The Emir performed the legislative functions under the emirate system. It should be understood that the laws of emirate were the Islamic or Sharia laws. Where the laws were clear they were to be enforced. But where the Islamic laws were silent. Emirs had power to make laws to provide for peace, orderliness and good government.

Lyttleton Constitution was the first federal constitution in Nigeria.

1. The 1954 constitution divided the country into three regions. Each region had it own legislature and functions to preform.

2. Division of powers between the regions and the Federal Government. The powers were shared as follows:

i. Exclusive list: for the federal

ii. Concurrent list: for both regions and the federal

iii. Residual list: for the regions alone.

3. Establishment of new council of ministers

4. Legislative autonomy to the regions

5. Appointment of regional premiers by the regional Governors.

6. Provision of different electoral laws for the regions

with this, it should be observed that Oliver Lyttleon Constitution of 1954 introduced the true federal constitution in Nigeria.
