  • To provide technical IT support, first for the Maiduguri field office, and other SCI field offices. S/he will provide support for all needed IT services and act as a part of the SCI Nigeria IT team during an operation request.

Key Areas of Accountability The Information Technology Support Assistant shall be accountable on the following key areas in Maiduguri and Damaturu field office of Save the Children International program in Nigeria: Network Management:
  • Provide second level troubleshooting and maintenance of network devices e.g. printers, scanners, etc.
  • Maintain record of the local network, VPN connection and the wide area network installed and terminated in the Maiduguri Office.
Hardware Support:
  • Assist the IT officer in configuring, and installing and setting up users on systems.
  • Perform IT hardware inventory update as necessary.
  • Set up projectors, printers, photocopiers, fax machines, digital cameras, etc. for everyday office use and as necessary for meetings, etc.
  • Interface with vendors in the repairs of faulty equipment as needed.
Telecommunications Management:
  • Prepare and submit payment vouchers, for use of internet by the office/guest house.
  • Troubleshooting technical problems with mobile subscriptions and IP Phone.
  • Ensure radio and satellite equipment is operational. Ensure satellite phones are working and SIM cards are activated at all times
Asset Management:
  • Support the IT Officer and the asset management team in ensuring good asset management at the office(s) he/she is supporting through maintenance of an accurate and up to date asset register and inventory tracking system.
Incident Management:
  • Providing first level IT helpdesk support in assigned field offices
  • Travel to sub field offices for installations, troubleshooting and resolution of issues in said offices – as directed by the line manager.
  • Carry out any other tasks required by the line manager.
Security and Backup:
  • Support the IT Officer; keep the network and all computer systems safe, secure and virus-free.
  • Report any alleged or suspected misuse of IT systems/equipment, lapses of security and major violations of organizational standards to the in country IT representative.
  • Monitor the network – and by implication, all users – in order to ensure compliance of child safeguarding policies in Maiduguri Office.

      Job Title: Warehouse Assistant (National Position) Ref Id: 190000XZ Location: Maiduguri Role Purpose
  • Under the supervision of the Warehouse Officer, deliver timely, effective and accountable logistics support to Save the Children warehouse functions: receiving and dispatch of goods to field locations and warehouse inventory tracking
  • In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

      Job Title: Procurement Assistant (National Position) Ref Id: 190000Y0 Location: Maiduguri Role Purpose
  • The Procurement Assistant is responsible for supporting the Procurement processes to ensure effective, transparent and accountable support to the Save the Children programs in Borno State. Under the supervision of the Procurement Officer, the procurement Assistant assists in the management and administration of procurement cases on behalf of the logistics department in order to facilitate the smooth running of SCI programmes in Borno State.
  • S/he is to ensure that orders for goods and services are processed promptly and good value for money is obtained according to the existing SCI Logistics Procedures.
Scope of Role

Key Areas of Accountability Procurement and Supply:
  • Acknowledge and register Purchaser Requests received and where necessary provide initial feedback on costing estimates and delivery times.
  • Receive and process local orders assigned by the Procurement Officer, checking that orders have been correctly filled, that quantity/specification is acceptable and that coding has been provided and the order has been properly authorized;
  • Assist to prepare necessary requests for quotation for all required supplies, works  and service providers, with all specifications, indicating closing dates to receive quotations, with strict adherence to SCI procedures, receive quotations for local procurement requirements and prepare a competitive bid analysis on the quotations and make recommendations to award a contract/purchase order, prepare required local purchase orders (LPOs) ensuring correctness and details of specifications, quantities and financial information for submission and approval.
  • Where requested, with support from the PO help requesters develop good specifications, advising on availability, rough estimates, etc.
  • Ensure compliance with SCI procurement procedures and in-country SoPs. Assist in the maintenance of the vendor roster and a price list.
  • Ensure all procurement files are held in soft and hard copy, and completed files are correctly named.
  • In liaison with the Warehouse Officer, coordinate the reception of goods from suppliers and follow up with suppliers / transporters on items missing or damaged in transit.
  • Ensure that Purchase Orders are completed with PR details, delivery dates and times and are submitted to the warehouse before delivery of the goods.
  • Assist to ensure prompt payment to suppliers is made promptly and that the finance department receives all the necessary documentation.
  • Ensure procurement is undertaken in a timely manner to minimize disruption to programmes.
  • Provide advance warnings of delays / shortages or other problems to the PO.
  • Make sure that all suppliers are dealt with fairly and equally. Must never use her/his position for personal gain and should refuse any gifts that are offered by suppliers.
  • Ensure items are never purchased from family members.  If a conflict of interest arises you must request the involvement of an unbiased SCI colleague in relation to the specific order / issue.
  • Ensure the receipt of all goods procured locally is properly recorded using the correct SCI documentation e.g. GRN and a copy is filed with the finance paperwork.
  • When required, follow up with Abuja for procurement files not being processed locally, request on a regular basis an update on these files and update programme teams on the status of these procurement files.
  • Manage supplier relationship up to delivery of goods / completion of services.
  • Follow up with Finance office on outstanding payments files. In liaison with the PO trouble-shoot file incompleteness and/or inconsistencies.
  • Maintain and keep up-to-date a hard documentation filling system for procurement files allowing easy reference for audit purposes.

    Job Title: Education Program Coordinator (National Position) Ref Id: 190000Y2 Location: Maiduguri Role Purpose
  • Reporting to the Education Programme Manager, the person coordinates the delivery/ implementation of all education projectss in NorthEast. The Education Coordinator provides both operations and technical assistance and oversight on all aspects relating to Education in Emergencies projects.
  • The job holder provides overall programmatic and operational coordination and management including; planning, implementation, capacity enhancement, monitoring/ evaluation and reporting both internally (within SCI) and externally (for/with partners).
  • The job holder may be called upon as and when necessary to support the emergency team in cases of humanitarian crisis.
Scope of Role

Key Areas of Accountability Projects Coordination &  Management:
  • Oversee the coordination and implementation of the Education projects across Northeast in line with the design of the projects and donor requirements.

  • Effectively support the projects staff and partners in developing annual plans, in line with EDUCATION Projects design and Save the Children International planning guidelines and ensure compliance with the agreed work plans and that programme objectives and targets are being realised in line with the funding proposals.
  • Support staff and partners to ensure that EDUCATION Projects implementation are to the desired standards and on time.
  • Provide guidance to the partners through the planning processes to develop plans that are cost effective and in line with EDUCATION Projects funding.

Finance and Budget Management:
  • Manage the Projects budget in coordination with Education Programme Manager and Field Finance Manager.

  • In coordination with the Programme Manager conduct budget monitoring, suggest necessary revisions and prepare draft reports.
  • Ensure that the budget monitoring reports are responded to in time and with accurate information.
  • Working closely with Education Programme Manager to ensure that partners are well guided, supported and their capacity built in sound financial management procedures.
Partner Development and Management:
  • Participate in partner’s capacity assessment and identify capacity building needs for the EDUCATION Projects partners.
  • Develop with the partner’s detailed implementation/work plans and phased budgets.
  • Provide capacity building and support in implementation by partners.
  • Monitor and follow up the implementation of the agreed work plan and budget to ensure that the program objectives are being realized in accordance to the program and partnership agreement and take the necessary actions for any identified deviations.
  • Undertaking partners’ capacity assessment in order to identify capacity gaps and areas of support that the partners will require for effective implementation of the projects.
  • Undertake visits to the partners on both programmatic and operational support.
  • Ensure timely, accurate and high quality financial and programmatic reporting by the partners and take corrective actions for any non compliance by the partners.
Program and Financial Reporting:
  • Work in close collaboration with the Programme Manager in the preparation of timely and high quality progress and end of projects narrative and financial reports which are in accordance to the donor reporting schedule and formats.
  • Review all program financial reports ensuring that donor guidelines have been followed and high standard met, prior to submission to management.
  • Organize and facilitate quarterly follow ups and progress review meetings to address key performance issues from the reports.
  • Overall Budget Vs Actual expenditure analysis and variance explanations.
Internal and external engagements:
  • Ensuring that the program experience is represented and given recognition at stakeholder meetings, workshops, donor, networks and any other engagements.
  • Develop and maintain regular channels of communication with partners and key stakeholders at all levels (Community, LGEA and State).
MEAL:
  • Effectively manage projects design and study processes which include assessments, baseline and evaluation studies, putting in place a functional Activity Tracking Table.
  • Ensure that the projects quality bench marks are followed.
  • Collecting and managing complaints and feedback in close coordination with MEAL team and Projects Officers.
  • Ensure regular monitoring of projects results, documentation of projects case studies, lessons learnt, significant changes and best practices and  coordinating  learning  and  reflection meetings/sessions
  • Ensure an effective programs/ projects monitoring and evaluation systems is in place.
  • Monitor programs/ projects activities to ensure quality, timeliness and adherence to both Country Office and international Save the Children policies and procedures.
Human Resources Management and Development:
  • Working together with the Education Program Manager and Project Team to identify learning and development needs of the project teams and develop specific plans to address the learning needs.
  • Support implementation of the Save the Children performance management system, by supporting, supervising and reviewing performance of the EiE Officers. .
  • Coaching and mentoring the EiE Officers on the provision of technical support and implementation of quality programmes.
  • Capacity building of EiE officer through trainings, coaching, performance management, implementation as well as in learning and reflection events

Judgement and Decision-Making:
  • The Projects Coordinator will in close collaboration with the, Education Programme Manager, Technical Advisors, Team Leaders and Humanitarian Director be responsible for making quick decisions aimed at improving timely and quality delivery of the interventions. Some of the decisions that require consultations include but not limited to; major operational issues, technical guidance, policies/procedural changes and financial decisions.
Academic background; experience & person specifications
  • Minimum of a Bachelors’ Degree in Education. Experience in managing integrated programmes across different thematic areas such as education, child protection, child rights governance or disaster risk reduction is a must.
  • At least 5 years of accrued working experience in program implementation with a minimum of 3 years in a management level position in an international NGO and those applying partnership approaches is desirable.
  • Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable plans and to evaluate progress.
  • Experience of working with local partners and Local Government and State Authorities in Education, Child Rights Governance, Health, Nutrition, Education, or Child Protection is an added advantage.

  • To provide professional support and assistance for the development and management of Human Resources functions within the Humanitarian team, for the development and maintenance of policies & procedures, for staff welfare and the promotion of the Child Safeguarding Policy.
Scope of Role
  • Reports to: HR & Admin Manager
  • Staff directly reporting to this post: HR Assistant
  • Budget responsibility: None
Key Areas of Accountability Administration:
  • Maintain Updated Personnel files for all staff as well as the staff database
  • To provide Admin support to Line Manager to arrange training opportunities for staff
  • Ensure that all changes to SC payroll is prepared/updated punctually and that these changes are checked and signed off by HRAM before being sending to the Country Office for signing
  • Provide admin support to Line Manager to arrange training opportunities for staff
Human Resource Management:
  • Assist HR & Admin Manager in the development of annual needs for development / training through the formal performance review process
  • Maintain and update all database/tracker for Staff, Consultants, Volunteers, recruitments, learning and development, applicants
  • Participation in the organisation of trainings and maintaining a list of trainings conducted.
  • Support in researching training opportunities as prioritised by the Humanitarian Management Team or as requested by Supervisor.
  • Manage exit process of staff
  • Prepare terminal benefit of exiting staff and share with Line Manager for approval
  • Preparation of monthly department report
Recruitment:
  • Under the supervision of the HRAM, lead in the recruitment of all national positions.
  • Liaise with Hiring Manager on recruitment
  • Ensure recruitment is done in line with SCI guidelines and key policy like child safeguarding is uphold during recruitment
  • Coordinate and assist in interviewing/recruitment processes:
    • Long/Short-listing of candidates
    • Assist as part of a panel in interviewing candidates
    • Ensure reference checks, criminal record check and all vetting are done in line with SCI guideline for candidate
    • Ensure recruitment documents are obtained and arranged in line with SCI guideline for new recruitment
    • Prepare contracts and offer letters
    • Respond to enquiry of candidates on recruitment
    • Inform Hiring Managers of new staff coming on board
    • Develop standard induction pack in line with SCI guideline for new staff
    • Create and share with Hiring Managers induction schedule for new staff
Staff Health and Welfare:
  • Under the supervision of Line Manager, lead the staff welfare programmes
  • Liaise with the CO to register staff with Health Management Organisations (HMO)
  • Maintain records of all incident reports
  • Provide relevant information necessary for the management of the combined accident and employee compensation and group life insurance cover for staff

Skills and Experience Essential:
  • BSc/HND in Industrial Relations, Personnel Management, Business Administration or relevant Social Sciences
  • Minimum of 3 years post NYSC progressive experience in HR Generalist role
  • Fluency in written and spoken English
  • Demonstrable ability at report writing
  • Sound knowledge of HR practices, procedures and administrative systems
  • Excellent planning and organisational skills, with proven administrative skills
  • Ability to manage competing priorities effectively in a constantly changing environment, meet deadlines and work calmly under pressure
