Action Against Hunger works to save lives by combating hunger and diseases that threaten the lives of vulnerable communities, through nutrition, food security, water and sanitation, health and advocacy. We are recruiting to fill the position below:     Job Title: Access and Security Coordinator Location: Maiduguri, Borno About the Program

  • Action Against Hunger has been operational in Nigeria since 2010 responding to both chronic and acute needs through a multi-sector strategy where nutrition, Food Security and Livelihoods and Water, Sanitation and Hygiene activities are integrated to have a meaningful impact on people’s resilience. The main objectives of the country program are:
    • To continue building on Action Against Hunger’s reputation for nutritional expertise to deliver integrated nutrition, WASH and FSL assistance in the high caseload Northern Nigeria States and build evidence from out pilot projects to influence policy makers to find long lasting solutions to under nutrition and hunger,
    • To respond to the dire humanitarian situation created by the devastating conflict on-going in the North East while applying, where possible, attempts to find durable solutions in line with the New ways of Working and Humanitarian Development Nexus.
  • With a central office in Abuja and 3 main field office across the North, Action Against Hunger runs intervention in 3 States of Northern Nigeria including two States affected by the on-going conflict. We have a country team of around 550 staff (45 international) and a budget for 2018 projected at 50 M US$. Our main donors and partners in Nigeria include USAID/OFDA & FFP, DFID, ECHO, EU EDF, AFD, UNICEF, SIDA, SDC and GAC.
You'll Contribute to Ending World Hunger By
  • Providing expert humanitarian security and access advice to all levels of Action Against Hunger staff in the country office including access negotiations and mediation, context and conflict analysis, advisories, and incident management.
  • This position is based in Maiduguri, Borno state in Nigeria.
Key Activities in Your Role Will Include Safety and Security Management Planning:
  • Provide technical support to the CD on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity.
  • Collaboratively evaluate, review and support the updating of the Security Risk Analysis and associated security management plans for ACF Nigeria. Reference and ensure compliance to ACF Security Management Framework within the SMP and all annexes inclusive of gender security components.
  • Work with CD and Area/Field Coordinators to develop, consolidate and implement operating procedures and contingency plans.
  • Evaluate, review and update the hibernation and evacuation plans for all ACF offices and residences in Nigeria and ensure that the practical preparations are in place and known to all staff involved.
  • Conduct risk assessments of contracted and prospective offices and residences. Follow up on actions to be taken to ensure compliance with safety and security standards.
  • Undertake continual assessments of equipment, and the protocols by which that equipment is used, to ensure that minimal conditions for security are being met.
  • Provide and implement best possible solutions for use of equipment to facilitate communication between staff, including here proposing safe alternative means of communication and equipment.
Humanitarian Access Management:
  • Develop ongoing relationships with local authorities as needed and other power brokers within Nigeria.
  • Work to ensure that ACF, its mission and work in the areas of operations is known and accepted.
  • Work to encourage stakeholders to work with ACF in ensuring that staff and programs are safe and allowed to continue humanitarian activities in Nigeria.
  • Provide technical input and advice in assessments to consider new ACF programs in new geographic areas.
  • In coordination with CD, DCD, and Area/Technical Coordinators, liaise with relevant security actors e.g., NGO Security Focal Point, other NGO security coordinators, UNDSS contacts, local community stakeholders, Governors, etc.
Monitoring, Analysis and Supervision:
  • Identify, establish and manage context appropriate approach to assure ACF facilities are safe
  • Compile and submit monthly security reporting that track incidents and trends within the ACF’s area of operation. Submit contextual updates as needed to the Country Director (CD).
  • Work closely with ACF teams in Field Offices in Nigeria to ensure all incidents and accidents are followed up with an official written report, which is then shared with relevant stakeholders and filed appropriately. Ensure also that final incident reports are provided when ACF is closing the case.
  • Collect and compile all security reports for ACF Nigeria.
Security & Access Training and Orientation:
  • Provide a development plan with precise capacity building method to the Safety and Security team.
  • Provide regular trainings for ACF staff on security preparedness, prevention and response. Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (CPs); Security Management; Incident Reporting; Prevention and Response Mechanisms; Communications protocols, etc.
  • Working with the HR focal point on reviewing, updating the ACF Nigeria Security Information package for new hires and visitors.
HR Management:
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
  • Lead with commitment, integrity and accountability the “ACF Way” – Global Standards for Professional Conduct – and ensure adherence.
Requirements Do you meet the profile required criteria?
  • You have a minimum of 5 years of non-profit or NGO work experience within international humanitarian assistance programs with demonstrated capabilities in planning, organizing and executing humanitarian security operations in the field.
  • You have an understanding of the humanitarian principles, code of conduct and specific sub-sector work linked to NGO field and operations contexts.
  • You have strong formal security qualifications and training with a minimum of 1 year’s experience in security management within an emergency context with an international NGO.
  • You have significant experience in working in an insecure environment within the regional area, preferably in Nigeria.
  • You have strong experience as a trainer; ability to develop, implement, facilitate and impart learning to a wide range of audiences.
  • You have advanced knowledge in communications technology, including, satellite communications, cell phone mediums, etc
  • You are competent in field based communications systems such as HF Codan, Motorola VHF, Thuraya, satellite and internet systems.
  • You have strong communication and reporting skills. Written and spoken English is mandatory.

    Job Title: Human Resource Manager Location: Monguno, Borno Job Type: Full Time Starting date: ASAP Direct Line Manager: Field Co Objective 1
  • Implementation and enforcement the HR policy (staff regulations).
Tasks & Responsibilities:
  • Implement staff regulations and related policies; proposing change when necessary, in order to ensure on-going compliance with national labor laws. Any adjustment of existing HR policies will require prior discussion with the Head of HR and the Field Coordinator at country level, and ratification by the HQ HR Advisor.
  • Ensure that Action Against Hunger risk management policies, core values and charter are applied.
  • Monitor the compliance of AAH staff policies and procedures in addition to the Labor Laws of Nigeria at field level. Advice the Field Coordinator and other managers on appropriate disciplinary action as situations arise.
  • Develop a leave plan for all field staff.  Ensure staff are compliant with all national HR regulations including coordination with relevant internal and external stakeholders to ensure the validity of all international staff visas.
Objective 2
  • Implement pay and other benefits policies, support recruitments and contracts management.
Tasks & Responsibilities:
  • Implement the medical benefits policy: collect employee eligible dependent details and legal documents.
  • Organize and ensure follow-up of the recruitment process with all hiring managers, participate in interviews when necessary and ensure that best practices are observed.
  • Update the base specific contract calendar and ensure that timely renewals and notices are received by all staff.
  • Cross check together with the other managers the completeness of individual staff files. Carry out personnel files audits periodically.
  • Collect and check salaries data from the field before submitting to the Head of HR at country level for approval.
  • Ensure that calculations of end of contracts benefits (FFS and PSB) are correctly done before approval by the Head of HR at country level to avoid potential labor disputes and/or legal cases.
  • Follow up on annual leave planning and execution.
  • Ensure each staff has a valid ID card.
Objective 3
  • Performance management
Tasks & Responsibilities:
  • Compile completed appraisals, update the performance appraisal tracking sheet at field level as well as the annual training plan database, and submit them to the Head of HR at country level for analysis and action.
  • Assist in training staff in the use of all HR tools and policies as required.
  • Communicate Action Against Hunger performance standards and expectations to team members which includes ; 10 minutes monthly conversation, 3 months/end of probation performance appraisal and annual/ end of contract appraisal.
  • Establish performance objectives, provide feedback, identify strengths and areas for professional improvement.
  • Contribute to the professional development and improvement of team members by providing support.
Objective 4
  • Support to HR staff and other mission HR issues.
Tasks & Responsibilities:
  • Organize regular exchange with the HR team in Abuja to ensure synergy of HR practices.
  • Organize regular meetings for staff at field level to update and inform on HR issues.
  • Assist in any other duty related to HR as required.

  • Reporting and staff management
Tasks & Responsibilities:
  • Compile monthly HR reports and submit a field HR sitrep to the Head of HR and the Field Coordinator every month.
  • Prepare monthly and mid-month cash forecasts for HR related expenses.
  • Responsible for preparing field briefing schedule for new staff arriving in the field.
  • Responsible for collecting monthly timesheets for all staff.
  • Responsible for drafting return forms and submitting to the Head of HR at country level for validation prior to approval by the Country Director.
  • Responsible for filing all documents concerning international staff, and updating their files in line with Head of HR’s direction.
  • Maintain the international staff database at field level.
  • Update guesthouse accommodation roster and inform guesthouse staff of arrivals/departures.
Objective 6 Tasks & Responsibilities:

  • The Area HR Manager should be flexible and adaptable with regards to the implementation of the daily work/activities
  • The Area HR Manager is expected to conduct all duties in a professional manner following ACTION AGAINST HUNGER Nigeria mission staff regulations and charter including promotion of gender equality.

Position Requirements
  • Minimum of Bachelor's Degree in HR Management, or Social Sciences, or related discipline preferred.
  • Post Graduate qualification in Human Resource Management will be an added advantage.
  • At least 3years of professional experience across all HR disciplines, including employment, benefits, compensation, employee relations, training and development, workers compensation and conflict resolution.
Skills and Experience Essentials:
  • Genuine interest in & commitment to the humanitarian principles of Action Against Hunger.
  • Excellent interpersonal skills, ability to work both independently & as a member of a team.
  • Fluent written & spoken English.
  • Proven ability to model core HR values of confidentiality, fairness and discretion.
  • Must be comfortable explaining complex technical & procedural requirements in straightforward language
  • Knowledge of MS Office Suite (high proficiency in Excel); comfortable working with computers with minimal IT support.
  • Ability to work in a stressful environment, taking initiative & prioritizing multiple tasks with minimal supervision.
  • Strong organizational skills, detail-oriented.
Preferred:
  • Experience of managing the HOMERE software system
  • Previous AAH experience
