Protection without Borders (POWIB) league is in an independent youth-led non-profit national non-governmental organization which operates by principle of non-discrimination, transparency according to its core values which is also guided by humanitarian principles in rendering specialized services, responses and assistance to individuals and families in need due to the impact of crisis while paying specific attention to the more vulnerable among the needy populace.

Job Title: Child Protection Program Manager

Location: Borno

Job Description

  • Under the technical guidance of the Executive Director, the Child Protection PM is in charge of developing and ensuring the good implementation of project activities.
  • Ensure that project action plan is reviewed periodically based on the feedback from the monitoring of the project. This also includes identification of support requirements from other sectors within the organization;
  • Develop the program monitoring tools with the CP Officer and the MEAL Department.
  • Contribute to the definition of vulnerability criteria and assessment methodologies allowing more accurate targeting of POWIB’s activities in the area of intervention;
  • Provide technical advice and training on protection to all other operational departments, ensuring that protection issues and aspects are always included in other operational departments’ activities
  • Inform his/her line manager of any relevant issue related to the project implementation.
  • Develop tools and strategies to ensure qualitative and timely data collection, communication and analysis
  • Develop referral pathways tailored to the type of cases identified, internally and externally. Develop the tools and processes to monitor the referrals
  • Develop tools pertaining to multi-sector rapid needs assessments responding to identified / emerging needs in the area of intervention
  • Formalize external referral pathways through MoUs with relevant partners
  • Contribute to the design and lead the management of the internal / external referral and follow up database system
  • Provide support to other POWIB teams in communicating with the community and targeting/tracking potential beneficiaries
  • Ensure internal and external qualitative reporting on all activities under his/her responsibility is done in relevance to POWIB internal tools and requirements
  • Update and transmit on a monthly basis the PMT (Project Monitoring Tool) as a tool to follow up the implementation of the project
  • Write regular reports on all activities as requested by the Executive Director;
  • Produce qualitative intermediary and final reports for donors
  • Capitalize lessons learnt and good practices throughout the project
  • Participate in the writing of comprehensive Activity Forms for all major operational aspects, in direct collaboration with the MEAL teams and with his/her supervisors
  • Set up a network, coordinate and communicate to the stakeholders acting in the same areas; ensure effective coordination and collaboration with key stakeholders and partners – NGOs, civil society organizations (CBOs), community groups
  • In the event of visits from Donors, participate actively in the preparation and the smooth organization of the visit.
  • Build the capacity of the protection team on protection monitoring, child protection, GBV, information management, protection mainstreaming
  • Participate in the development of comprehensive support documents for activities implementation by the protection teams
  • Create/review SOPs and propose relevant improvement.
  • Participate to the operational development of the mission through active participation to the mission annual programming process
  • Contribute to the design and drafting of new proposals and budgets in collaboration with the CP officer and Other departments.
  • Familiarize himself/herself with all POWIB internal HR regulations, and ensure that they are known and respected by his/her team
  • Ensure that the defined appraisal system is applied for all members of his/her team
  • Create coordination mechanisms specific to his/her team, and ensure proper supervision
  • Follow the training received by the teams and gather contents for capitalization
  • Participate actively to the Protection Working Group, and other relevant Sub-Groups; participate to the elaboration of common tools and guidelines;
  • Ensure the development of the protection program quality across the implementing locations.

Requirements and Qualifications

  • Bachelor's Degree in Social Work, Psychology, Sociology, International Relations (Master’s Degree is an asset) or any other related field.
  • Demonstrable ability to adapt to changing programs and emergency priorities that may arise.
  • Positive attitude towards community work with emphasis on the ability to learn from communities and support innovative approaches to problem solving.
  • Minimum of 3 years of experience working in a humanitarian context
  • Minimum of 2 years of experience working in project coordination, management, lobbying and advocacy, and meaningful youth participation
  • Strong experience in Education in emergency programming
  • Experience in networking with CSOs and relevant governmental institutions.
  • Good IT skills including the use of Microsoft Word and database software.

Experience:

  • Knowledge of local language is an added advantage.
  • Experience of representation and ability to represent POWIB effectively in external forums.
  • Experience of budget management and reporting across multiple awards
  • Ability to write clear project reports
  • Excellent communication skills.
  • Experience and skills in management of staff.
  • Experience in monitoring and evaluating child protection program in emergency, transition and development contexts
  • Ability to work both in an advisory and a hands-on implementation capacity
  • Experience in capacity building and in strengthening various duty bearers understanding of and response to child protection.
