The Maryland Global Initiatives Corporation (MGIC) Nigeria, an affiliate of the University of Maryland Baltimore, is a Non-Governmental Organization funded by the U.S Government through the Center for Disease Control (CDC).
We are recruiting to fill the position below:
   
Job Title: Monitoring and Evaluation Officer Location: Sokoto, Nigeria Job type: Full-time Job grade: 7 Report to: Senior  SI MEL Research Advisor
Position Descriptions
  • The MEO will report to the Senior SI MEL Research Advisor and will be assigned to core strategic areas as detailed below.
  • The Monitoring & Evaluation Officer is responsible for the development and execution of project specific monitoring and evaluation frameworks and utilization of information systems to track delivery against targets, outcomes and impacts.
Duties and Responsibilities
  • Ensure Tool utilization at supported SDFs
  • Report audit / validation.
  • Ensure DATIM reporting per quarter
  • Ensure data triangulation across all supported SDF.
  • Ensure 100% of quarterly visits to SDFs with trip reports sent 4 days after site visits
  • Consolidate program reports, promote learning and knowledge sharing of best practices and lessons learned
  • Ensure monthly validation and update of EMR entries.
  • Lead analysis of data collected for assessment of progress towards project targets and areas of improvement;
  • Guide reporting processes amongst technical staff in North
  • Support all the technical staff in M&E functions and will manage any M&E related staff in the program.
  • Provide support on M&E based activities to supported SDFs
  • Data quality audits (DQA)
  • Other duties as assigned
Specific Duties per Assignment:
  • Document successful solutions for improved service delivery
  • Conduct CQI trainings for technical team members, facility-based staff and State teams.
  • Continuous Quality Improvement (CQI)
  • Oversee facility and state teams in implementing quality improvement activities targeted at improving quality of care services provided at HFs and supported states
Data Quality and Monitoring:
  • Generate report for records entered, compare with records from attendance visit register to determine completeness of data entries
  • Conduct assessments around data quality and monitoring for technical teams.
  • Support physical and virtual meetings for improved program implementation and reporting
Required Education, Skills, and Experience
  • Demonstrated experience in managing M&E systems that track performance as per the objectives of this project (e.g. service integration, performance against each funding stream);
  • Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision; strong writing and organizational skills for monitoring and reporting on program and program outcomes and impacts;
  • Professional level of oral and written fluency in English language.
  • Demonstrated ability to work effectively under pressure and to organize and prioritize competing demands.
  • Functional knowledge of SAS and STATA
  • Ability to work effectively in a team setting and independently.
  • Experience in Data Quality Audits, particularly in the USAID setting
  • 5+ years of experience designing and implementing monitoring and evaluating activities for complex programs in developing countries;
  • Understanding of the M&E issues with respect to improvements in quality integrated service and support programs;
Language:
  • Fluency in English (speaking, reading, and writing).
