for health and nutrition funding at the Federal and focal states (Lagos, Kaduna, Niger, Kano, Nasarawa)
- It will particularly focus on funding for high impact nutrition interventions like; IYCF, Maternal Nutrition, staple food fortification and secondly, to develop budget infographics with a call to action for improving, release and efficient use of funding for health and nutrition.
Specific Tasks
The specific tasks for the consultants are:
- Conduct a Five-year (2014-2018) trend analysis of health and nutrition budget at the national and focal states (Lagos, Kano, Kaduna, Niger and Nasarawa). The analysis will also focus on funding trend for high impact interventions like IYCF, Maternal Nutrition and staple food fortification.
- Compare Nigeria’s funding commitments as it relates to meeting global commitments/targets for health and nutrition
- Develop budget infographics on findings from trend analysis with smart recommendations to address gaps in funding commitments at federal and focal states.
- Do a comparative trend analysis of nutrition budget of focal states in Nigeria (Lagos, Kano, Kaduna, Niger and Nasarawa). to provoke healthy competition among states in health and nutrition funding.
- Develop power point presentation of findings for use in engaging in advocacy to Executives, Legislators and policy makers.

Rationale
The National Multi-Sectoral Plan of Action for Nutrition (NMSPAN) is expected to aid the implementation of nutrition-related interventions at both the federal and state levels in Nigeria. Full Implementation of the strategy will lead to improved nutritional status of women and children and will inadvertently improve the health status of families, thereby reducing the risk of malnutrition among vulnerable groups in the country. Information garnered during the study, will be utilized by CS-SUNN to conduct evidence-based advocacy for improved funding and implementation of the NMSPAN with particular focus on high impact interventions in the Health and Agriculture sector strategies.
The National Strategic Plan of Action for Nutrition (NMSPAN) is currently being finalized by nutrition stakeholders in Nigeria under the leadership of the Ministry of Budget and National Planning. The document is a multi-sectoral plan that seeks to address the multi-sectoral issues towards improving nutrition in Nigeria. The Plan is purposed to operationalise the reviewed National Policy on Food and Nutrition (NPFN) that speaks to all sectoral contribution to combating malnutrition.
The PINNS project will support and advocate for the Implementation of the NMSPAN focusing more on evidenced based advocacy for high impact nutrition interventions such as IYCN, Maternal nutrition and staple food fortification. These interventions are mainly in the Health and Agricultural sector strategies, thus the need for the consultant on this assignment to focus on measuring the level of implementation of these high impact interventions in these strategies in the first instance, regardless of the fact that the NMSPAN is still being developed.
Purpose of Assignment
- The purpose of this assignment is to firstly, conduct a baseline study on the level of implementation of the NMSAPN with a focus on Maternal and Child Nutrition and IYCF in focal states (Lagos, Kaduna, Niger, Kano, Nasarawa) and National and secondly, to produce state specific policy briefs and factsheets to be used for advocacy.
Specific Tasks
The specific tasks for the consultants are:
- Develop a baseline study design to track Policy, budget allocation and releases for Implementation of the NMSPAN with focus on the National Strategic Plan of Action for Nutrition (NSPAN) and Agricultural Sector Strategies for the fiscal years of 2015, 2016 and 2017 in nutrition related Ministries, Departments and Agencies (MDAs) at the National and focal states. The study design must clearly bring out the level of funding and implementation of high impact interventions like IYCF, Maternal nutrition, staple food fortification etc.
- Develop and produce baseline study tool
- Conduct baseline study
- Identify regulatory barriers to the smooth implementation of nutrition programmes, allocation and release of funds
- Triangulate findings against regional / global best practices

The would-be consultant is expected to review existing health/nutrition advocacy training manuals and develop a 12 modules draft manual which will be reviewed in a 5 days manual review and adoption workshop scheduled to hold in Abuja.
Purpose of Assignment
- The purpose of this assignment is to engage a consultant with the requisite expertise in training manual development to review existing health/nutrition Advocacy/Leadership training modules and put together a 12 modules PINNS training manual. The modules would include modules on Advocacy skill/strategies (3 modules), budget advocacy (2 modules), leadership and change management (3 modules), coordination team building (2 modules), resource mobilization (1 module), nutrition basics (1 module).
- The draft developed will be reviewed and adopted in a 5 days manual development workshop to be facilitated by the would-be consultant. The engaged consultant will also facilitate in a 5-day training of trainers (TOT) workshop for 20 PINNS project staff.
Specific Tasks
The specific tasks for the consultants are to:
- Review existing health/nutrition advocacy and leadership training manuals and develop a draft 12 modules PINNS Advocacy and Leadership Manual (PALM)
- Facilitate a 5 days Manual development workshop to review developed draft and adopt for use in capacity building in the PINNS project.
- Facilitate a training of trainers (TOT) for PINNS project staff using PALM
- Write and submit a comprehensive report of manual development process.

- Draft PINNS Advocacy and Leadership Manual (PALM) for review at manual development workshop
- Finalized and adopted 12 modules PINNS Advocacy and Leadership Manual (PALM)
- Facilitate training of trainers (TOT) for PINNS project staff using the PALM training manual conducted
- Comprehensive report of manual development process.
Required Qualifications
- Proven ability and experience in facilitating training workshops on multidisciplinary and multicultural teams
- Extensive experience in the development of training curricula and materials
- Extensive knowledge in health/nutrition advocacy/budget advocacy modules development and facilitation
- Experience “training the trainer”
- Expertise in adult education methods
- Demonstrated experience of training CSOs on Health/nutrition advocacy
- Fluency in English (written and spoken) with excellent communication skills
- Sensitivity to regional political, gender and cultural balance, ability to travel across the states by road/air and a high standard of professionalism will be an added advantage.
Preferred Qualifications:
- Master’s degree (or equivalent experience) in Social Sciences, Education, Public health, Nutrition.
- At least eight years of relevant professional experience
- Knowledge Nigeria’s health and nutrition issues
Timing of Consultancy
- The assignment will be carried out in Abuja and will last for 20 working days. 25 working days for document development (Abuja) and 5 working days for the TOT.
- The Assignment must be completed and final submissions made by close of business of the 29th of June, 2018.
