  • International Medical Corps has been operating in Nigeria since 2013. International Medical Corps has received funding from the European Commission Humanitarian Office (ECHO) for a nutrition project in Sokoto State aiming at reducing the burden of malnutrition in children under five and pregnant and lactating women in Binji and Wamakko LGAs.
  • There is also an ECHO, OFDA and WFP funding in Borno for Emergency WASH, Food Security, Nutrition Health and Gender Based Violence Interventions for Conflict Affected populations in Maiduguri.
  • In Kano and Borno, the Core Group Polio Project (CGPP) is a multi-partner initiative that coordinates NGO activities to strengthen national and state immunization system to eradicate polio.
  • IMC is an implementing partner under CGPP polio eradication project in six LGAs through the local partner in Kano and eleven LGAs in Borno.
  • This project contributes to eradicate polio by increasing immunization rate and improving acute flaccid paralysis surveillance in the project population.
  • The project is supporting MOH and LGA efforts to strengthen immunization systems, building effective partnership with the state officials as well as local partners.
Job Summary
  • The Emergency Program Coordinator oversees International Medical Corps' response in assigned Field Site (Borno office) and is responsible for timely program implementation and support.
  • The Emergency Program Coordinator provides supervision and leadership to both program and operational staff at the field site (in collaboration with Department Heads, Program Managers, budget holders and Program Director, ensuring adherence to agreed work plans and reporting schedules as well as full compliance to International Medical Corps’ policies in the areas of Finance, HR, Logistics and Information Management.
  • The Emergency Program Coordinator works in close coordination with Program, Finance, HR and Logistics senior staff, as well as technical staff to ensure the operation in Borno site.
Essential Duties & Responsibilities

Program Management and Development:
  • Support and oversee the day-to-day implementation of the operation in the field site, providing constructive supervision to the Program Coordinators, Managers to implement, monitor and evaluate work plans and monitoring & evaluation mechanisms.
  • In close collaboration with the Program Director, Department Heads, Program Coordinator and Program Managers, lead the field-based teams in the development of new proposals and initiatives in accordance with the country strategic aims.
  • Participate in the development of new business, program proposals and budgets in conjunction with the Senior Leadership Team (SLT). Contribute to the policies, structure and strategic development of IMC.
  • Ensure accurate reports are submitted in a timely manner for all activities occurring within the project sites.
  • Be ready for any emergency response that may occur and be able to respond accordingly in collaboration with the Programme Coordinator
Human Resource Management:
  • Provide direct administrative support and supervision to the field site's HR lead, ensuring recruitment, staff orientation, payroll preparation, leave management and exit management processes are carried out timely and in line with relevant policies and procedures.
  • Ensure all staff in the field site know and understand IMC’s global and in-country HR policies and standards for professional conduct.
  • Document and address breaches of policy and disciplinary issues in coordination with the HR Manager.
  • Ensure all mandatory training is undertaken.
  • EPC should work with HR Manager and FAD in ensuring personnel is managed appropriately
Finance, Logistics and Information Management:
  • In close coordination with the Finance department, ensure proper financial, logistics and information management systems and control mechanisms are in place and adhered to in line with the International Medical Corps' global and in-country finance and logistics policies in Borno site (including Damboa and Dikwa suboffices).
  • Provide administrative supervision and leadership to the field site's finance and logistic personnel.
  • Review and ensure timely submission of finance and logistics reports from the field site as required.
Representation and Coordination:
  • Represent International Medical Corps with local government authority, UN agencies, NGOs, and donors at the field site level.
  • Engage and or delegate to program staff for sector representation as appropriate.
  • Represent International Medical Corps with beneficiaries and communities to encourage accountability to those we serve.
  • Upon request by the Senior Leadership Team, organize and facilitate field visits for stakeholders interested in International Medical Corps' field response.
  • Ensure regular and strong coordination between all staff and their department supervisors
Security Management:
  • Working with the Borno Security staffs (Security Manager and Rover) to ensure all staff in the field site know and understand International Medical Corps' local security regulations; to monitor the field area of operations security situation, attend security meetings and inform Senior Management of any relevant issues.
  • Assist with the development of SOPs for the area.
Compliance & Ethics:
  • Promotes and encourages a culture of compliance and ethics throughout International Medical Corps.
  • As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.
  • Conducts work with the highest level of integrity.
  • Communicates these values to staff and to partners and requires them to adhere to these values.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Qualifications
  • University degree preferably in Humanitarian or other relevant studies
  • Over three years of professional experience in Humanitarian/Emergency at least one year in developing countries or resource deprived environment
  • Experience in project development and management with Supervisory experience
  • Experience in different sectors such as Nutrition, WASH, NFI distribution, Health, Food security, Protection
  • Familiarity with relevant stakeholders, especially potential donors (USG funding, ECHO, international organizations (UN agencies)
  • Good understanding of financial management and strategic planning
  • Understanding and ability to work in unstable and multi-cultural environment (cultural sensitivity)
  • Extremely flexible, and have the ability to cope with stressful situations and frustrations
  • Full computer literacy and adequate administrative skills
  • Fluency in written and spoken English.

  • To provide PHC integrated support services at health facility and community level for disease prevention activities, Health Education, Routine and Polio Immunization, maternal and reproductive health including services monitoring and supervision of Health volunteers in IDP clinics and host community in Damboa.
Roles and Responsibilities
  • Support delivery of integrated primary health care services at health facility and community level
  • Support treatment of cases using standing orders, keeping track of Malaria, Malnutrition and diarrheal cases
  • Support ANC services and deliveries, keep track of deliveries and referral of maternal complications
  • Support PHC maternal and Neonatal activities
  • Supervise volunteer health workers at community level
  • Conduct bi -weekly review meeting with volunteer health workers

  • Monitor and supervise Health Volunteers (HVs)working in the community
  • Supervisory Responsibilities: To be Supervised by Health Manager at Maiduguri Office.
Qualification and Experience
  • Bachelor’s Degree or Higher Diploma in Community Health, National Certificate for Community Health Extension worker, National Certificate for Community Midwifery, National Basic Midwifery Certificate.
  • 1 to 2 years’ post NYSC or exemption working experience in PHC Clinic
