  • The Enumerator Supervisor will support the Monitoring & Evaluation and/or Programs teams in ensuring collection of qualitative and quantitative data.
  • They will ensure accuracy of the data collected by his/her team. He/she will supervise activities such as registration, verification of beneficiaries, household surveys under the direct supervision of ACF staff members, using paper or mobile data collection tools.
Objective 1
  • Supervision of data collection team
Tasks and Responsibilities:
  • Carry out routine/spot checks on the enumerators work
  • Ensure quality of the data being collected by the enumerators
  • Locate and validate each respondent before the questionnaire is administered
  • Provide technical support with data collection tools to enumerators in the field if required
  • Coordinate movements of the enumerators team in the field to reach the determined threshold of respondent according to schedule
  • Carry out data entry in some cases
  • Supervise the accurate filling of Household control forms
Objective 2
  • Conduct accurate quantitative and qualitative data collection
Tasks and Responsibilities:
  • Conduct data collection using electronic devices: handling of ACF mobile data collection devices (smartphones, GPS…)
  • Conduct paper data collection
  • Interpret interview results to third party when necessary
  • Interpret the interview findings in English
  • Transcribe the answer in an ordinate and clear way by recording responses accurately
  • Probe to clarify unclear respondents answers when necessary
  • Adhere to survey methodologies trained on by ACF teams
  • Transcribe and take notes from phone interviews when required
  • Ask questions in a clear and kind manner, and ask all the questions exactly as worded
  • Provide live translation of data collection tools
Objective 3
  • Accountability Mainstreaming
Tasks and Responsibilities:
  • Report any cases or complaints formulated by beneficiaries to the accountability unit (CRM)
  • Make use of the feedback complaint form for stakeholders
  • Give feedback to field supervisors after each day of data collection
Internal Relationships Internal:
  • M&E Officers: Technical hierarchical relationship - exchange of information, collaboration, coordination
  • ACF Managers: Operational hierarchical relationship– exchange of information, reporting, collaboration, coordination
  • Project Officers: Ensure exchange of information, collaboration and coordination.
  • M&E Field Assistants: report to M&E Field Assistants to ensure effective supervision
  • Other ACF staff: exchange of information, collaboration and coordination
Qualifications
  • Degree in any Science or Social Sciences or any other relevant field
  • At least with 1 year relevant experience in field data collection and related activities
  • Fluency in English and local languages especially Hausa, Kanuri, Fulani (both written and spoken skills)
Skills & Experience Essential:
  • Have a minimum of degree in any science or social sciences or any other relevant field.
  • Have basic computer literacy
  • Have good capacity to work in a team.
  • Be strategic in thinking, planning, reporting and have strong communication skills.
  • Have demonstrated experience and knowledge of survey procedures and data quality techniques.
  • Have strong verbal and written communication skills including report writing skills.
  • Be fluent in English and at least one local language:  Kanuri, Fulani, Hausa and other local languages
  • Previous working experience in multiple languages : interpretation and translation skills
  • Possess good interpersonal skills – able to work with diverse stakeholders and partners effectively
  • Have good understanding and knowledge of the local situation and community dynamics including cultural, gender and protection issues, including ability to effectively convey information in local languages.
Preferred:
  • Previous experience in the use smart phone data collection
  • Previous experience of working with NGOs
  • Proficiency in the use of Microsoft package
  • Proven interest & commitment to humanitarian and development principles and demonstrable understanding of conflict/post conflict development contexts.
  • Fluency in other local languages peculiar to State of the activities (Yobe, Borno, Jigawa)
  • Female indigenes of Yobe, Borno or Jigawa states, depending on the project implementation location
