Job Title: MEAL Director

Project Background
- CRS is preparing for an anticipated multi-million-dollar, multi-year USAID/Nigeria Rural Resilience Program, which will support poverty reduction for vulnerable households in Nigeria
- This effort will contribute to CRS’ agriculture and livelihoods signature program area and ongoing efforts to promote resilience, recovery and development within Nigeria and neighbouring countries around the Lake Chad Basin.
Job Summary
- The MEAL Director will oversee all MEAL activities across Rural Resilience program including assessments / surveys & routine gathering of project implementation information collection
- Accountability to beneficiaries, donors and other stakeholders; document retention and archival; capacity development of Rural Resilience staff on MEAL
- Compliance with USAID MEAL requirements; cross-learning among projects; and, CRS and USAID reporting.
Specific Job Responsibilities
Strategic guidance and leadership on MEAL:
- Lead the development and regular updating of Rural Resilience MEAL tools, approaches, frameworks and databases.
- Ensure application of standardized MEAL tools and approaches across the program.
- Support the CoP to monitor Rural Resilience implementation progress on a regular basis against USAID and CRS quality standards and international humanitarian principles through monitoring visits, data quality audits, spot check against reports and review of implementation reports.
- Build the capacity of Rural Resilience project staff and implementing partners in collection and analysis of data (method, formats, software, etc.), indicator measurement, feedback and complaint mechanisms, negative impact analysis, etc.
- Provide technical support to Rural Resilience program staff for the implementation of monitoring and evaluation activities, data management and integration of cross-functional issues.
- Directly lead on project wide assessments and surveys including baseline, midterm and end line evaluative surveys. This might entail leading recruitment, orientation, deployment and management of external consultants.
- Support iterative program development ensuring lessons learnt from implementation / assessments are incorporated into implementation.
- Lead learning and knowledge management within the Rural Resilience project and ensures such best practice is communicated across CRS Nigeria.
Vertical and horizontal accountability:
- Work closely with CRS and partners’ Gender and Accountability Specialists to ensure robust and participatory beneficiary accountability and feedback mechanisms are established, used and reported against.
- Support the CoP in compilation of donors, Government Ministries and Agencies (MDAs) and CRS reports as per the agreed upon reporting schedules.
- Build the capacity of Rural Resilience in international and CRS humanitarian accountability frameworks including ‘Do No Harm’ and ‘Core Humanitarian Standard on Quality and Accountability’ (CHS) (HAP, People in Aid and SPHERE).
Cross-cutting:
- Directly supervise CRS Rural Resilience MEAL Staff and consultants.
- Coordinate consortium partners’ MEAL staff attached to the Rural Resilience program.
- Builds capacity of CRS and consortium partners’ MEAL Coordinators / Managers / Officers to address their job requirements.
- Provides technical review and support across all components of Rural Resilience project.
- Incorporates required and emerging good practices into CRS regional MEAL efforts and ongoing technical support.
- Creates opportunities for reflection and learning among MEAL advisors and practitioners within the Consortium, Country Programme and the Region.
- Communicates agency approach to MEAL and key findings, to Consortium Partners, Country Programme and Regional colleagues.
- Contributes to regional and agency technical guidance
- Shares MEAL learning and experiences in broader regional and global agency discussions, and with peer organizations.
- Determines and addresses regional or sub-regional priorities for advancing MEAL.
Qualifications and Skills
- Bachelor's Degree in Information Sciences, Journalism, International Development or other relevant field; Master's Degree preferred.
- At least 10 years of international experience in monitoring and evaluation.
- At least 5 years’ senior experience in similar position on agriculture-based and rural development resilience program
- At least 5 years of experience at senior level on similar (agriculture, rural development and / or resilience) USAID-funded program/s.
- Prior MEAL experience on USAID-funded projects of a similar size (over US$ 10M) and scope in developing countries; experience in providing MEAL services on multi-sector, multi-year programs.
- Experience with USAID rules, regulations and requirements is preferred.
- Experience working in similar context (i.e. conflict and harsh environments) in sub-Saharan Africa required. Prior experience in Nigeria preferred
- Excellent verbal and written communication skills in English. Knowledge of local languages preferred.

Job Title: Financial Inclusion Specialist

Job Summary
- The Financial Inclusion Advisor will coordinate all efforts by CRS and its partners under the Rural Resilience project to expand financial inclusion across project locations.
- S/he will provide technical leadership and guidance to project staff and partners on financial services to rural communities, the unbanked and underserved populations, smallholder farmers, MSMEs and other agricultural value chain actors within the anticipated USAID-Funded project.
- The Financial Inclusion Advisor will lead Rural Resilience’s efforts to leverage innovative and technology-led solutions to achieve the program’s goals.
Specific Job Responsibilities
- Identify best practice and trends, including role of technology, within the program and innovative financial services business models serving the poor in various sectors such as saving and lending schemes, agri-finance and SME finance;
- Contribute to the development of a program a financial inclusion strategy and upscaling of affordable low cost rural solutions for financial and non-financial services;
- Participate in the building of partnerships for the promotion of access to finance and collaborate with commercial and non-commercial partners that seek to deliver appropriate and affordable non-financial or financial services to smallholder farmers;
- Participate in the development of a capacity building plan for financial institutions, to create an efficient platform for the provision of access and financial inclusion solutions to underserved groups in the project areas;
- Provide technical advice in developing, planning and implementing financial inclusion strategies and support partner implementation of specific financing mechanisms;
- Develop new ideas/concepts that increase uptake of credit by rural communities;
- Ensure that the program access to financial interventions conform with the organization’s priorities and industry accepted norms and standards in financial models;
- Identify and/or develop required financial tools and methodological approaches, and provide technical assistance and training/capacity building to ensure programme interventions achieve or surpass established objectives;
- Contribute to data monitoring and management systems to ensure quality in implementation;
Qualifications and Skills
- Bachelor's degree in Finance, Business Administration, Economics or other relevant field.
- At least 10 years of international management experience
- At least 5 years’ hands-on experience on financial inclusion projects in sub-Saharan Africa.
- Prior experience on USAID-funded financial inclusion projects of a similar size and scope in developing countries.
- Demonstrated experience in designing financial products for rural and marginalized communities.
- Experience managing programmatic and financial reporting requirements.
- Experience with USAID rules, regulations and requirements is preferred.

- The Market Systems/Value Chains Team Lead will provide strategic guidance in market systems / value chains across the program.
- S/he will lead the program’s efforts to invest sustainably in agribusiness particularly targeting smallholder farmers.
Specific Job Responsibilities
- Provide overall strategic guidance and leadership on viable value chains across the program; ensuring thorough assessments and analysis of commercial viability (return on investment, Cost – benefit, profit margins, cash-flow requirements, supply and demand modelling) of potential value chains before investment.
- Working jointly with other stakeholders and relevant government ministries and department agencies (MDAs), develop sustainable intervention strategies for prioritized value chains.
- Work closely with other project managers to demonstrate and promote commercial viability of selected value chains and agribusinesses.
- Liaise with private sector partners to promote sustainable commercial markets for prioritized value chains.
- Support adoption of appropriate technologies in agricultural production and post-harvest processing to reduce costs and increase commercial viability of selected value chains.

Job Summary
- The Community Resilience Team Lead will support the Deputy Chief of Party and Chief of Party in meeting project objectives and deliverables and in providing leadership and technical guidance on resilience across this project.
- S/he will lead the implementation of the program’s resilient strategy and actively work with all project managers to ensure all program components contribute to the planned resilient goals.
Specific Job Responsibilities
- Provide leadership on Disaster Risk Reduction (DRR) and Resilience Planning technical areas.
- Lead community-led action planning and monitoring activities.
- Develop systems for Early-Warning Systems (EWS) and conflict management.
- Work closely with the MEAL Director to define and monitor resilience indicators across the program.
- Work closely with the Chief of Party and the Deputy Chief of Party to identify community capacities and vulnerabilities, gaps in programming and stakeholders (public, private and not-for-profit) that could fill the identified gaps.
- Strengthening leadership capacity at community level and linking communities to LGA and State processes.
- Support overall technical implementation, management and general leadership for the rural development aspects of the program, with a strong focus on achieving defined results.
Qualifications and Skills
- Master's Degree or higher in Agriculture, Economics, Business Administration, or related fields. Specific training in rural resilience programming will be an added advantage.
- Minimum of 10 years of demonstrated experience in similar position (as a resilience advisor, specialist or project manager) in similar context.
- Deep understanding of vulnerabilities and capacities of populations – including women and youth – in similar contexts.
- At least 5 years’ experience in delivering similar projects (multi-year projects of not less than US$ 10M) in a context similar to North East Nigeria (conflict, harsh climatic conditions).
- Spoken and written proficiency in English. Knowledge of local languages preferred.
- Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national and local government, donors, community-based organizations, and the private sector;
- Identify leverage points for new opportunities, promote appropriate collaborations, identify interventions, and scale up best practices;
- Experience as a resilient advisor / specialist on rural programs.
- Strong computer literacy with a full knowledge of office applications.

- The Deputy Chief of Party (COP) will support the Chief of Party in meeting project objectives and deliverables and in providing overall leadership in technical, administrative, operational, and management aspects.
- The DCOP will support relationship management with USAID/Nigeria, Government of Nigeria, partners and external stakeholders.
Specific Job Responsibilities
- Manage key aspects of the development, implementation and consolidation of the Rural Resilience project. Serve as a point of contact to USAID as well as public, private and non-government stakeholders, when needed.
- Manage key functions of the project to meet donor expectations in terms of timely and quality results and budget. Contribute to ensuring coordination between program and operations leads. Contribute to ensuring the CRS program quality standards are adhered to per MEAL policy and procedures.
- Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports. Contribute to the development of staffing plans and the recruitment process of senior staff.
- Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans and ensure the updating of such plans.
- Promote, uphold and model a commitment to the efficient use of agency and donor resources. Help ensure compliance with USAID grants, including financial tracking and oversight of partner budgets, finance, administration and reporting to USAID.
- Maintain relationships with key staff of consortium partner organizations. Contribute to coordination of the roles and activities of staff from other consortium member organizations in implementation in line with CRS partnership principles.
- Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and recommend trainings and technical assistance.

Required Qualifications and Experience
- Master's degree in International Development, Management, Agriculture, Nutrition, Finance, Economics or other relevant field.
- At least 7 years of international management experience.
- At least 3 years’ experience in resilience, agriculture-based and rural development
- At least 5 years of DCOP experience on a USAID-funded program.
- At least 3 years’ experience in a similar environment i.e. conflict and harsh climatic conditions is mandatory; experience in North East Nigeria is preferred.
- Prior experience managing USAID-funded assistance projects of a similar size (US$ 10M and above) and scope in developing countries; experience managing multi-sectoral projects including livelihoods, agricultural development, resilience, market-based approaches to economic development, climate change, food security, gender, conflict.
- Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
- Experience managing programmatic and financial reporting requirements.
