Objectives of the Programme
- The mission of WHO's Health Emergencies Programme (The
Programme) is to build the capacity of Member States to manage health
emergency risks and, when national capacities are overwhelmed, to lead
and coordinate the international health response to contain outbreaks
and to provide effective relief and recovery to affected populations.
Description of Duties
- During deployment, the duty station may change, and duties may
be modified, based upon the technical needs of the Programme. Depending
on the level and complexity of the incident, the incumbent might be
performing all or some of the following duties:
- Manage the team, guide, and ensure implementation of the
response plan. Set standards and norms, develop and disseminate
technical guidance and validate training, resource mobilization and
communication materials.
- Under the guidance of the Incident Manager, manage the coverage
of all health operations in support to the MOH, work with partners and
facilitate the implementation of WHO's most effective prevention,
control and response measures.
Communicable diseases:
- Ensure the planning and implementation of communicable diseases
programmes addressing the risk of outbreak and/or health emergency,
co-develop action plans for interventions in high-risks groups and
recommend measures for special attention.
- Monitor the early prevention, detection, verification,
assessment and investigation of any risks of outbreaks and the
dissemination of data related to the occurrence of outbreaks
- Manage the rapid response teams responsible for the rapid investigation of alerts, field risk assessments and early response.
- Monitor that health facilities provide quality preventive and
curative health care to the affected population and continue to deliver
routine essential health services in addition to responding to the cause
of the crisis. Make appropriate recommendations where necessary.
- Support capacity-building and training of local staff on best
preventive, diagnostic, control and curative knowledge, practices and
standards. Prevention and control measures
- Make recommendations and give guidance on relevant courses of
actions to be taken in affected as well as non-affected areas/countries
in order to prevent and/or control cause of excess morbidity and
mortality.
- Provide technical assistance on vaccination, enhanced
surveillance, vector control, infection control (including personal
protection), enhanced sanitation and hygiene, increased provision of
water and/or nutrients, prepositioning of drugs and medical supplies,
etc.Sciences and research
- Conduct research in etiology, physiopathology, transmission,
reliable and rapid diagnostic, effective prevention and treatment of any
of the causes of excess morbidity and mortality of the affected
population and recommend remedial actions.
- Support the information systems on communicable diseases and the
monitoring of progress towards universal health coverage (UHC)
facilitating integration with the national health information systems.
- Conduct the periodic reporting and treatment of communicable diseases activities.
- Ensure that the messages are technically sound and
socio-culturally appropriate to induce, engage and empower stakeholders
in the prevention, mitigation and control of risksHealth service
delivery
- Support national authorities and partners on equipping the
health facilities with the necessary infrastructure, equipment, drugs,
public health laboratories and blood safety, and medical supplies to
address the existing and foreseen risks and to prevent the dissemination
of infectious diseases within the facilities.
- Perform all other related duties as assigned.
Required Qualification
Education:
- Essential: Advanced university degree (Master's level or above)
in Medicine, Public Health, Epidemiology, Tropical Medicine, Health
Systems/Services Administration or related field. First university
degree in medicine or public health from an accredited/recognized
institute.
- Desirable: Specialized training in emergency management; specific training in humanitarian response.
Experience:
- Essential:
- At least seven years of related experience, at the national
and international levels, in health operations, with proven experience
in managing outbreaks and health emergencies.
- Related experience in managing human and financial resources.
- Desirable:
- Relevant work experience in outbreaks and/or health emergency management.
- Related experience in development and implementation of strategies and action plans within WHO and/or UN agencies.
- Experience working in relevant nongovernmental, health cluster partners or humanitarian organizations.
Skills:
- Additional mandatory competency: Fostering integration and teamwork.
- Demonstrated skills in and knowledge of the rapid response
operations and their implementation in emergencies as related to public
health, complemented by demonstrated ability to identify and manage
difficult situations.
- Proven skills to manage multidisciplinary and multinational staff.

techniques of public health, communicable diseases and health service
delivery.

Remuneration
- WHO salaries for staff in the Professional category are
calculated in US dollars. The remuneration for the above position
comprises an annual base salary starting at USD 69,032 (subject to
mandatory deductions for pension contributions and health insurance, as
applicable), a variable post adjustment, which reflects the cost of
living in a particular duty station, and currently amounts to USD 1611
per month for the duty station indicated above. Other benefits include
30 days of annual leave, allowances for dependent family members, home
leave, and an education grant for dependent children
- Please note that the compensation package for Professional and
higher category staff in the UN common system is currently undergoing
changes in accordance with UN General Assembly resolution 70/244 of 23
December 2015. The remuneration amounts indicated above are, therefore,
subject to change. The changes will be implemented, retroactively to 1

Job Description
- During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.
- Strategy & management Actively participate in the overall
management of the WHO emergency response through providing the incident
manager with an OSL strategy to ensure the effective integration of
logistics operations into WHO's and the Health Cluster's overall
incident management system.
- Plan an end to end, timely and efficient provision of quality
and adequate equipment and consumables to support emergency response
operations, aiming to reduce the consequences of crises on health
systems and populations.
- Establish partnerships, operational synergies and coordination
of the logistics response, at national level, to ensure an effective
management of an outbreak and/or health emergency incident, ensuring
close engagement with the national authorities and partners in both the
Health and Logistics Cluster (or similar coordination structures).
- Lead and manage the OSL field incident management team, ensuring
compliance of the services provided with the OSL procedures and the
WHO/OSL quality standards.
- Supply chain management:In compliance with the WHO rules and
regulation, based on a comprehensive forecast of the supply needs and
whenever possible with the support of the UN partners present (WFP and
logistics cluster): Plan and oversee the effective transportation,
delivery and storage of national and international operational support
and programme supplies, for WHO's incident management operations in the
field.
- Liaise with responsible officials the timely and efficient
customs clearance, reception of international supplies; adapt existing
or develop, and implement inventory/stock control management mechanisms;
develop and apply monitoring tools, and reporting systems.
- Supervise the maintenance of the required stockpiles of
essential incident management equipment, e.g. personal deployment
material, radios, satellite telephones, IT equipment, etc.When required,
support the national authorities in leading and coordinating the
national distribution plan of essential items to the health facilities
network.
- Health logistics: Manage a robust organizational model and adequate means to support WHO mobile/ambulatory health activities.
- Oversee that Health facilities supported by the WHO are
adequately set and equipped up to standard to sustain the medical
activities conducted.
- Provide adequate support to the laboratories (supported by WHO)
including adequate supply of renewable items and safe transportation of
sample when required
- Ensure, for all health activities supported by the WHO, that
water, sanitation and infection control required activities are in place
and up to standards.
- Security support: Cooperate with the Field Security Officer in
ensuring the well-being, security and safety of the WHO team members and
responders providing the organization with the required means and setup
to ensure applicability of the WHO site event risk reduction policy.
- Assessment and monitoring: Proactively participate in regular
field assessments to monitor supply management, stock movements and
storage conditions.
- Conduct field visits to assess locations/buildings to be
selected for establishment of WHO field offices in compliance with MOSS
rules and procedures.
- Operation's support:In close collaboration with the WHO
Administrative Officer, coordinate the establishment of the required
field Offices and telecommunication network capacity in compliance with
WHO rules and procedures.
- Ensure adequate staff transportation means and organizational
set up. In compliance with WHO standard, supervise the fleet management
procedures including planning, maintenance, monitoring and reporting.In
close cooperation with the Field Security Officer, ensure that
appropriated and safe living condition are provided to the WHO deployed
staff and responders.
- Other: Perform any other related incident-specific duties, as required by the functional supervisor.
Required Qualifications
Education:
- Essential: University degree in Public or Business
Administration, Logistic Management or Engineering from an
accredited/recognized institute.
- Desirable: Professional certification/qualification in areas
such as transport, distribution and supply chain management. Degree or
training in information management systems and their application to
logistic, transport or supply management and monitoring.
Experience:
- Essential: At least 7 years related experience, at the national
and international levels, in managing emergency logistics operations and
supply operations in international organizations/institutions, part of
which in the field supporting emergency humanitarian operations.
- Desirable: Prior working experience with WHO, UN Agencies,
Health Clusters Partners, recognized Humanitarian Organizations or with
an international Non-Governmental Organization.Experience or knowledge
of import/export and customs administration.
Skills:
