Job Summary

Specific Job Responsibilities
- Review and analyze supporting documentation of financial transactions to ensure all required documents are accurate and complete.
- Help ensure maintenance of all data required for processing financial transactions for assigned accounts in SunSystems financial accounting package.
- Record financial transactions following appropriate authorizations. Review various accounts to detect irregularities.
- Help evaluate and monitor subrecipient financial management processes in accordance with policy and help strengthen capacity of partner in financial accounting and transactions.
- Prepare various, periodic and ad hoc financial reports, as needed, and perform variance analyses to assist with decision-making and proper management of financial resources.
- Help share information with subrecipients and staff on financial accounting policies and procedural compliance issues and support capacity strengthening.
- Perform assigned treasury (cash payment/receipt, cash forecast, etc.) duties, as long as segregation of duties is ensured.
Qualifications and Skills
- B.A. Degree in Accounting, Finance, Economics, Business Administration strongly preferred. Courses in Accounting,
- Qualification in accounting (ACA/ACCA/CPA).
- Minimum of three years accounting experience, preferably with an international or local NGO, or a financial/banking institution.
- Familiarity the relevant public donors’ regulations preferred.
- Proficient in Excel and experience with Word and PowerPoint.
- Knowledge of SunSystems financial accounting package or similar financial reporting software a plus.

Job Summary
- The position of the Facilities Officer is responsible for ensuring that office facilities, guesthouse facilities and housing for international staff are well maintained, cleaned and comfortable to live and work in.

- The Facility Officer will conduct all tasks related to the management of the contract for occupancy and utilities like electricity, generators, cleaning, for the office, guesthouse, housing for international staff.
Specific Job Responsibilities
Facility Management
- Responsible for ensuring that all spaces are in good conditions, cleaned and respecting the basic security standards used by CRS such as parking lots, garages, driveways and supplies storage areas.
- Responsible for ensuring that all facility equipment rented by CRS are used in compliance with the agreement between the owner and CRS, in compliance with CRS’s security and safety standards;
- Responsible for ensuring that all generators (office, guesthouse and residences) are well installed, are in good conditions and have enough diesel for running, appropriate for the charge of each house and maintained on regular basis.
- Responsible for ensuring that Office, guesthouse and residences have all minimum required material for the emergency such as emergency signs indicators, maintained extinguishers, smoke detectors, alert, etc.
- Managing relations with the Agencies providing electricity, water, natural gas, air-conditioning maintenance service, generator maintenance service. Assessing the quality services and sharing analysis with the Head of Administration. Ensure that all related bills are paid on time and that all related contracts are renewed on time.
- Responsible for ensuring that the telephone provider company relations with CRS is covered by a valid contract, initiate the negotiations for better conditions and that all periodical bills are paid on time.
- Responsible for ensuring that the monthly telephone provision plan is approved and provided in a timely manner.
- Ensure that all furniture and non-IT equipment used by CRS are in good condition, organizing repair and maintenance and building the furniture and non-IT equipment replacement plan in collaboration with the SCM team specifically the Inventory & Store management Officer.
- Managing the relations with the Security service company for the office, guest house and residences. This work is done in collaboration with the Security Manager. Ensure that the market is assessed at least once every two years to ensure competitiveness. The Supply Chain team will be involved in assessing the market and in the choice of the Security Company.

Project Background
- FASTER (Faith-based Action for Scaling up Testing and Treatment for the Epidemic Response) project is designed as a new component of the global FOCUS (Faith-based Organization Capacity Strengthening for Universal HIV Services) project.
- Funded by the President's Emergency Plan for AIDS Relief (PEPFAR) through the Centers for Disease Control and Prevention (CDC), FOCUS was developed with the intent of building PEPFAR Implementing partners and FBO network capacity, assisting FBOs to contribute to HIV multi-sector planning for expanded service delivery, and documenting successful approaches. Led by CRS, FOCUS builds understanding of how to leverage the faith-based community’s contributions at sub-national and national levels, reinforcing mutual responsibility and country-driven leadership.
- FASTER takes FOCUS’ objectives to the next level by creating an enabling environment in Nigeria where government, civil society, the private sector, and FBOs can accelerate normative pediatric and adolescents’ HIV case finding,testing, linkage to care and treatment, and adherence support by strengthening and streamlining joint coordination and provision of pediatric HIV service delivery.
Job Summary
- The Senior Technical Specialist - HIV Care & Treatment will provide technical coordination and for quality assurance for the FASTER Nigeria pediatric and adolescents HIV Care and Treatment strategies and ensure that FASTER adheres to national and international evidence based technical assistance strategies for Pediatric HIV Careand Treatment Programs.
- The Senior Technical Specialist –HIV Care & Treatment will facilitate technical collaboration between FASTER project HIV Care and Treatment team and HIV technical teams of Government coordinating structures and PEPFAR HIV Care and Treatment Implementing partners.
- S/he will oversee the Pediatric and adolescents’ HIV technical strategies of FASTER along the priority actions providing technical leadership and trainings for implementing and monitoring project deliverables and outcomes and ensure project outputs are provided as per the agreed work plan.
Roles and Key Responsibilities
Program Quality and Technical Coordination:
- Project focal point for strategies towards strengthening State Coordination platforms for effective pediatric and adolescents’ HIV service delivery to improve Pediatric case identification, bridge Pediatric enrollment gaps and increase number of CLHIV on treatment.
- Support State government and PERFARs efforts to scale up the use of optimal ARV regimens inchildren and adolescents
- Strengthen active collaboration with OVC partners including their involvement in case finding efforts using HIV risk screening tools and linkage to HTS
- Support Implementing partners to conduct pediatric and adolescent ART-specific supportive supervision, mentorship or coaching visits to closely monitor implementation, optimization and transition of eligible children and adolescents to TLD.
- Strengthen/Establish system to support MMD & MSD for children and adolescents on ART
- Support the training and capacity building of HCWs and Caregivers on age-appropriate HIV status disclosure among children and adolescents living with HIV Support the training/capacity building of HCWs on how to deliver Enhanced Adherence Counselling (EAC) to children and adolescents with unsuppressed VL
- Support the development of SOPs, job aids and guidelines on pediatric and adolescents ART for government and faith-based institutions
- Champion strategies to strengthen inter/intra-facility linkages towards improved health systems for pediatric ART with focus on service delivery, optimize health workforce (including guidelines/ SOPs on task shifting), procurement/supply chain management of essential medicines and health

- In consultation with the Technical Advisor HIV Care and Treatment, represent the FASTER Project on relevant state level technical forums and government engagement as required. Ensure necessary technical assistance and training is provided to partners to develop capacity to implement HIV/AIDS support activities as per the project requirement.
- Provide high level technical support for program innovation and learning; foster regular discussions with key stakeholders as appropriate; to facilitate cross sector learning on Pediatric HIV, OVC and adolescent programs.

Qualifications and Skills
- A primary medical qualification (MBBS) plus a Master's Degree in Public Health or its equivalent
- Minimum 5 years of experience in HIV/AIDS programming

- Experience working in PEPFAR funded comprehensiveHIV and OVC projects.
- Strong background in program implementation; experience in supervising and providing technical assistance for roll-out of evidence-based HIV and OVC programming strategies.

- Short Term Consultancy for Feasibility Assessment of Water Infrastructures and Grazing Reserves
Terms of Reference:
- This Terms of Reference (TOR) provides the description and work to be done to assess Malaria Programming in Nigeria
Primary Purpose
- The purpose of the program is to assist USAID implement Water for Agriculture (WFA) in Borno, Adamawa and Yobe states. Catholic Relief Services (CRS) will undertake the rehabilitation/construction of water points (earth dams, weirs, diversion–gravity systems, boreholes and basin irrigation systems) in 7 LGAs. This 3-years activity will increase agricultural production and income for over 50,000 herders and 4,000 farmers in an equitable, inclusive and sustainable manner. The WFA activity will cover Kaga, Biu and Kwaya Kusar Local Government Areas (LGAs) of Borno State; Gombi and Mayo-Belwa LGAs of Adamawa; and Jakusko and Bursari LGAs of Yobe State.
- In view of the above, CRS intends to engage the services of a consultant to carry out an extensive feasibility study including desk review, field assessments, and associated preliminary surveys to determine the status of water infrastructure in the target locations.
Main Tasks/Deliverables
The specific objectives for water infrastructure are:
- To review previous reports on water infrastructure in the BAY states such as earth and sand dams, weirs, irrigation channels, reservoirs and boreholes.
- To conduct water use assessment (water foot print) to estimate the amount of water usage/water volume that will be required to serve the producer groups (herders and farmers) around the grazing reserve or located water source.
- To collect data/information on existing water rights and management structures, gender mainstreaming in water infrastructure management and the cost recovery models used in operations and maintenance of water infrastructure in the locations.
- Assess possible impact of climate change on the hydrological characteristics using some scenarios (without climate change, with low-level climate change and with high-level climate change) drawing from existing literature.
- Assess if farmers/herders have other potable water sources for human consumption in the locations, how long does it take them (in minutes) to access these water sources and quantity of water available/person/day.
- Assess the environmental risks associated with agricultural production in the locations.
The specific objectives for agriculture are:
- Determine the size of arable farmland and grazing reserves, the crop types grown, the type of farming systems adopted and the number of herders and farmers that benefit from water infrastructure in the targeted locations.
- Gain understanding of the existing areas of collaboration between herders and farmers and how to further ensure sustainability of these areas of collaborations.
Approach and Method:
- Research / desk study.
- Interviews with key malaria stakeholders including donors, CSOs and government ministries, departments and agencies (MDAs).
- Interviews with CRS staff including members of the Global Fund Malaria.
Schedule of Deliverables:
- A briefing document - not exceeding 4 pages - of CRS Nigeria’s malaria interventions and successes.
- A consultancy report with a concise executive summary. The consultant is encouraged to annex supplementary information to the report.
- A debrief meeting at the CRS Abuja offices where the consultancy will be expected to present his / her findings and recommendations.
- A concise summary document for external publication / dissemination.
Required Qualifications
- A University degree in Geosciences or Civil Engineering.
- A relevant post graduate degree in Engineering Geology or Civil Engineering with 10 years post graduate experience.
- The individual should also have some experience in water for agriculture or other related areas.
- The individual should be registered and up to date in the membership of relevant professional body.
- The consultant should also have good use of mapping software (ArcGIS, QGIS) to map features, e.g. water points, soil, vegetation, etc. on maps.
- Knowledge of English knowledge and excellent writing skills are mandatory.
- Capacity to self-manage, work independently and remotely and deliver on time.
- Excellent organizational skills, including time management, and ability to work independently (seeking clarification when needed in a timely manner) and to meet deadlines and work under pressure.
Time and Level of Effort:
- The consultancy services will be for the duration of 27 days
Payment Schedule
- CRS will pay a consultancy fee based upon a mutually agreeable daily consultancy rate. Logistics for field trips will be arranged separately. CRS will reimburse operational and logistical costs if they are identified and approved by the Consultancy Manager in advance.
- Please note that CRS will deduct and remit to the Federal Inland Revenue Service (FIRS) a 5%withholding Tax from the total consultancy fees in accordance with the Nigerian Tax Law.
