Project Background
- Born under the auspices of the Lake Chad Basin Commission (LCBC), with the support of the African Union and UNDP, the LCBC Regional Strategy for the Stabilization, Recovery and Resilience (RSS) of the insurgency-affected areas was approved by the Member States of LCBC on 30th August 2018 and endorsed by the AU Peace & Security Council on 5th December 2018.
- The Strategy is intends to “facilitate the implementation of overall stabilization programmes by the LCBC Member States in the affected areas, including the full restoration of state authority and the return of IDPs and refugees”.
- It seeks to establish a common approach and an inclusive framework for all stakeholders and examine new strategies and partnerships for the nexus peace- humanitarian-development cooperation (triple nexus).
- To foster the engagement of all civil society actors, a regional CSO Platform has been established under the umbrella of the LCBC Secretariat. The CSO Platform facilitates CSO engagement across the triple nexus.
- iMMAP is leading an innovative project to design a directory and information management system (DIMS) which truly fosters civil society organisations' operational capacities and participation in critical decision-making fora. This system is intended to support the CSO Platform and the implementation of the Regional Stabilization Strategy.
- In its first year, the DIMS Project aims to identify all CSOs active in the Lake Chad Basin region (8 territories spread over Cameroon, Chad, Niger and Nigeria), map their areas of intervention, operational and programmatic capacities. It also aims at designing the architecture of a digital platform which will be launched during the second year of the project. A wide variety of governmental, UN, NGO and CSO stakeholders will be consulted through different remote and in-person methodologies.
Presentation of the Role of Information Management Officer, Nigeria
The IMO is the only iMMAP project staff in Nigeria for the first year of the project. Further technical capacity may be added in years 2 and 3. The key responsibilities of the IMO shall include:
- Map existing IM initiatives and CSO capacity development programmes in Nigeria focusing on humanitarian, development or peace and having the potential to connect to the iMMAP CSO mapping exercise;
- Oversee and participate in an extensive field data collection exercise to profile CSOs in the target areas. Data collection will include the use of online and offline mobile collection tools;
- Train teams of data collectors, verify accuracy of data, compile data in a regional database;
- Represent iMMAP in country and regional humanitarian/development/peace fora as needed.
- Based on a standard project research methodology, conduct an analysis of the CSO landscape (including a mapping of existing programmes targeting CSO capacities) in the Borno, Yobe and Adamawa states using a range of research methodologies including interviews, focus group discussions, workshops. This activity will include consultation with national and sub-national authorities and travel to the target areas may be required;
- Facilitate the consultation with national and local authorities and local CSOs to ensure acceptance of and participation to the different phases of data collection and analysis;
Requirements
Education:
- University degree (Bachelor’s Degree or higher) in Information Science, Geographical Information Systems, Computer Science or other relevant field.
- A High School diploma combined with an extensive relevant professional experience may be accepted in lieu of a university degree.
Essential Experience:
- Minimum three (3) years of work experience in the field of Information Management is essential;
- Experience in data processing and analysis, creation of reports;
- Understanding of data QA/QC processes for information management are essential;
- Solid demonstrated experience in database management development and administration;
- Fluency in English is required.
- Experience in the use of software such as ArcGIS, Adobe Illustrator, PowerBI;
- Excellent command of Office suite applications (Word, Excel, Access, PowerPoint);
- Very good experience and skills in topographical mapping;

Desired Skills:
- Relevant experience in working with a UN agency or another humanitarian agency is desirable;
- Minimum six (6) years of work experience in the field of Information Management is desirable;
- Ability to coordinate with local administrators, government, NGOs working with community projects and agencies involved in mine-action;
- A strong client service orientation;
- Ability to work with minimum supervision in a multi-cultural environment;
- Fluency in French is an asset as well as fluency in one of the languages of the project's geographic scope is an asset.
- Experience in the area of emergency preparedness, crisis/emergency relief management, humanitarian/development environment, field coordination is an asset.
- Excellent inter-personal and general communication skills;
