  • The Base Manager is the representative of MDM in Damboa.
  • They are directly supervising all the team in Damboa, while the HPCo provides technical and project-based management to the medical team from Maiduguri.
  • This is a senior position with the MDM team, and MDM seeks a highly competent and qualified individual to take on this dynamic and challenging role, with a focus on logistics.
Main Objectives
  • Representative of MDM in Damboa
  • Responsible for the smooth running of operations at the base
  • Supervise the Logs Assistant
  • Responsible for supervising the supply chain
  • Responsible for Security Management of the operations in Damboa
  • Team management of the Logistics team and Operational Management of the Programme Team
  • Ensure the programme logistical needs are met
Coordination
  • Representative of MDM in Damboa
  • Proactively develop MDM networks in Damboa
  • Liaise with Local authorities and Military
  • Liaise with other INGOS for Coordination
  • Submit weekly reports to the General Coordinator
  • Ensure the submission of monthly cash forecast on time, coordinate with administration to finalize (participation in cash forecast meeting)   Responsible for the smooth running of operations at the base
  • Ensure the base supplies are procured and stocked to support the operations (fuel, food, sundry items)
  • Directly supervise the Logistics Assistant, Drivers and Guards
  • Ensure the guards scheduling and supervision
  • Ensure the drivers scheduling and supervision and ensure this meets the programme needs
  • Ensure all the required standard is in place in the new base set up as per the agreed deadline with the immediate supervisor Ensure the efficient management of resources (fleet, IT, utilities)
  • Ensure the good weekly vehicle planning
  • Ensure the on time repair & maintenance of fleet (vehicle, generators,)
  • Monitor the purchase of fuel for vehicles
  • Anticipate the vehicle needs for base in relation with project & office activities
  • Make sure proper utilization of IT equipment
  • Conduct the logistics assessments in the field whenever required, and provide the support to team in the field.
Supervise the Logs Assistant to:
  • Ensure the good usage of MDM equipment and update asset register regularly
  • Ensure the tracking of equipment as per MDM procedures
  • Anticipation for the need of equipment for the base
  • Ensure the rehabilitation of premises & regular check
  • Ensure the participation of logistics in selection of premises for projects & offices
  • Ensure that communication means are available for professional work (internet, telephone etc.)
  • Ensure timely repairs are made in the clinics in case of need
  • Responsible for supervising the supply chain
  • Ensure the implementation of MDM supply procedure
  • Monitor the supply team to follow the deadlines, delivery dates
  • Make sure that all purchase done by following the financial plan, cash forecast
  • Make sure that purchase  follows the quality control procedure
  • Check the Purchase dossier before sending to Maiduguri, make sure the stores are managed according to MDM  standard (acceptable level)
  • Make sure that supply team conducts Physical inventories for stock regularly
  • Anticipate the transport needs for projects & office activities
  • Make sure the safe & on time transportation of projects material to the field or between warehouses
  • Anticipate the supply activities related to projects and convey to purchaser on time
  • Participate in project assessments & planning as required.
Responsible for Security Management:
  • To ensure that security / safety rules followed by all staff during working time and use of MDM premises / facilities
  • Information collection related to security situation in the area
  • Incident reporting
  • Implementation of security / safety rules (first aid kits, firefighting equipment etc.)
  • Lead the Crisis Cell in case of serious security incident
  • Team management of the Logistics team and Operational Management of the Programme Team
  • Adaptation of team according to the workload (including daily labour & temporary recruitments) – specifically drivers and guards
  • Support the team in making work plan & prioritizing of task and follow-up
  • Provide technical support to team on logistics’ issues
  • Make sure that JDs for staff under his/her supervision are updated
  • Participate in the relevant recruitments
  • Conduct the appraisal interview for staff under his/her supervison
  • Participate in disciplinary actions
  • Identify the training needs conduct/ arrange the training for them
  • Make sure HR rules / guidelines followed in management of team with support from Head Office HR department
  • Direct line manager of the Medical Supervisor, with strong technical management from Maiduguri
  • The Medical Supervisor will be in daily contact with the Programme Coordinator, only operational management will be given by the Base Manager
  • Movement monitoring of all MDM staff based in Damboa
  • Management of transport for all staff.
Coordination:
  • Make sure the coordination among the Logistics team (sharing of information)
  • Make sure the coordination between logistics & technical departments on logistics issues
  • Conduct the weekly logistics meeting (planning etc.)
  • Participate in weekly base meeting.
Qualifcations (Level of Studies)
  • University Degree / Diploma in Logistics Management, or close subject matter
  • At least 4 years of experience in field of Logistics with INGO
  • At least 1 year managing teams
  • Must have completed training in Security Management or have significant experience in the same

Job Title: Data Officer Location: Damboa, Borno Supervisor: Monitoring and Evaluation Officer Starting date: 25th June, 2017. Main Responsibilities Under the supervision of the Monitoring and Evaluation Officer, the Database Officer will be responsible for the following main activities in accordance to national and MdM procedures:
  • Data Management
  • Data Report Design
  • Other Tasks
Detailed Activities:
  • Data management on the corresponding forms and tools
  • Receiving the data from the project team or if not, collect it
  • Enter medical data in the mission database appropriately and on a regular basis (from mobile teams and supported health facilities)
  • Update and maintenance of database (formulas, graphs…)
  • Report and alert to the line manager any problem arising with data provided or database.
Data Report Design:
  • Update the standard monitoring tool designed on Excel
  • Create and generate relevant graphs to show the data developments/movements
  • Finalising development of database in collaboration with coordination team if needed
  • Contributing to design various studies (surveys, new forms…)
Other tasks:
  • Supportive supervisions of mobile clinics team to support and improve field data collection
  • Instruct colleagues on various tools to be used
  • On request, will have to read documents, reports etc to look for data.
  • Be flexible in performing his/her duties
  • Inform immediately the security focal point in case of any security problem
  • Perform other additional duties on request of the Medical Supervisor/Health Program Coordinator
Academic Background / Requirements
  • BA/S or equivalent in Statistics, Mathematics, Social Sciences, International Development or other relevant field.
Professional experience and skills:
  • A minimum of 2 years of experience working in the non-profit sector in information and data management, ideally in health programming or protection.
  • Excellent Excel Skills
  • Ability to think independently and identify data discrepancies
  • Experience designing and implementing electronic data collection methods
  • Understanding of confidentiality requirements for medical data is a plus
  • Experience working in a multi-organizational team (international and national partners) is a plus.
  • Strong written and oral communication skills in English required, including report development, writing and editing.
  • Excellent skills in excel and data analysis are required for this position, and will be tested at interview
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members
Languages:
  • Fluent English and Hausa required
