Job Title: Finance Officer

Reports to: The Finance Officer reports to the Finance Team Leader.

Duties and Responsibilities

  • Daily supervision of finance Assistant.
  • Supervise bank and cash boxes reconciliations on a daily and monthly basis
  • Establish a good tracking system for advances and ensure that clearance of advances is done on time.
  • Ensure that weekly, monthly finance reports are prepared on time.
  • Daily verification of POs, PRs Bid Analysis, per diem claim and other documents within the Finance Officer threshold
  • Verify that all transactions have complete supporting documents and ensure that all costs are timely booked into Agresso on a daily, weekly and monthly basis
  • Support to ensure monthly closure is completed according to the timeline provided in the finance handbook
  • Responsible for preparing budget and monitoring of Area South.
  • Support to verify the monthly National Staff Payroll and posting
  • Follow up to ensure prompt processing of daily vendor payments and Ensure that all supporting documents are complete and accurate before payment is done.
  • Ensure that all supporting documents are complete and accurate before payment.
  • On a monthly basis, ensure all deductions are timely remitted to statutory authority according to the provision of the law.
  • Collaborate with the financial institutions to ensure that queries related to payments are timely resolved (return payments, under/overpayments of staff, suppliers and contractors incorrect account details etc)
  • Responsible for the archive of financial documents of Area South ensure that all the documents are scan and archive according to NRC filling guidance.
  • Support the Finance Team Lead to facilitate monthly BVA meetings, Project summary, spending plans, preparing of the financial report, and budgeting.
  • Facilitate daily cash counts and safeguard of cash in the office.
  • Facilitate audit activities
  • Perform other related tasks that will be assigned by the line manager

Qualifications

  • Minimum of University Degree or its equivalent in Accounting or other related fields
  • Good skills in Excel and Word
  • Good knowledge of accounting packages; preferably Agresso
  • Good knowledge to initiate finance SOPs
  • Good knowledge of the North – Eastern Nigeria context Minimum of 2 years’ experience in a similar position preferably with an International NGO

Job Title: Finance Technical Assistant

Job Summary

  • NRC is looking for a Finance Technical Assistant for our area office in Yola in Northern Nigeria.
  • The purpose of the Finance Technical Assistant is to support program activities in Yola and in the field offices.

Duties and Responsibilities

  • Ensure that cash is kept properly, payment process and other financial processes take place in adherence to Financial Handbook, other NRC policies and donor, auditor and the authorities requirements
  • Make sure that daily cash counts are maintained and posting of transactions are done on a daily basis and all payment process on time
  • Responsible for introducing or removing NRC bank Account signatory.
  • Be responsible for bank transactions in line with NRC policy and procedures;
  • Posting of income and cost into bank cash boxes i.e. USD and NGN daily basis.
  • Be the focal person between Area Office and Field offices in regard to funds transfer requests and other payments through the bank.
  • Be responsible for accurate payroll transfer to the bank and follow-up on the transaction on individual staff accounts.
  • Be responsible for the release of payment to contractors & other payments as stipulated in the contract/agreement(s) & in line with NRC policies and procedures.
  • Responsible for the keeping of cash in Yola Office
  • Preparing daily cash count of Yola office
  • Preparing of Cheque and transfer letter to the bank.
  • Responsible for clearing of advances and the outstanding balance of staff in Yola

Qualifications

  • Preferably a Degree in Finance, Economics or any other related Course
  • Ability to work as a member of the team
  • Previous (2yrs) experience working in an accounting department (preferably NGO)
  • Willingness to be flexible and respond in a timely manner to support colleague when need arise.

Job Summary

  • NRC is looking for a Camp Management Assistant (Site Facilitator) for our Maiduguri Area Office, Borno State, in North-East Nigeria.
  • The purpose of  Camp Management  (Site Facilitator) Assistant) the position is day to day implementation/site Management of the Camp Coordination and Camp Management Project activities in Maiduguri.

Duties and Responsibilities
General Responsibilities:

  • Adhere to NRC policies, tools, handbooks and guidelines
  • Assist with the implementation of the support function portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for improvement of the support function

Specific Responsibilities:

  • Conducts daily site visits to ensure Community Based Workers are present through taking attendance, and making sure daily/set tasks are achieved
  • Provide the necessary work support tools to the Community Based Workers (Stationary, templates, referral sheets, work schedules).
  • Ensures all Community-Based Workers have the necessary tools and access to adequate training to use CCCM sector approved tools (Trained on ODK/Kobo, access to tablets, internet access at site and other CCCM sector-specific tools).
  • Collects, cleans, and stores all site-related data from their Community-Based Workers (Daily report, data gathered, and other task assigned to the CBW)
  • Compiles weekly report from their Community-Based Workers, reports gaps and needs to line manager.
  • Identify site improvement needs and alert the Camp Management Officer for any potential need of modification on construction designs or for any unpredictable soil constraints identified,
  • support Community-Based Workers for conducting care and maintenance activities, assessments, conduct community sensitization, awareness and mobilization to improve information sharing and encourage communities’ participation and support them in service monitoring exercises and others tasks as needed.
  • Provide support and orientation to Community-Based Workers and community workers, train and develop their capacity.
  • Ensure Complaint, Feedback Response Mechanism across all sites is functional and facilitate two-way feedback mechanism between NRC and the affected community, with the support of the CM Officer and CM technical assistant.
  • Assists the Community Based Workers in establishing and training site/camp committees and support community structures.
  • Maintain good working relationships with local authorities, local communities, local committees and partners as well as with all stakeholders in NRC area of intervention
  • Ensure the participation of female site representatives
  • Ensure the identification and participation of any marginalized groups within a site (Elderly, LGBT, PWD)
  • Represent NRC in-field coordination meeting when required.  

Qualifications

  • Bachelor's Degree or equivalent
  • Knowledge of the context in North-Eastern Nigeria
  • Experience from working with displaced community and camps in Maiduguri areas

Context Knowledge and Experience:

  • Knowledge of North East Nigeria
  • Knowledge and fluency in the local language Kanuri, Hausa
  • Experience and knowledge of the camps/sites in Maiduguri areas
