Information Management Officer at The United Nations Volunteers

Description of Task
Within the delegated authority and under the supervision of Emergency specialist or his/her designated mandated representative(s), the UNV Information management Officer will:
- Support the Emergency Management and Coordination with specific focus on the humanitarian situation, Emergency preparedness and response:
- Support the overall coordination of the emergency program through regular field visits, contacts with UNICEF field and country office staff, and NGO implementing partners.
- Provide Information Management support to needs assessments for all sectors and provide Information Management support to needs assessments within UNICEF-led clusters while participating in joint/harmonized needs assessments with other partners/clusters. Support Program leads in making methodological decisions about how to conduct needs assessments.
- Coordinate inter-agency information management activities at the all level and facilitate the creation of inter-agency relationships and opportunities for cooperation at state and national level.
- Coordinate State based information to ensure consistency and coherence across Nigeria CO, including assisting State based information management staff in identifying, collecting and providing relevant data to the Country office, to national partners, and relevant information management products.
- Ensure and enhance program quality by providing detailed technical input and innovations to relief delivery and activities in coordination with Emergency team colleagues as well as other concerned sections, such as Health, Nutrition, Child Protection, Education and WASH.
- Contribute to the Emergency Unit support to program sections in integrated contingency and response planning exercises
- Provide Information Management services to support monitoring activities within Sectors during emergencies; in areas of information flows, dissemination, processing, analysis, standard setting and dissemination
- Support the overall strategic framework and oversight to ensure emergency program delivery and quality, and adherence to UNICEF Core Commitments for Children (CCC) in Emergencies.
- Support the program sections staff and implementing partners with provision of training on emergency response.
- Support the Emergency Manager and programme sections manage the collection, analysis and sharing of information and data to make informed (evidence based) strategic decisions regarding the emergency response:
- Respond to the Field Office needs for information/data related with the emergency. Work with Sections to identify information gaps and to perform gaps analysis at FO level and propose ways to bridge those gaps. Develop related data collection tools and support the data analysis and dissemination
- Identify new information and data requirements to support UNICEF Programs and partners in the States, and support field offices in gathering and sharing this information and data.
- Maintaining monthly reporting from Sector participants, including 5Ws (‘Who does What, Where, When and for Whom?’ databases).
- Lead on the preparation of regular Emergency section bulletins, such as the SitRep and dashboard emphasizing on Sector plans, targets and achievements.
- Provide Information Management services to support population data management activities including population estimation, information flows from established systems, movement tracking, standard setting/promotion and dissemination
- In close collaboration with program sections, conduct humanitarian performance monitoring (HPM) on the ground and produce evidence on UNICEF results as well as alerts on implementation gaps including program quality issues
- Leverage Geographic Information Systems (GIS) for map production and geographic data management while promoting data standards and harmonized management of geographic data/information.
- Ensure that the information on the Web Portal serves the needs of UNICEF and the inter-agency humanitarian community, including those of partners as well as donors.
- Establish and maintain information databases that collate, analyze and report/disseminate information/data critical to decision making.
- Assist in the implementation of standardized information management policies, data systems and information products across Field offices
- Support the reviews/updates of HPM tools and build capacity of staff at the field level on HPM. Collect and analyses data on key humanitarian performance indicators, supporting the provision of quality programs in support to UNICEF sectors led, contribute to the HNO and HRP processes, including other needs assessments
- Adapt and maintain existing in‐country information management approaches for collecting, analyzing and reporting Sector activities and resources (including collation and processing of 5Ws information) and identifying information gaps.
- Any other tasks as requested by the line manager.

Qualifications / Requirements
- Bachelor's Degree or equivalent.
- Educational additional comments: University Degree in Computer Science, Demography, Geography, Statistics, Economics or a related field.

Eligibility Criteria:
- Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.
Experience Remark:
- Minimum of 2 years previous job experience in data management, statistics, analysis, information technology and administration.
- Provide information management training to UNICEF and partner staff as needed.
- Ability to formulate IM-related technical requirements and Operating Procedures.
- Support the promotion of data and information sharing within the humanitarian community as well as the adoption of global data standards, and where appropriate, the establishment of country-specific regional common data standards.
- Identify and obtain the needed data and information elements required to produce standardized information products and design and manage respective data/information collection plans for baseline and context-specific data.
- Work with regional and country based reporting and public information officers in preparation of internal and external updates.
- Design and implement a structured dissemination plan for all information products and services as appropriate (e.g. web portal, mailing list, information centres, etc.) including the definition of standard operating procedures for clearing information products for release.
