Solidarites International - For over 35 years, the humanitarian aid organization Solidarites International has been committed to providing aid in the event of conflict and natural disasters. Our mission is to provide aid as quickly and as efficiently as possible to endangered populations by meeting their vital needs: drinking water, food and shelter.
We are recruiting to fill the positions of:
Job Title: Finance Coordinator Assistant
Locations: Abuja/Maiduguri
Desired start date: 1/1/2018
Duration of the mission: 4 months
About the Mission
- SI started a program in Borno State (LGA Jere and Monguno) with funding from DG ECHO and OFDA. The goal of the program was to address the immediate needs of populations affected by the current political and military crisis. These projects have been followed by extensions from April 2017, including the area of Dikwa.
- A WASH response is provided to displaced and host communities in Maiduguri suburbs, IDP camps and soon host communities of Monguno town and IDP camps in Dikwa. Water access is being improved through drilling and borehole rehabilitation. Sanitation and environment health is tackled through latrine construction and hygiene promotion. Moreover, emergency shelter kits are planned to be distributed in Dikwa to new IDP arrivals and 150 transitional shelters to be built in Monguno.
- The state of Borno gathers alone the largest part of internally displaced persons (1,7 million).
- About 1,4 million displaced people are in need of aid assistance in Borno. Access is a significant challenge and some programs are monitored remotely. Besides, a high number of aid actors are now operating in the area and coordination is still weak.
Organization of the mission
- The Nigeria mission is currently stabilizing its opening process. Due to projects’ expansion, a substantial increase in base staffing is ongoing.
- The programs are currently dominated by WASH activities. Shelter activities are only concentrated around shelter kits distribution. However, SI has the willing to develop shelter and FSL activities in the future which could be under the responsibility of the Program Manager.
- Technical support is provided by advisors based in Maiduguri with 70% of presence on the field.
- The mission has a coordination team based in Maiduguri, operational bases in Maiduguri, Monguno, Dikwa and soon in Ngala. The program coordination team is constituted of a Deputy Country Director, WASH and Shelter advisors, a MEAL advisor and a Grant manager.
- In Maiduguri the team is currently composed of one Field Coordinator, a Project Manager, a Base Logistician and an Administrator.
- The Dikwa base is opening and is composed of one Administrative and Logistics Base Manager, one Wash activity responsible and will host the current opened position of MultiSectorial Program Manager. Access to Dikwa is relying on UNHAS helicopters with daily movements until SI base to be really operational and secured. Security level in Dikwa is 4 on a scale of 5, a curfew is set from 6pm to 7am and strict rules are implemented in the area.
- The Monguno base is composed of an Administrative and Logistics Base Manager and a Project Manager.
About the Job
The Finance Coordinator Assistant supports the Finance coordinator in processing SI's accounting operations and cash management on the missions:
- Financial, accounting and budgetary management
- Management of the mission’s accounting
- Cash Management of the mission
- Administrative management of the mission
- Team management
Reporting:
- He/she offers administrative support to administrators and teams (on the 4 basis of intervention) on all matters relating to accounting and finance.
Your Profile
- Education: Bachelor (or Master's) Degree in Publication Administration or Finance.
Experience:
- Similar experience (preferably with SI)
- Fluency in English, both written and Verbal
- Experience on Finance and HR procedure implementation
- Analysis and solution oriented
- Capacity to train the team
Technical skills and knowledge:
- Knowledge in Administrative and Finance management;
- Knowledge of DFID / ECHO / OFDA-USAID, UN agencies & other donors assistance policies;
- Knowledge of Solidarités International rules and procedures in terms of all administrative matters.
Transferable skills:
- Prioritization and self-organization;
- Ability to multitask;

Languages:
- Full working proficiency in English (read, spoken & written)
Computer skills:
- Excellent knowledge of Excel and good knowledge of other Office suite.

A salaried post:
- According to experience from 1760 euros gross per month (1600 base salary plus 10% annual leave allowance paid monthly) and a 500 USD monthly Per Diem.
- Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation:
- During the assignment, the expatriate is entitled to R&R every three months: five days at three months with a 750 usd allowance and 10 days at six months with a plane ticket back home covered by Solidarités.
- After 6 weeks one the field, expatriate will be encouraged to take 1 week in Abuja (3 days off and 2 days in office)

Job Description

- With 5 projects ongoing, not only in WaSH, but also shelter and logistics, Solidarites International is addressing the immediate needs of populations affected by the current political and military crisis.
- A complete response is provided to displaced and host communities in Maiduguri suburbs, IDP camps and host communities in four LGAs in Borno State.
- The state of Borno gathers alone the largest part of internally displaced persons (1,7 million). About 1,4 million displaced people are in need of aid assistance in Borno. Access is a significant challenge and some programs are monitored remotely. Besides, a high number of aid actors are now operating in the area and coordination is still weak.
IDPs in host communities:
- Situation in host communities is not homogenous and despite the efforts of the humanitarian community, there is no comprehensive assessment that could catch the picture of the situation of the host communities in Borno State.
- Many areas are not covered by humanitarian assistance and some are still not assessed.
- In the different LGAs, information on host communities are insufficient and needs are not well enough identified.
Camp like settings:
- Majority of IDPs live in camp-like settings, protected by the army and with restriction of movements, even if some movements outside the settlement are authorized in the majority of the camps to allow IDPs to carry out livelihood activities (firewood collection, labour, etc.).
- Humanitarian situation is critical with basic needs not covered for IDPs. WASH facilities are not sufficient, WFP food funds are reaching their maximum covering 1.3 million persons and health structures are not enough in capacity to cover all the needs.

- Access to bases is relying on UNHAS helicopters with daily movements. Security level is reaching 3 on a scale of 5, and 4 in the bases. A specific curfew is set in each area, and strict security rules are in place.
About the Job
- The Field Coordinator has the role of delegated Head of Mission for a region of a country in which Solidarités International intervenes.
- He/she proposes a regional strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated.
- He/she checks and ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures
- He/she mobilizes the material and financial resources necessary for programs to run smoothly, and supervises resource management.
- He/she coordinates the teams in place and is responsible for their security in his/her assigned zone.
- He/she is the Head of Mission's direct contact and representative.
Your Profile
- Education: Project Management and/or WaSH or Foods Security background.
- Experience: Work in Emergency Context and Remote set up, Developing country strategy and programing & mission opening
- Technical skills and knowledge: Experience in Livelihoods, Cash based assistance, Experience in WASH programs
- Transferable skills: Proposal writing, Assessment
- Languages: Excellent English command (spoken and written) essential; Haussa and Kanuri a strong asset.
- Other desirable qualities: unstable security conditions in Maiduguri, ability to adapt and work under pressure

Job Title: Procurement Manager
Location: Maiduguri, (Borno State) with movements inside the state

Responsibilities and Tasks
- The procurement manager supports the deputy LogCoo in implementing and supervising all purchases activities at mission level
- In particular, he/she lends support to carrying out activities and the filing and archiving logistical documents.
- He/she will be responsible for the purchase follow up and will assist the deputy LogCoo in the consolidation of the mission purchases
- He/she will be in charge of team management.
- He/she temporarily takes on the basic tasks of the purchaser or storekeeper in their absence.
List of principal activities:
- Management of purchase
- Assess the markets and identify the main and/or relevant suppliers
- Update price lists and vendor databases
- Control and ensure Solidarités International purchase procedures are respected
- Verify and process quote requests and IOFs
- Make purchase file for validation : quotation, bid analysis, contract …
- Proceed with the purchase
- Compose and archive purchase folders
- Negotiate prices, deadlines and methods of delivery
- Ensure that relationships with suppliers are monitored
- Coordinate with the stock/freight manager when there is delivery
- Follow up the purchase planning with the purchase schedule
- Provide feedbacks on the status of the purchase
- Human resource management
- Assist with Log training sessions for the log team
- Participate in the recruitment of his/her team
- Coordinate, plan and supervise the work of his/her team
- Appraise personnel under his/her direct supervision
- Validate planning, follow attendance of his/her team
Reporting:
- Preparation of the IOF follow up for the Monthly logistic Pack.
Profile Required

Mission/Objectives: Purchase Officer
Responsibilities and Tasks
- The purchase officer carries out the purchases for the programs and structure at mission level.
- He/she is one of the guarantors for implementing and respecting Solidarites International purchase procedures.
- He/she is responsible for filing and archiving logistics documents linked to purchases.
List of principal activities:
- Knowledge and monitoring of the market:
- Take part in the analysis of the local purchasing environment
- Update price lists and supplier files
Implementation of purchasing process:
- Receive and process requests for quotes and IOFs after verification and approval by his/her line manager
- Implement purchases while respecting the rules and approval procedures established by donors and Solidarités International
- Ensure that products purchased correspond to the requirements of the purchase officer's requirements in terms of quantity and quality
- Ensure that the format of, and information on quotes and invoices comply with regulations
- Ensure compliance with administrative procedures for the management of advances and payment of suppliers
- Establish and archive purchasing files in accordance with the rules of Solidarités International and its donors
- Monitor and update IOFs electronically
Reporting/Capitalization:
- Ensure the compilation of price lists and suppliers
- Ensure the monitoring of IOF requests and inform purchase officers of the status of their orders
Profile Required
- Training: Ordinary National Diploma in Purchasing and Supply, Logistic, Business Administration or equivalent
