Medecins Sans Frontieres (MSF) is an international, private, non-governmental, non-profit humanitarian organization. We have been working in Nigeria since February 1996.

Job Title: Technical Activity Manager

Main Objective and Responsibility of the position

  • Planning, coordinating, and monitoring all logistics activities in the project related to his/her technical activity (Electricity, Construction, WHS, Biomed, Workshop, Fleet, etc.) according to MSF protocols, standards and procedures in order to ensure an optimal running of the project.

General Accountabilities

  • In collaboration with the Project Coordinator and the Logistics Coordinator, planning, establishing and reviewing the activities for his/her area of logistics technical activity including its annual budget, in order to identify and give a response to the needs of the mission and the targeted population.
  • Monitoring and ensuring the implementation in the project of his/her technical activity ensuring compliance to MSF standards, protocols and procedures, and reporting to the Project Coordinator on the development of the ongoing programmes. This can include one or more of the following activities:
  • Electricity: Ensuring the correct installations, maintenance and monitoring of the electrical equipment and set up
  • Construction: Ensuring the correct implementation, maintenance and monitoring of the construction/rehabilitation projects in the mission.
  • WHS: Ensuring the correct implementation and monitoring of the water, sanitation and hygiene activities.
  • Biomed: Ensuring good functioning and proper maintenance and monitoring of the biomed equipment.
  • Workshop/Mechanic: Ensuring good functioning of the vehicle fleet and other engines.
  • Fleet: Guaranteeing the adequacy of means for fleet and motorized equipment management.
  • In collaboration with the Project Coordinator, Logistics Coordinator and the HR Coordinator, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his/her area.
  • Ensuring technical support for his/her area of activity and provides coaching to logistics staff under his/her responsibility.
  • Participating in monthly reports according to guidelines.

MSF Section / Context Specific Accountabilities

  • Supporting project logistics managers in all technical work in the field and ensuring that it’s done as per MSF protocols, policies and regulations.
  • As functional manager of Workshop Supervisor, work closely with him in ensuring vehicle and generator maintenance consumables do not rupture and ensuring the mechanical repairs and maintenance of the vehicles and motorized engines (generators, motor pumps, etc.).
  • Support project log manager to ensure drivers respect MSF-OCA safety and security protocols and provide support when they are not clear or implemented.
  • Report on technical logistics expertise in the platform (LRS) and draft logistics department monthly sitrep and share with LogCo-Tech.
  • Visiting projects to support and when required, act as Tech log manager to cover gaps and provide support to logistic staff.
  • Managing the technical support team based in sokoto and composed of mission electrician and biomedical specialist in close collaboration with the Technical Logistics Coordinator.
  • Support Technical Logistics manager in planning, reviewing budgets and chronogram of activities, according to each project strategic plan.
  • Support Technical Logistics Coordinator (LogCo-Tech) in reviewing Logistics policies (Transport, Biomed, Energy, Smartphone, ICT and Communication, etc.) and Standard Operational Procedures.
  • Carrying out assessment to provide line managers with alternatives and possible solutions to infrastructure challenges.
  • Ensure the proper documentation, filing and compliance on maintenance,construction and renovation activities in each project.
  • Acting as a technical Specialist-construction for in the mission, providing technical advice and oversight of quality and strengthening knowledge of the team. Providing training sessions to technicians, the managers and supervisors in the overall set-up, according to MSF construction policy.

Requirements (Qualifications)
Education:

  • Essential Secondary School Education and technical diploma or Technical university Degree in Engineering is desirable.

Experience:

  • A minimum Two years of experience in logistics-related activities is essential.
  • Previous work experience with MSF, and other NGO’s in developing countries is desirable.

Languages:

  • Mission language essential. Local Language desirable

Knowledge:

  • Computer Literacy and radio equipment user-knowledge

Competencies:
