Valfasam Care Initiative (Valfasam) is a National Nongovernmental Organization led by women and Youth, founded on 14th February 2022. Valfasam is committed to improving the lives of women, children and young people by enhancing peace, improving livelihood, education, health and protection by identifying, and supporting the less privileged within communities. We also work to provide access to safe drinking water, proper sanitation facilities and improved hygiene practices through consultation, direct project execution, awareness campaigns, advocacy, capacity building and research. Position Summary
- We are seeking a dynamic and experienced Humanitarian HR Officer to join our team. The successful candidate will play a crucial role in managing human resources functions in our humanitarian programs.
- This role requires a person who is proactive, compassionate, and capable of working in challenging environments to ensure our staff are well-supported and our programs run smoothly.
The Role
- The Human Resources Officer contributes to the accomplishment of Human Resources practices and objectives that promote a collaborative, employee-focused, high performance culture and the recruitment and ongoing development of a diverse and inclusive workforce.
- The HR Officer will serve as the focal point in areas of recruitment, onboarding/offboarding, HR compliance and VCI’s HRIS. The HR Officer will also be responsible for the administrative coordination and support of a number of HR areas including; payroll, benefits, records retention, and compliance reporting.
- Reporting to the Director, of Human Resources, the HR Officer will play a vital role in helping to develop and maintain a positive organizational culture and working to champion diversity, inclusion, and belonging initiatives that contribute to a positive and consistent employment experience for all employees.
- The HR Officer will also support the strategic development and implementation of the performance management process, talent development, and employee engagement.

Responsibilities
Recruitment/Onboarding:
- Support all aspects of the recruitment process: posting and managing job descriptions, researching relevant job boards, screening resumes, liaising with candidates, and arranging phone screens and interviews; corresponding with hiring managers and providing support and guidance to managers throughout the hiring process.
- Facilitate employment verification and background check screenings for applicable candidates.
- Oversee onboarding process for all new hires; work closely with hiring managers and other departments (IT/Finance) to coordinate and schedule key trainings, meetings, technology, and space.
- Help design and implement the new hire orientation and onboarding program and procedures.
- Oversee the offboarding process for all staff exiting the organization, including conducting exit interviews, termination of benefits, etc. Provide voluntary terminations with exit interview materials, including benefits information, key contact information, and a termination checklist.
- Provide excellent customer service via email, phone, or in person; answer questions from employees and the general public regarding human resources issues, and respond to employment verification requests and other requests for information.
HRIS/Benefits Administration:
- Serve as the focal point for HRIS and all integrations, partnering with finance on payroll and all vendor payments, and ensuring all record-keeping is up to date and compliant; creating new systems that help to track record keeping.
- Support all VCI benefits administration, including preparation and submission of all invoices; onboarding/offboarding of employees from payroll and benefits; ensuring all benefit information is up to date and posted in HRIS.
- Develop and maintain up-to-date benefits onboarding materials for new employees.
- Establish and maintain positive working relationships with all vendors and service providers.
- Maintain accurate and up-to-date HR-related vendor contracts/agreements (including consulting firms, third-party administrators, consultants, etc.).
Compliance, Administration & Management:
- Ensure the organization is ahead of policy and compliance changes and best practices; ensure all employee handbooks and policies are up to date; recommend new policies and changes as the field and organization evolve; develop processes and metrics that support assessing the impact of HR systems.
- Schedule and provide logistical support for meetings, including organization-wide training, team meetings, and information sessions hosted by the department.
- Research best practices and support the department with projects, including performance management, compliance audits, and open enrollment.
- Run and submit HR compliance testing as required.
- Ensure the integrity of all employee data in HRIS including relevant forms and visa holder information.
- Maintain employee records (attendance, EEO data, etc.) according to policy and legal requirements.
Support VCI Fellowship program:
- Play an active role in formulating methods to improve employment policies, processes, and practices as well as recommending changes to management.
- Perform other administrative duties as assigned.
Qualifications
- 3-5 years of relevant HR work experience.
- Knowledge of various HR functions and local labour laws.
- Approachable, trustworthy, and demonstrated sound judgment in all interpersonal interactions.
- Ability to establish and maintain strong working relationships with colleagues.
- Motivated self-starter with the ability to manage time effectively; able to work well independently as well as within a team.
- A proactive approach to identifying problems and recommending solutions.
- Ability to manage a variety of priorities with a flexible approach as business needs change.
- Strong customer service orientation.
- Strong commitment to the mission of VCI; familiarity with or interest in the humanitarian or development sector is a plus.
- Ability to maintain a high level of confidentiality and exercise discretion at all times.
- Highly organized individual with superb attention to detail, including proofreading.
- Analytical with the ability to review and synthesize large amounts of information and data in order to make sound recommendations to leadership.
- Ability to manage cross-organizational relationships and balance employee needs and concerns with the organization’s policy and management concerns.
