The Alliance for International Medical Action (ALIMA) is an independent humanitarian medical NGO that was created in 2009 by professionals of humanitarian medicine. ALIMA’s mission is to provide medical care in emergency situations or medical catastrophes.
We are recruiting to fill the positions below:   Job Title: Country Pharmacist Manager - M / F Location: Borno State / Maiduguru & other projects of ALIMA (currently in Monguno, Baga, Askira-Uba, Jere LGA) Report to (technical): Medical Coordinator-Nigeria
Context
  • In Nigeria, ALIMA is running four health and nutrition projects in Borno State: Monguno, Baga and Maiduguri, Research and Lassa fever response in Ondo State, OWO. ALIMA’s teams in Nigeria represent about 40 expatriates and 300 national staff.
Mission and Main Activities
  • Coordinate, deploys and supervise all pharmacy related activities in the Mission, according to ALIMA standards and values, the Medical Coordinator instructions, national and international laws and regulations, in order to ensure the quality and proper organization of medical procurement processes, procedures and protocols, the proper management of project medical stocks and, in collaboration with the Medical Coordinator, the proper use of medicines and medical equipment. He is the right-hand man of the medical coordinator concerning the pharmacy.
To the country's medical authorities:
  • Monitor closely the national drug supply, especially for projects in which ALIMA works closely with the Ministry of Health.
  • Support and participate in all drug and medical material supply processes and facilitate correct stock management and transport/storage procedures, in order to ensure the availability of stock in all projects avoiding expiries/overstocks and stock-outs and ensuring its overall efficiency and rationalization.
  • Support MedCo in representing and defending ALIMA’s interests before the Ministry of Health and other local authorities or local suppliers for any issue concerning pharmaceutical supply, in order to ensure stock procurement in the mission & projects while accomplishing national laws and regulations and following ALIMA protocols.
  • Ensure a close follow up of the National Process for drugs importation (NAFDAC list) and Support the Medical Coordinator in order to validate a national pharmacy at Abuja or Lagos to ensure good quality of local medical purchases for those items under NAFDAC control and prohibited for importation.
Data collection and analysis:
  • Collects, verifies and analysis monthly consumption statistics and data and other data and indicators for reporting (monthly, quarterly).
  • Collecting and analyzing stock indicators according to physical records and logistic software (stock levels, pre-stock-outs, over-stocking, donations, expired products, not moving stock disposal) across different projects and together with the medical coordinator take corrective decisions when necessary according to ALIMA procedures and national legislation (specifically in case of expired drugs). Responsible for follow-up of loans/donations
Management of drugs and medical equipment:
  • Ensures that all inventories of drugs and medical devices exist and are updated, and participates in reporting according to ALIMA guidelines (Sitrep, medical statistical reports, etc.)
  • Ensure the appropriate storage and management of stocks of narcotic and psychotropic drugs, in accordance with national legislation, and allow the traceability of these products in particular.
  • Reports on the use of drugs and medical devices distributed according to protocols, reporting anomalies.
  • Provides technical support to the pharmacy on all issues related to pharmaceutical information, drug use (protocols and rational use), side effect management, compliance issues, etc
  • Carries out regular technical visits to project sites to ensure the proper organization of activities and the management of the pharmacies of the various projects.
  • Coordinate the running of the pharmacies across the mission, ensuring the proper implementation of and proper use according to ALIMA protocols of pharmacy management and monitoring tools (daily monitoring sheets, order forms,), procedures and dispensing practices to be followed by all staff, in order to ensure the quality of the service given to the population
Medical supplies and orders:
  • Follow the QUAMED process for the validation of National Pharmacies.
  • Function as technical Pharmacy support regarding all questions related to pharmaceutical information (NAFDAC list for importation), medication use (protocols and rational drug use), management of side effects, adherence issues etc.
  • Follows the procurement procedure and takes any necessary corrective measures, maintains regular communication with medical, logistical, HR and financial departments regarding the management of medical supplies and pharmacy.
  • Assists the Medical Coordinator to ensure that local medical purchases are made from approved sources.
  • Support the Medical Coordinator regarding the follow-up of EPREP planning, composition and maintenance of medical emergency kits
  • Collaborating in budgeting and preparing drug and other medical material orders together with Medical and Logistic Coordinators.
Human Resources Management:
  • Carry out at least once a year the evaluation of his direct collaborator (mission pharmacy supervisor).
  • Leads and organizes regular meetings of his team.
  • Plan and supervise, in close coordination with the Pharmacy Manager, HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required. In case of integration of medical stock under the supply, this includes providing support to Supply Log in this capacity to ensure the medical stock and pharmacy management according to recommended guide lines/procedures
  • Ensure that the work of pharmacy teams in the various projects is well organized according to program requirements
Experience and Skills Educational:
  • Essential two years’ experience in pharmacy management in hospital
  • Previous experience with ALIMA or other NGO’s in developing countries is desirable
  • Ph.D. in Pharmacy
  • Registered Pharmacist + Driving license
Required Skills:
  • Can work and create teamwork, flexible, and committed to the assigned position
  • Interest in and commitment to ALIMA’s activities, enthusiasm to represent the organization to others, to travel to different regions of Nigeria
  • Languages: English compulsory, others are an asset.
  • Advanced knowledge in Pharmacy Management and “Isystock”
  • Essential computer literacy (Excel, Word, Outlook and Internet)
  • Well organized with good negotiation and communication skill
  • Ability to work as part of a team, a part of a multi-cultural and multi-disciplinary team, in emergency and under pressure, to manage stress easily and result oriented
Conditions
  • Salary: Depending on experience
  • Minimum net salary: 1905 Euros per month,
  • Contract term: contract under French law, 6 months.

Job Title: Head of Mission, M/F Location: Maiduguri, Borno
Functional and Managerial Lines
  • He/she works closely with the authorities and NGO partners.
  • He/she creates links with other national and international NGOs, United Nations agencies and state and non-state organizations.
  • The Head of Mission reports to the Desk Programs Manager based in Abuja
  • He/she supervises all the project coordinators and the coordinators of the support departments
Mission and Main Activities
  • The Head of Mission is the representative of ALIMA in Nigeria at Federal Level as well as at local level in Borno State. He/She is here to manage the Nigeria mission, by ensuring that the functioning of all projects is matching ALIMA’s main objective in Borno State.
  • Within the following frame, the HoM is independent and responsible to define and achieve the following operational objectives
We want to provide and ensure an appropriate medical response in emergency and if conditions permit, in early recovery situation:
  • Analyze the consequences of ALIMA interventions (risks, constraints, priorities)
  • A rational use of means and resources to carry out emergency projects - Projects implementation supervision
  • Ensure permanent monitoring of the political, humanitarian and health situation of the state (+ surrounding states in Nigeria + surrounding countries)
We want to be known and accepted by the population as well as concerned authorities in Nigeria:
  • Monitor permanent follow up of potential emergencies in the Northeastern part of Nigeria
  • Create and maintain up a solid network in Nigeria (key persons/institutions)
  • Negotiating and renewing the terms of collaboration (MOU) between ALIMA and the Government or any other institution involved, and keeping national partners informed about ALIMA’s activities on a regular basis.
We want to protect our beneficiaries and our team from the high and volatile insecurity:
  • Alerting the Desk PM immediately of all security incidents or threats that could have an impact on the Mission, the personnel’s security and/or ALIMA’s affairs
  • Writing up reports on each incident linked to security and carefully follow up those affecting ALIMA personnel and monitoring its aftermath, and developing scenarios and contingencies, adopting our programmes and staff setup to minimise risks and exposures
  • In collaboration with the PM, setting up a Crisis Cell in the event of a serious incident if deemed necessary.
  • Bearing the final responsibility for security in the Mission.
  • Evaluating the risks and threats linked to the implementation of ALIMA’s activities throughout the Mission.
  • Defining and updating the mission’s security policy (in consultation with the teams) and submitting it to the Desk PM for approval.
  • Checking compliance with security rules (by holding regular meetings) as set out in the security guidelines, which S/he updates on a regular basis. Checking that international and delocalized personnel receive any necessary security briefings, and stays informed of any risk in all the projects.
  • Maintaining up a network of information allowing the monitoring of developments in risks and threats.
  • Keeping Headquarters informed of any new risks taken and developments in the security context.
Our 4 years of presence has shown us how worrying the medical situation of Nigerian populations in Borno State is: we want to deploy the necessary means to stay beneficiaries/patient-oriented action:
  • Evaluating the need of opening new projects
  • Ensuring an effective internal and external communication policy for the projects
  • Supervising the project proposals according to the needs on field. Ensures that the distress of the populations affected is documented, described and appropriate responses are proposed.
  • Writing and sharing periodic operational reports
We need a solid and cohesive team on the field, to provide the best and in time care:
  • Organization and facilitation of coordination team meetings.
  • Drafting of individual action plans for the Project Coordinators and other coordinators in collaboration with their technical referents at headquarters.
  • Leading, briefing/debriefing, coaching, etc. of team members
  • Definition of job profiles, monitoring, goal setting, support and evaluation of ALIMA employees in the CAR;
Experience and Skills
  • Strong leadership and ability to inspire and bring together various profiles, team management as well as management/ training capacity
  • Strong organizational capacities;
  • Ability to work rapidly under short deadlines
  • Proven writing and spoken English are required; knowledge of the local language is an asset
  • Language: English is mandatory (written, read, and spoken), French is an asset.
  • University degree in Medicine, Public Health or Paramedical, International relations or any other relevant education
  • Previous experience working with ALIMA in a similar role is an asset. Project management experiences with ALIMA or international medical NGO, at least three years, is required
  • Experience in Security Management; conflict or post conflict, access constrained and resource poor context.
  • Strategic vision, large portfolio and multi-donor budget management. Knowledge of and experiences with key institutional and development donors eg OFDA, ECHO, EU, UNICEF
  • People management
  • Strong negotiation skills with key government, donors and partner organizations.
  • Ability to delegate, and at the same time, to follow up several projects in several areas
