Job Title: Outreach Assistant

About the Project
AGORA is a joint initiative of ACTED and IMPACT Initiatives, founded in 2016. AGORA promotes efficient, inclusive and integrated local planning, aid response and service delivery in contexts of crisis through applying settlement-based processes and tools. AGORA enables more efficient and tailored aid responses to support the recovery and stabilization of crisis-affected communities, contributing to meet their humanitarian needs, whilst promoting the re-establishment of local services and supporting local governance actors.

AGORA promotes multi-sectoral, settlement-based aid planning and implementation, structured around partnerships between local, national and international stakeholders. AGORA's core activities include area-based needs and capacity assessments, evidence-based local planning, as well as support to area-based coordination mechanisms institutional cooperation and tailor-made capacity strengthening for local institutional actors.

The project Response to Resilience is being performed by a consortium of IRC, ACTED, and IMPACT. Based on the information delivered by IMPACT, ACTED and IRC will design their project activities. Those activities involve Community forums on the neighbourhood level & city level, capacity development for decision-makers & first responders, and resilience plans for the three targeted neighbourhoods.

In the framework of the project, IMPACT, through its initiative AGORA, will realize an area-based assessment in 3 target neighbourhoods in Maiduguri. Household quantitative surveys with residents (hosts communities and IDPs) focus group discussions (FGDs) and key informant interviews (KIIs) with service providers will be conducted during the assessment.

In light of the displacement in the north-eastern part of Nigeria, ACTED has set up an office in Maiduguri to respond to the humanitarian needs.

About the Job

  • AGORA a joint initiative of ACTED and IMPACT Initiatives is therefore looking for an Outreach Assistant to support its mission in Maiduguri.
  • Under the supervision of the Project Manager and supported by the Senior Liaison & Coordination Officers, the Outreach Worker will engage and maintain good relationships with the population, tradition leaders, LGAs, service providers and government ministries and agencies that form part of the City-Level coordination forum.

Responsibilities
Support facilitation of 3 Neighbourhood-Level and City-Level Disaster Coordination Forums:

  • Under the direct supervision of Senior Liaison & Coordination Officer together with the relevant local authorities, established three Neighbourhood-Level Disaster Coordination Forums, one in each of the three target neighbourhoods of the project and one at the city level, to coordinate resilience-building actions undertaken by service providers in these neighbourhoods and the LGAs at large:
  • Facilitate Disaster Preparedness and Response Coordination meetings monthly in the Neighbourhood level and quarterly in the city level, by maintaining and sharing the minutes of meetings with all participants, with accurate record-keeping of participants’ discussions.
  • Establish and maintain neighbourhood-level 5Ws for service provision in the three target neighbourhoods and members of the city level coordination forum

Link between traditional institutes, service provider, Local Government Authorities and Government Ministries and Agencies and project team:

  • Under the direct supervision of the Senior Liaison Officer the outreach assistant will serve as a link between the traditional institutes, service provider, Local Government Authorities and Government Ministries and Agencies in the target areas and the project team.
  • She/he organises meetings, engages and keeps track of all-important stakeholder’s in the target areas of the project.
  • The building up a good working relationship with those stakeholders is crucial for the success of his / her assignment.

Involvement in Programme Reporting:

  • Support the Urban DRR Project Manager as required, to meet internal and donor reporting requirements on the project (Providing minutes of the meetings, reports from the stakeholders, any relevant information within the framework of the project)

Requirements

Responsibilities
Support facilitation & planning of capacity development activities:

  • Together with the Senior Liaison & Coordination Officers and the project manager, develop training for disaster preparedness and response
  • Support the development of a strong partnership with Nigerian capacity development institutes (eg. Center for Disaster Risk Management and Development Studies UNIMAID)
  • Support the Senior Liaison & Coordination Officers and DDR PM in the standardization and publication of training material
  • Supported by the senior liaison officers, keep good relationships with local authorities and other beneficiaries/participants of the capacity development activities.
  • Book venues and set-up the working environment for successful capacity developments and training
  • Support the facilitation of disaster simulation exercises for local emergency responders:
  • Support the Senior Liaison & Coordination Officers and the project manager in developing disaster simulation exercises in collaboration with local emergency responders
  • Together with the Senior liaison officer maintain good relations with the required disaster responders
  • Plan, organize and support the procurement of necessary equipment for the exercises

Support the design and implementation of resilience plans for three neighbourhoods in the city of Maiduguri:

  • Support the consortium in developing resilience plans for three neighbourhoods in the city of Maiduguri
  • Support the consortium in the implementation of selected activities outlined in the neighbourhood resilience plans

Capacity and Gap Analysis:

  • Conduct thorough capacity and gap analyses of the State, Municipal, and Local level authorities with which the project will engage, to better understand where and how the project can support capacity strengthening for urban disaster preparedness and response in Maiduguri

Support in other program activities:

  • If necessary, support the project manager and the Senior Liaison & Coordination Officers in other program activities.
  • Reporting of the activities and relevant information to the project manager and project officer
  • Participate in the program meetings to develop new capacity-building tools for the authorities

About the Job
ACTED Nigeria Mission operates throughout the North East Region of Nigeria. Due to the nature of operations, the geographical locations in which we as a mission deliver humanitarian aid, the unpredictable and ever-changing context, staff accountability procedures, the importance of effective communications and the concern of staff safety and security during any field deployments within this context is of a huge concern:

Under the supervision of the Senior Site Officer, Camp Manager or CCCM PM, the Site Officer is responsible for ensuring that all inhabitants of the camp are living a safe, secured and dignified life this includes but it is not limited to undertaking Coordination & IM activities, Governance&Capacity Building, Communication & Community Engagement activities, Site Care and Maintenance activities, and mainstreaming Protection through all activities, and sometimes the management of Site Assistants (site dependent).

Responsibilities

  • ACTED's Site Officer will play an integral part of the camp management team of ensuring that all inhabitants of the camp are living a safe, secured and dignified life.

Undertake Coordination & IM activities. This includes but is not limited to:

  • Liaise and coordinate with all humanitarian partners and stakeholders working in the sites, on a day-to-day basis
  • Liaise and coordinate with local authorities, on a day-to-day basis
  • Monitor service provision at the site level, including through observation and assessment
  • Compile regular reporting from partners on their activities in the sites
  • Conduct and oversee regular data collection, including on service availability and standards in the sites
  • Participate in assessment and data collection exercises as needed
  • Ensure information is shared back with partners and communities
  • Attending relevant coordination, sub-sector and other ad hoc meetings as required by a line manager

Undertake Governance & Capacity Building activities. This includes but is not limited to:

  • Work with the Senior Site Officer / Camp Manager in creating and maintaining relevant Camp Committees dependent on camp needs. Provide SOPs, TORs and relevant tools to facilitate functional committees. Ensure committee members are recruited transparently and inclusively with the agreement of relevant stakeholders
  • Facilitating at least 8 committee meetings per camp per month. Capture accurate meeting actions and share with line manager within 2 days of the meeting
  • Building capacity of Camp Committee Members in CCCM, community governance and community mobilization, to enable committees to pass information to the camp population, advocate for the needs of the camp population, and influence humanitarian assistance delivery
  • Strengthening daily the coordination and relationship-building with community leadership groups and community members on a formal and informal basis
  • Ensuring relevant community and committee stakeholders’ participation in camp level coordination meetings

Undertake Communication & Community Engagement activities. This includes but is not limited to:

  • Organize and chair regular meetings between community representatives and humanitarian agencies, taking minutes of meetings and attendance sheets
  • Support organization of training to community committees, humanitarian agencies, and community members, on topics including on protection, fire response, and CCCM
  • Work closely with CCE Officer to establish and then oversee ACTED Communications and Community Engagement (CCE) activities in the sites, including regular outreach to the community and information campaigns
  • Support community mobilization efforts or information campaigns of community representatives or other humanitarian agencies as needed
  • Support establishment of, and then implement, Complaints and Feedback Mechanism (CFM) in each of the sites, including data management, referrals, and ensuring feedback is given

Undertake Site Care & Maintenance activities. This includes but is not limited to:

  • Identify physical risks and work with CCCM Technician to mitigate these risks
  • Coordinate with other ACTED departments regarding the procurement of any material resources for site upgrading / site maintenance
  • Ensure all services are accessible to people with additional needs

Mainstream Protection through all activities:

  • Consider gender, protection, and GBV concerns in all aspects of activities
  • Promote and adhere to ACTED’s Prevention of Sexual Exploitation and Abuse policy
  • Promote participation and representation of women, youth, people with specific needs, and marginalised groups in all CCCM and partner activities
  • Support establishment of referral mechanisms, in collaboration with protection partners
  • Support vulnerable persons including through referral to protection partners, and coordination of support at specific events (e.g. distributions, registration)
  • Ensure confidentiality is respected in all activities

Management of Site Assistants (site dependent):

  • Devise daily and weekly work plans for mobile team activities, with the support of the Senior Site Officer / Camp Manager
  • Timely reporting of problems and challenges in the sites to line manager
  • Line management of Site Assistants if requested by Senior Site Officer / Camp Manager
  • Other tasks as needed to support CCCM team members, to inform CCCM activities and to ensure the success of the ACTED CCCM objectives

Requirements

Job Title: Protection Officer

Location: Borno

About the Job

  • Under the supervision of the CCCM Project Manager, the CCCM Protection Officer is responsible for the day-to-day activities of the protection component of the project, including conducting data collection, meetings and mobilizing key project stakeholders, developing protection-related materials for community training and facilitate training, among others.
  • He/she will organize focus groups to support him/her in the accomplishment of her daily task and duties. He/she will be accountable for the smooth operation of the protection component of the project, meeting project timelines and targets, in addition to internal capacity building training.
  • He/she will be responsible for ensuring protection mainstream standards among the camp services and to monitor the global protection risks to provide mitigation solutions.
  • He/she will be in charge of referrals of beneficiaries to the appropriate protection partner(s), but not only, and ensure that this mechanism remains efficient and functional after ACTED CCCM responsibility.

Responsibilities
Your main duties and responsibilities will be:

  • Carry out daily monitoring visits, focus group discussions, participatory assessments, key informant interviews by ACTED's information collection and management plans and standards, ensuring appropriate treatment of sensitive information;
  • Ensure that mainstream protection is implemented by all agencies and in the whole camp.
  • Assess protection issues captured or identified during daily activities and make appropriate referrals for services to humanitarian or other actors as per the referral pathway or best practices;
  • Identify cases in need of urgent response and directly follow-up/accompany affected individuals to services providers when needed to ensure access to services;
  • Work with supervisor to create weekly work-plans and prioritization of tasks;
  • Ensure targets are met under the approved work plans
  • Ensure proper documentation and secure storage of any protection data collected (hard and soft copies);
  • Complete daily, weekly and monthly reporting on findings.
  • Foster and maintain excellent working relationships with all stakeholders, and participate in daily coordination with humanitarian and all other local and international actors;
  • Provide training and on-job coaching to CCCM team and other agencies personnel as required as well as provide awareness sessions and ad hoc training sessions for camp leaders and community.
  • Work with community-based structures to identify protection problems that cannot be resolved at a community level or by existing services and assist the community to come to solutions
  • Liaise closely with protection actors in the field and other humanitarian partners to ensure an understanding of the overall issues; an understanding that shall be used to guide weekly work plans
  • Take a leading role in setting up the community centre- liaising with the community
  • Conduct safety audit assessment, write safety audit report and translate findings into excel safety audit follow up a document.
  • Ensure this safety audit excel document is updated at least once per month with the achievements and risks mitigated during that month, and adding any new risks that arise for action from partners/ACTED CCCM team
  • Provide technical and programmatic support to the community mobilizers in the field on a day to day basis
  • Provide technical and programmatic leadership to community-based mechanisms
  • Support CCCM and partners workers in the identification and ensuring that reporting is in line with ACTED, Sector and partners harmonized guidelines.
  • Identify needs in regards to capacity building and liaise with CCCM Team Leader, CCCM Manager and Protection Managers of other NGOs to address the needs
  • Represent ACTED in any relevant field-based thematic meetings with stakeholders and otherwise as needed  
  • Coordinate and follow up with Protection service provision and service providers in the field
  • Follow up all ACTED Procedures for Camps, Security, Finance, Logistics, HR and Administration.

About You

Essential Qualifications and Experience

  • A University degree in Social Sciences, Development Studies, Guidance and Counselling or relevant fields.
  • Minimum of two years' experience working with vulnerable communities, basic needs and distribution programming experience, and/or advocacy programs.
  • Experience in protection interventions in line with vulnerable or IDP operation.
  • Experience of working with UN or Non Governmental organizations.
  • Good communication skills and ability to conduct training and awareness.

Responsibilities
ACTED's Data Assistant will play an integral part of the camp management team of ensuring that all inhabitants of the camp are living a safe, secured and dignified life by:

  • Collect, monitor and maintain all data related to the camp population in camp level database.
  • Ensure all relevant activities in the camp are fully documented, including systematic and timely data collection. This includes but is not limited to:
  • Maintain up to date 5Ws and contact lists for all sites, and share to line manager once a month
  • With support from Information Management Officer, support Camp or Area Population Profiling at least once a quarter and share to line manager when complete
  • Working with relevant CCCM colleagues, ensure Service Monitoring results are verified and shared as Factsheet to relevant stakeholders once a month
  • Working with relevant CCCM colleagues, ensure CRM database and reports are shared to relevant stakeholders once a month
  • Ad hoc data collection and reporting as required
  • Under the direction of line manager and with support from IM Officer, design data collection tools and revise them for improvements based on experience, needs and lessons learnt
  • Conduct data collection or train and supervise enumerators to conduct data collection
  • Verify the accuracy of data collected during any data collection exercises and by reviewing data for deficiencies or errors and correcting any incompatibilities;
  • Obtain further information for incomplete data from the monitors/enumerators
  • Maintain clean and up to date datasets/databases, removing unnecessary and duplicate datasets
  • Data entry as required, ensuring accuracy
  • Timely reporting any gaps and/or duplication in service delivery and communities need to be emerged by the data collected to the line manager
  • Share accurate data to Information Management Officer and support when requested to create visual information products for sharing with partners and stakeholders, such as site profiles, infographics and chart, brief narrative reports summarising data collected and related particularly to service delivery, population movements, CWC activities, risk evictions, community governance and complaints
  • Prepare agendas, and record meeting minutes (or delegate this responsibility), and share minutes with relevant stakeholders promptly for coordination meetings, sub-sector meetings, and committee meetings, and additional meetings as required
  • Supporting the organisation of regular meetings with the committee and community representatives’ participation in coordination meetings
  • Supporting Communication with Communities activities, especially identifying possible gaps in information flux or possible themes for information campaigns based on data and information collected from the beneficiaries

Requirements

  • Completion of a university degree in Database, Humanities, Social Studies, or another relevant degree
  • Minimum 1 year of experience in administration of data using computers
  • Proficient in Microsoft Office (Word, Excel, and PPT)
  • Experience using Kobo, or other mobile data collection technology. Experience programming preferred.
  • Ability to use other database software would be an added advantage.  
  • Ability to maintain a good working relationship with colleagues and partners

About the Job
Acted Nigeria Mission operates throughout the North East Region of Nigeria. Due to the nature of operations, the geographical locations in which we as a mission deliver humanitarian aid, the unpredictable and ever-changing context, staff accountability procedures, the importance of effective communications and the concern of staff safety and security during any field deployments within this context is of a huge concern:

Under the supervision of the Site Officer or Senior Site Officer, the Site Assistant is responsible for ensuring that all inhabitants of the camp are living a safe, secured and dignified life. This includes but it is not limited to undertaking Coordination & IM activities, Governance & Capacity Building, Communication & Community Engagement activities, Site Care and Maintenance activities, and mainstream Protection through all activities.

Responsibilities
ACTED's Site Assistant will play an integral part of the camp management team of ensuring that all inhabitants of the camp are living a safe, secured and dignified life by:

  • Monitoring facilities, infrastructure and service provision by partners at the site level (in close cooperation with the communities, partners and other stakeholders) and share identified gaps and / or duplication in service delivery with line manager
  • Collecting quantitative, qualitative and spatial data through KIIs, FGDs and using Kobo and other tools. Work with IM Officer to maintain relevant databases
  • Support improvement of information management systems in the site in collaboration with the IM Officer
  • Timely reporting
  • Creating and maintaining relevant Camp Committees dependent on camp needs. Provide SOPs, TORs and relevant tools to facilitate functional committees. Ensure committee members are recruited transparently and inclusively with the agreement of relevant stakeholders
  • Facilitating at least 8 committee meetings per camp per month. Capture accurate meeting actions and share with line manager within 2 days of the meeting
  • Building capacity of Camp Committee Members in CCCM, community governance and community mobilization, to enable committees to pass information to the camp population, advocate for the needs of the camp population, and influence humanitarian assistance delivery
  • Strengthening daily the coordination and relationship-building with community leadership groups and community members on a formal and informal basis
  • Ensuring relevant community and committee stakeholders’ participation in camp level coordination meetings
  • Sharing information with community members including through Community sensitization, community mobilization, Communication with Communities, public information announcements, information campaigns, door to door community outreach programmers, megaphone announcements, and up to date and relevant information boards
  • Receiving information from community members including through townhall meetings,
  • Support the CCE Officer to develop Community Radio with accompanied listening groups and Community Documentary making with accompanied viewing groups
  • Identify physical risks and work with CCCM Technician to mitigate these risks
  • Coordinate with other ACTED departments regarding the procurement of any material resources for site upgrading / site maintenance
  • Ensure all services are accessible to people with additional needs
  • Mainstream Protection through all activities equal access to goods, services and activities for all groups
  • Ensuring vulnerable groups and people with specific needs are represented and participate in CCCM activities
  • Other tasks as needed to support CCCM team members, to inform CCCM activities and to ensure the success of the ACTED CCCM objectives be it camp / area focal for at least one of the above categories of activities (linked to the ACTED CCCM Strategy).
