We partner with government agencies, private sector companies and leading international development organizations to conduct research, analyze policies, develop strategies and implement programs that promote sustainable food security and improved nutrition. We have worked on a variety of projects across West Africa, including in Benin, Burkina Faso, Ghana, Mali, Nigeria, and Senegal.
Sahel Consulting and SNV Netherlands Development Organization (www.snv.org ) are looking for experienced candidates in preparation of an expected Request for Proposals by the Embassy of the Kingdom of the Netherlands for a 4-year vegetable project, with most of its activities in Kano and Kaduna states. Staff can be based in Abuja or in the target areas of the project.
We are recruiting to fill the position below:
Job Title: Senior Expert Horticulture Production
Locations: Kaduna and Kano
Employment Type: Full-time
Tasks
- Management Component 2: Sustainable Intensification; including annual planning, monitoring and reporting.
- Develop partnerships with Kaduna and Kano Ministries of Agriculture for strengthening horticulture extension services.
- Develop partnerships with private extension providers, companies, NGOs, digital service providers and others for strengthened service provision
- Set-up monitoring, evaluation and learning plan and system for extension activities for the project (by service providers, extension agents, adoption of improved practices by smallholders).
- Develop and guide the implementation of a strong gender, youth, inclusion strategy of this component.
- Facilitate availability of quality inputs (including seedling supply) in project areas (in collaboration with Component 1).
- Facilitate financial service providers to engage with smallholders, their associations and intermediary agencies.
- Coordinate and collaborate, develop synergies with similar initiatives and projects.
- Strengthen relevant local business, farmer, trader associations in coordination, service delivery and advocacy.
- Develop extension materials to support field-level extension activities and extension guidelines for implementers.
Experience
- At least 10-year experience with horticulture production on commercial farms, up-to-date with modern horticulture practices
- At least 10-year experience in working with horticulture smallholders
- At least 10-year experience in managing agriculture extension projects, with demonstration plots, managing of private service providers, training of service providers and government extensionists, improving input supply, financial service providers.
- Working experience and existing network with state-level agriculture ministries, agricultural colleges and universities in Kaduna and Kano are an advantage
Job Title: Senior Expert - Value Chains
Locations: Kaduna and Kano
Employment Type: Full-time
Tasks
- Manage sub-component Spot markets; including annual planning, monitoring and reporting
- Support and undertake value chain analysis (including analysis of systemic issues) with support of service provider
- Contribute to matching grant strategy, manual and procedures
- Facilitate multi-actor value chain upgrading plans with committed value chain actors in input, output markets, business service providers
- Manage matching grant fund and monitor quality implementation of agreed, multi-actor value chain upgrading plans
- Develop and guide the implementation of a strong gender, youth, inclusion strategy of this (sub-) component.
- Ensure focus on contributing to solving identified systemic issues, upscaling of commercial solutions and new practices, tracking of systems change.
- Coordinate, collaborate and develop synergies with similar initiatives and projects.
Experience
- At least 15-year experience in working with the private sector
- At least 10-year experience in managing private sector development projects, including matching grant facilities, multi-stakeholder processes.
- Extensive knowledge and skills of value chain analysis, market systems development, systemic change, spot market, informal markets, trader networks.
- Extensive network with horticulture companies, input suppliers, business service providers, commercial banks, business associations, etc.
- Experience in horticulture value chains, experience in Kaduna and Kano is an advantage
Job Title: Senior Advisor - Policy Development
Locations: Kaduna and Kano
Employment Type: Full-time
Tasks
- Facilitate agenda setting for horticulture sector issues within Kaduna and Kano states with LGAs, ministries of agriculture, farmer and business associations, companies.
- Facilitate activities aligned to agenda setting, in close collaboration with key actors, fostering collaboration between different levels in the sector.
- Facilitate state-level horticulture strategies for Kano and Kaduna, and support ministries of agriculture in implementation through facilitation and coordination. Alternatively, develop state-level multi-stakeholder horticulture road-maps
- Facilitate a sector learning agenda and coordinate for its implementation, organise events and partnerships.
- Commission studies and publications to support agenda setting and learning agenda and collaborate with Dutch knowledge organisations where possible.
- Manage TA and training packages for government agencies and sector organisations with regards to policy development, implementation and follow-up.
Experience
- 5 years work experience in policy development, implementation and follow-up with government agencies.
- Proven track-record in facilitating high-level meetings as well as bottom-up processes
- Strong network and position with government agencies, farmer and business associations, civil society organisations.
