We are recruiting to fill the position below:
Job Title: Supply Chain Officer
Location: Mubi, Adamawa
Contract type: National contract
Overall Purpose of the Role
- Provide support to the programme by undertaking technical and practical operational tasks to ensure smooth, safe and efficient operation of supply chain activities in accordance with the Operations Handbook and Program Manual with adherence to the donor guidelines.
Key Roles
Fleet Management:
- Provide day-to-day supervision to Supply chains Assistants and drivers to ensure all the vehicles are properly cleaned, road worthy and utilized as per the organization’s polices and maintain documentations.
- Ensure that the allocation of vehicles and drivers is done in an effective manner, in response to authorized transportation requests.
- Ensure issues related to maintenance are reported immediately to the Area Manager and to owner of the vehicle if hired.
- Ensure that copies of all Logbooks, Maintenance Reports, Fuel Reports and Mileage Reports exist in appropriate files for each month and all data are captured and reported.
- Ensure fuel for vehicles and generators is well managed following DRC procedures.
Assets Management:
- Maintain the records of Assets, Equipment for Mubi office in line with the Assets recording system for the country programme.
- Ensure that the assets that are issued to staff are authorized, recorded and necessary paper work exists as per the DRC policy.
- Ensure that all assets are properly maintained and looked after. Any misuse and abuse is reported to the Supply chains Manager and to the Area Manager.
Inventories and Stock Management:
- Ensure that all stock items are properly stored and correctly recorded as per the guidelines and the warehouse/stores in Mubi are well maintained.
- Ensure that the movement of inventories To or From the warehouse & stores are correctly documented; authorized and paper work is done as per procedures.
- Inform the relevant Programme staff/managers upon the receipts and dispatches and coordinate with them, as it may be necessary. Allow requesters inspection of items upon delivery.
- Ensure stock movement documentations are updated and stock reports are produced on time.
- Ensure stocks Reports are circulated to all sector Managers biweekly or on monthly basis and per request.
Power Systems Management:
- Ensure all power generation equipment, electric appliances and power systems are well maintained
- Ensure issues related to power systems are timely reported and solutions are sought under the guidance of the Supply chains Manager.
- Monthly reports of use and maintenance are produced and submitted to the Supply Chain Coordinator and Area Manager.
Transportation:
- Arrange for transportation of goods as required and ensure accurate documentation maintained.
- Arrange for the distribution of programme supplies as per plan and coordinate with programme teams.
- Ensure safe transportation of programme mail pouches to the field offices and the relevant procedures are adhered to by the drivers and mail carriers.
- General Work and Filing
- Implement standard DRC supply chains systems and procedures
- Provide training and support to other supply chains colleagues when requested.
- Ensure health and safety policy is implemented and matters related to are reported to the designated responsible manager.
- Provide technical inputs on procurements related to vehicles, generators & power systems and other technical items required for supply chains operations.
- Ensure all paper work is kept according to DRC’s policies and procedures of and filed neatly with supporting documents in respective files.
- Undertake any other reasonable duties requested by line manager, where they do contradict the organization’s policies.

- Knowledge & experience of dealing with service providers and contractors’ management.
- Excellent computer skills in MS Word & Excel.
Desirables:
- Flexible & willing to work in a remote setting & to travel to other field locations.
- Understanding and experience of security management.
- Experience from working in an (I)NGO
Languages:
- Fluency in written and spoken English. Fluency in local spoken languages (Hausa, Kanuri & Hausa)

Key Roles
Fleet Management, as delegated by the Supply Chain Team Leader:
- Ensure vehicle/s are properly cleaned, roadworthy and utilized as per the organization’s polices, maintaining and checking all documentation.
- Ensure that the allocation of vehicle/s and driver/s is done in an effective manner, in response to authorized transportation requests.
- Ensure issues related to maintenance are reported immediately to the AM or to the Supply Chain Team Leader and to owner of the vehicle if hired.
- Ensure copies of all Logbooks, Maintenance Reports, Fuel Reports and Mileage Reports exist in appropriate files for each month and all data is captured and reported.

- To provide assistance if required to the Warehouse Assistant and Supply Chain Officer in the field to assure that the stock items are properly stored and correctly recorded as per the guidelines and the warehouse/stores are well maintained.
Power Systems Management:
- Ensure all power generation equipment, electric appliances and power systems are well maintained
- Ensure issues related to power systems are timely reported and solutions are sought under the guidance of the Area Manager / Supply Chain Coordinator.
- Monthly reports of use and maintenance are produced and submitted to the Area Manager and Supply Chain Coordinator.
Transportation:
- Assist the Supply Chain Team Leader to arrange for transportation of goods as required and ensure accurate documentation maintained.
- Ensure coordination of the Staff movements from the field base to Maiduguri through UNHAS Flight
- Arrange for the distribution of programme supplies as per plan and coordinate with programme teams.
Safety and Security:
- Ensure that DRC Safety Protocol and SoPs are observed and respected.
- Ensure the implementation of the evacuation plan in case of need.
- Ensure that First Aid Kit and Hibernation kit are available up to standard.
- Ensure the daily communication with DRC Safety Department.
- Ensure daily communication to other managers and UNHAS flight focal point to ensure all staff are aware of flight times and are well-prepared.
- Communicate and act as focal point in the event of an incident or urgent situation.

Job Title: Supply Chain Team Leader

The Position
Overall purpose of the role:
- Provide support to the programme by undertaking technical and practical operational tasks to ensure smooth, safe and efficient operation of supply chain activities in accordance with the Operations Handbook and Program Manual with adherence to the donor guidelines.
Responsibilities
Procurement:
- Upon the request of line manager, the Supply Chain Team Leader is to:
- To undertake local purchasing in accordance to DRC’s Procurement Policy and Operations Handbook standards.
- Ensure goods purchased are in accordance with specified requirements and match given specifications.
- Negotiate for favourable terms for purchase, e.g. discounts and credit, and follow up with the Finance Department to ensure payments are made to the suppliers promptly.
- Ensure goods purchased are delivered to the appropriate location and/or person(s) in a timely manner, providing continuous feedback to the Area Manager.
- Contribute in finalizing procurement requests for current grants as well as assisting in procurement plans.
- Manage procurements ordered by the projects in a cost-effective and transparent manner in line with DRC and donor specific policies
- Implement framework agreements and framework contracts for recurring and routine procurements
- Oversee the development of vendor lists and supplier registration and conduct regular evaluation of existing suppliers and contractors
- Ensure that all orders are tracked correctly and that order tracker is circulated to programme managers on biweekly basis
- Participate in evaluation of bids and proposals when requested and assist with the preparation of contracts.
Warehousing:
- Assist with warehouse management tasks when required including ensuring warehouse documentation is maintained in accordance with DRC policies, overseeing deliveries to and dispatches from DRC warehouses and checking stocks levels.
- Initiate sporadic physical stock counts in collaboration with programme staff
- Maintaining of office store
- Ensure quality of goods received are in alignment with specifications in purchase request in collaboration with relevant technical programme staff.
- Guarantee live update of stock report and dissemination to relevant management and staffs on a weekly basis
Capacity building:
- In consultation with Area Manager with support from the Coordinator, plan and manage the capacity building of all staff, in addition to providing support to programme staff on relevant procedures and processes.
Fleet management:
- Assist the management on fleet and driver’s management including movement planning, maintenance of vehicles/generators and services and ensuring they carry the correct equipment
- Review effectiveness of existing fleet allocation system and provide recommendations for increased efficiency.
- Oversee the compilation of regular fuel consumption reports and monthly vehicle utilization analysis and ensure adherence to DRC’s vehicle policy.
- Ensure the timely servicing of DRC fleet.
- Guarantee all DRC rental vehicles meet minimal standards as described in the DRC Operations Handbook and country level safety SOPs.
IT and Assets/Inventory:
- Support the Area Manager to ensure that appropriate IT systems and support is provided to all offices.
- Oversee all tasks related to asset management including maintaining the asset register, asset cards and personal issue forms. Perform a quarterly physical asset check.
- Support and provide Technical Guidance towards the Field Offices
- Managing the merging of data, and regular update of DRC Dynamics ERP Software

Key Requirements
Education:
- Bachelor Degree or Higher Diploma in Logistics and with relevant professional certification.
- Driving license.
Experience:
- 5 years' experience in supply chain, including procurement, logistics, fleet management, asset inventory.
- Experience of building and developing the capacity of supply chain staff through the use of training, performance management frameworks and development plans
- Knowledge & experience of dealing with service providers and contractors’ management.
- Excellent computer skills in MS Word & Excel
Desirables:
- Flexible & willing to work in a remote setting & to travel to other field locations.
- Experience with standard procurement procedures and documentation.
- Experience with construction and site project management.
- Experience with auto mechanics or electrical installations.
