NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.

Job Title: ICLA Technical Assistant

Role and Responsibilities

  • The purpose of the assistant position is to assist in the day-to-day implementation of ICLA projects.

Generic Responsibilities (max 10):

  • Adhere to NRC policies, tools, handbooks, and guidelines
  • Assist with the implementation of civil and legal identity, housing, land, property (HLP) rights, and collaborative dispute resolution (CDR) activities.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Involve and inform communities and community leaders about the activities to ensure accountability.
  • Break down the annual operational plans into weekly, monthly, and quarterly implementation plans
  • Assist officers to ensure that procurement and distribution of materials and are timely and according to procedures
  • Prepare and develop status reports as required by the supervisor
  • Ensure proper filing of documents
  • Promote and share ideas for improvement of the support function
  • Perform any other professional duties as requested by the officers, team leaders, coordinators, or the ICLA PM.

Specific Responsibilities:

  • As part of the emergency response, the main focus for NRC will be targeted at the provision of protection through the ICLA legal aid program for conflict-affected populations including IDPs, returnees, and the local communities in Northeast Nigeria.
  • NRC implements the Information, Counselling, and Legal Assistance (ICLA) program to assist people affected by displacement.

Therefore the ICLA Assistant will contribute and assist the ICLA Project Officer in the following activities:

  • Assist in the direct Implementation of legal and civil identity activities; HLP activities and CDR activities in particular the information and counseling sessions, legal assistance, and capacity building training
  • Engage in community mobilization and beneficiary engagement
  • Provide  updates and  contribute to an updated M& E system in the country
  • Integrate gender, protection, and advocacy priorities during ICLA project implementation
  • Assist In the documentation of project achievements and deliverables including compiling periodic reports
  • Contribute to the development of training materials and information dissemination materials adapted to the location and context

Critical interfaces:
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Strategy and project planning and implementation: ICLA PM, ICLA Project Coordinators, ICLA Team Leaders, ICLA Officers
  • Program support: Finance, Logistics, HR

Context / Specific Skills, Knowledge, and Experience

  • University Degree in Law or Social Sciences from a recognized Nigerian University, a thorough knowledge of the application of Nigerian law in the displacement context
  • Work experience in the field of law (e.g. courts, attorneys, or legal aid agencies) and humanitarian protection. Preferably experience in working with displaced populations.
  • Managing resources to optimize results
  • High-level competency in computer skills (Microsoft Office applications)
  • Fluency in English, both written and verbal
  • Fluency in Hausa and Local language is an added advantage
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
