Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

PUI has been implementing humanitarian activities in Nigeria since April 2016, supporting population with food security, nutrition, health and protection project in Maiduguri and Borno State.

We are recruiting to fill the position of:

 

 

Job Title: Stabilization Centre (SC) Medical Doctor

Location: Monguno, Borno
Number of position: 1
Start date: ASAP
Duration: 3 months (with possible extension)

General Objectives

  • Under the direct supervision of the Health/Nutrition PM, the Stabilization Centre (SC) Doctors will be responsible for the overall and day to day management of Severe Acute Malnutrition (SAM) at PUI Stabilization Centre (SC) in Monguno PHCC. S/he will be in charge for the overall support and direct supervision of the SC staffs including SC Nurses and SC Nurse Assistants.
  • She/He will closely work with the Health/Nutrition PM for the planning, organizing, implementing and monitoring of agreed nutrition activities in line with donor agreements and ensures maximum quality for the treatment of SAM complications in accordance with the national and international standards and protocols and with the quality standards of the organization.

Responsibilities and Tasks
Medical Functions:

  • Carry out daily ward rounds in the morning and evening with SC nurses and ensure patients are visited as appropriately. Fill the notes on patient cards after the ward rounds or any other patient examination or procedures.
  • Supervise the daily clinical management of SC patients and follow the SC protocols for the medical care of the SAM with the medical complications.
  • Monitor and ensure patients are receiving comprehensive health checks, regular checking of vital signs and frequent medicines and feeding administration according to the protocols.
  • Undertake emergency procedures as required (including resuscitation), taking the lead as necessary.
  • Liaise with SC Nurses regularly (at least every 3-4 hours) to check on patient progress, or more frequently if the need arises and respond to calls from the ward relating to patient care.
  • Ensure regular procedure like taking blood samples, providing IV medications and other necessary procedures are done timely with if required him/her carries as necessary.
  • Ensure timely preparation, provision and monitoring of feeding for the patients admitted in the SC.
  • Facilitate and perform decisions on admission and referrals to/from the SCs properly.
  • Ensure that SC beneficiaries, caretakers and members of the community are treated respectfully at all times.

Team Management:

  • Ensure that all the SC team  is familiar with and respect all the PUI Internal rules and regulations.
  • Plan and maintain work plan, schedules and rotations for the SC team.
  • Provide capacity building and training to the Nutrition team in collaboration with the Nutrition PM.
  • Provide regular mentoring and on-the-job training for the staffs in the SC ward including SC Nurses, SC Nurse Assistant and staffs in the pediatric ward involved in the treatment of SAM with complication patients.
  • Plan, organize and follow up the weekly and monthly implementation chart, after being endorsed by the Nutrition PM.
  • Plan and maintain working schedules/rotations for the SC team.

Monitoring and Reporting:

  • Ensure proper organization and functioning of the Stabilization Center in compliance with the goals defined in the project proposals.
  • Ensure that the SC team are following up proper implementation protocols and applying them according to international and national recommendations and guidelines through monitoring and technical assistance.
  • Monitor day to day activities of the Stabilization Center.
  • Ensure the collection, compilation and analysis of quality data and product the required reports for the SC activities including weekly and monthly reports.
  • Report the progress and any problem in timely manner.

Logistical and Administrative Support:

  • In coordination with the Health/Nutrition PM, Logistics Department and Base Pharmacist, ensure appropriate supply plan on weekly basis principle, for the stabilization centers.
  • Ensure the proper storage of SC medical supplies, medicines and nutrition commodities.
  • Supervise the use of medicines, medical supplies, and nutrition-related commodities and data tools in the SC
  • Provide, on a monthly basis, the Health/Nutrition PM with information necessary for the development of cash flow estimates specific to SC activities.
  • Support the Health/Nutrition PM for all the necessary planning and preparations to establishing SC in Monguno PHC like facility set-up, staff recruitment and selection process.

Internal and External Coordination and Representation:

  • Network and coordinate with the relevant units with in the primary health care or other tertiary health facilities for issues that need further support for the patients.
  • When required, s/he represents PUI in coordination meetings and technical working groups for the relevant matters and contribute to the good relations with the project partners.
  • Build collaborative relations with MoH, WHO and other stakeholders to ensure a successful SC project.
  • Closely coordinate with the Nutrition teams in the OTP and in IYCF activities as well as other staffs in the Primary health care centers.

Properties of the Department

  • Support the opening And running Of Stabilization Center In Monguno PHCC.
  • Ensure nutrition activities are conducted In a quality manner complying with the National and International Protocols.
  • Set-Up And enforce effective referral pathways within The PUI Nutrition Components (CM, OTP, SC and LYCF) And With The Other Departments (Health, FSL And Protection) To Assure PUI Integrated Approach.
  • Build the capacity of the nutrition team on thematic areas related to nutrition.

Mandatory Requirements
Education degree:

  • Qualified and registered national Medical Doctor from a recognized university with a valid practicing license from Medical and Dental Council of Nigeria (MDCN).

Language skills:

  • Good command in English and in local Dialects: Hausa mandatory and Kanuri is a plus.

Computer Skills:

  • Proficient user of MS office (including Word, Excel, Outlook, PowerPoint).

Work experience:

  • At least 2 years of progressive work experience with similar role as SC physician.
  • Demonstrated understanding of the MOH systems and structure.
  • Previous work of CMAM program and with humanitarian organizations is added plus.

Job Title: Monitoring, Evaluating, Accountability and Learning  (MEAL) Officer

Location: Maiduguri, Borno

General Objectives

  • Under the supervision of the Field Coordinator and MEAL Coordinator, the MEAL Officer will contribute to the implementation of M&E activities in the field through supporting Project/Field Officers, partner staffs and Community Facilitators/ Mobilizers in data collection, consolidation and quality management and undertake M&E related activities and implementation of an appropriate monitoring and evaluation system for successful delivery and attainment of project goals and objectives.
  • She/he will also be in charge of implementing the accountability strategy in Kukawa LGA, as well as strengthen capacity-building and capitalization through the development and the implementation of learning tools and process.

Responsibilities and Tasks
Implementation of the Monitoring and Evaluating Plan:

  • Ensure the collection, reporting and validation of monitoring data of project teams and ensure the data reported by Field Officers/Program Managers is accurate and of good quality and reported in a timely manner
  • Produce monitoring checklists and conduct regular joint field process monitoring, quality assessments and data validation, and provide feedback and recommendations for timely improvement
  • Ensure that community leaders and beneficiaries are actively participating in all project and M&E activities
  • Assist the MEAL Manager/Coordinator in supporting project teams in designing and regularly updating project M&E guidelines and tools and ensure that project staff have access and capacity to use the tools
  • Provide training to field level project staff on the use of the M&E system including survey sampling and piloting of M&E tools, conducting assessments and the implementation of periodic evaluation activities including baseline surveys, research and evaluations in all sectors
  • Ensure utilization by all projects of appropriate data collection and reporting templates that facilitate the acquisition and aggregation of data
  • Undertake regular visits to field locations/project sites to support monitoring and evaluation processes and activities related to all sectors of PUI interventions
  • Support supervision of base level project staff and ensure that their capacities are built and that they are supported to deliver on their day to day M&E work by constant communication and joint field level M&E activities

Implementation of Accountability Strategy:

  • Support the MEAL Assistant in establishing a complaints and feedback mechanism (CFM) based on the highest levels of integrity which beneficiaries will trust and ensures that they can make confidential complaints and be confident of the response processes
  • Ensure that feedback is routinely recorded, reviewed and responded timely in line with feedback mechanism guidelines
  • Ensure that CFM database is regularly updated by the MEAL Assistant
  • Share the periodic CFM report with project teams and the MEAL department
  • Support the MEAL Assistant in conducting periodic field visit to ensure that accountability systems are in place and the necessary support is provided as needed
  • Review accountability systems periodically and update any changes if deemed necessary in consultation with the MEAL Manager/ MEAL Coordinator
  • Participate in internal and external meetings related to humanitarian accountability

Internal and External Reporting:

  • Update the Field coordinator and Program Managers on daily achievements and challenges encountered on the field, at the end of each day
  • Verbally contribute and participate in weekly base meetings including accurate reporting on successes and challenges

  • Develop reports that synthesize and synchronize initial key finding (needs) and results (outputs/outcomes) such as indicator tracking table, etc.

  • Perform administrative support activities for the Field coordinator/, but not limited to, preparation of meetings related to MEAL field, recording of minutes, verbal and written translation

  • Manage the supply of materials to the work site in collaboration with logistic department

Team Management:

  • Provide day to day supervision to the MEAL Assistant
  • Plan the MEAL assistant tasks on daily basis
  • Ensure that coaching and performance plans are completed on time and with adherence to PUI standards.

Qualifications
Mandatory Requirements:

  • Education degree: At least a diploma or degree in social sciences, Statistics, Demography, Sociology
  • Work experience: At least two years similar experience in an NGOs/On-site training in social or monitoring work
  • Knowledge and skills: Good analytical and writing skills//Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions and capacity building activities,
  • Computer skills: Knowledge of the MS office software (including Word, Excel, Outlook), knowledge of data collection software (KoboCollect, ODK, etc.) and a basic understanding of data analysis packages such as SPSS, Epi-Info etc. 
  • Language skills: Fluent in Kanuri, Hausa and English.

Job Title: Monitoring and Evaluation Officer

Location: Maiduguri, Borno

General Objective

  • The M&E Officer will work under the direct supervision of the Deputy MEAL Manager in the Coordination office based in Maiduguri, with travel to bases as needed.  The M&E Officer will be responsible for ensuring the complaints handling mechanism is in place across PUI projects.
  • S/he will be responsible to fulfil requirements under the hap humanitarian accountability partnership (hap) standards especially in regards to information sharing, beneficiaries' participation, complaints and response mechanism and accountability in monitoring, evaluation, accountability and learning.
  • S/he will ensure clear and transparent rules for raising and processing complaints are established and that complaints are recorded and addressed by relevant parts of PUI  within a reasonable time-frame and will utilize the information received through the feedback channel to produce periodic reports and analysis that can strengthen programming and increase overall organizational accountability.

Role and Responsibilities   

  • M&E: She/he will implement all M&E field-related activities;
  • Logistics and Administration: She/he will express and anticipate logistical and administrative needs related to M&E activities he or she is implementing;
  • Safety and Security: She/he will follow safety and security rules in the base and will transmit all safety and security information to the Deputy MEAL Manager/MEAL Manager.

Specific Objective and Linked Activities

Mandatory Requirements

  • Education degree: University Degree preferably in Statistics, Information Management, Management, Social Sciences or related fields.
  • Work experience: Minimum of three (3) years’ experience working with NGOs or Government Agencies in Planning, Monitoring and Evaluation and implementation of accountability programming in humanitarian or development programs.
  • Knowledge and skills: Strong analytical and critical thinking skills and ability to work in a diverse team and manage complex and sensitive organizational relationships.
  • Language skills: Fluent in English, Hausa and Kanuri mandatory (speaking/reading/writing);

Computer Skills:

  • Competence in using information technology including experience with word-processing, spreadsheets and database software.
  • Experience using SPSS, Stata or EPI info is desirable.
