Job Title: UFR Installation HSE Supervisor

ACTIVITIES
The UFR HSE Supervisor will report on daily basis to Company Representative on board the vessel/RSES-D. The role will also have a functional reporting line to the UFR Package HSE Coordinator. The SERVICE holder will have the responsibility to ensure that for all UFR vessel Construction activities offshore SITE, HSE is given the right level of attention throughout all phases of the project and that corresponding requirements stated in Contracts Exhibit L and General Specification are properly implemented by all involved.
The SERVICE holder is directly responsible to:
  • Assisted and advised the Company Representative on board the vessel/RSES-D on HSE matters as per
  • Contractors’ compliance to the Company Project HSE plan, Approved HSE Bridging procedure and Exhibit L
  • To monitor the implementation of the approved Contractor and sub-contractor project HSE plan and referenced procedures including HSE bridging documents
  • Participate in Risk Assessment and SERVICE Safety Analysis studies dedicated to vessel construction operations in hands on board and ensure they comply with related company General Specifications and Guide manuals.
  • Monitoring and reporting the Health, Safety and Environmental performance of the Contractor and its sub-contractors on site.
  • Undertake site regular weekly HSE audits & inspections, and ensure corrective action recommendations are conclusively closed-out.
  • Participate in the site emergency preparedness and follow-up the improvement measures undertaken after the regular drill/exercise.
  • To participate in daily/shift tool box meeting, monthly/weekly HSE Meetings and any required specific HSE meetings.
  • Take part in the preparation and attend the meetings of the site HSE committees 
  • To focus on the early identification of potential problems and to propose appropriate solutions to HSE Superintendent.
  • To attend regular meetings with contractors’ HSE representatives to discuss and agree on HSE concerns and potential hazards.
  • To be proactive in promoting HSE awareness at all levels within the project team and contractor personnel.
  • To monitor the implementation of control measures identified during risk analyses while carry out the construction activity.
  • To assist in the investigation of accidents and incidents to determine their underlying causes, report anomalies and check corrective  actions.
  • To monitor the implementation of actions arising from incident, accident, audit and inspection analyses
  • To check first aid materials and HSE equipment are available on board the vessel.
  • To carryout daily site surveillance of all work area onboard the vessel, carry out audit on validated PTW in use at various work stations for compliance with Company rules and international and Local safety Regulations.
  • To carry out an initial HSE inspection of work area and assess the task to be carried out, and ensure it’s done as per procedure and the safest manner possible as stipulated in the PTW.
  • To ensure proper Environmental Management practices and correct waste management system is in place as stipulated.
  • To assist in the implementation of emergency procedures and on board vessel Drills to ascertain crew preparedness to emergency situation and recommend improvement on required areas.
  • To report anomalies and incident and participate in Contractor incident investigation and report in Company format as required in Company Synergi system.
  • To prepare and submit HSE daily and weekly report to UFR HSE Coordinator and the Project Management Team through Company Representative on board the vessel/RSES-D.
  • To ensure suitable and task related Training courses/HSE campaigns are being carried out to promote HSE awareness and practice to all crew member on board.
  • Work also as a Company PTW coordinator on board the Contractor installation vessels in Liaison with the Company PTW Coordinator of the FPSO and Drilling Rig.
  • To carry out any other duties or tasks that may be assigned by his hierarchical superiors.
HSE
  • To fully comply with offshore security, health and safety instructions.
  • To stay vigilant and maintain continuous awareness of hazards and surroundings.
  • To also take care of colleagues safety and behaviour without hesitating to intervene as much as necessary.

The SERVICE holder shall be fully accountable and directly responsible for:
  • Monitoring of implementation of approved Project HSE Plan and contractual HSE requirements (Exhibit L) in all project activities on board the Contractor vessel and offshore SITE.
  • Implementation of safety and security awareness and promotion of best practices with adequate emphasis on the 12 Golden Rules.
  •  Supervision of Health, Safety, Environment and Security activities and reporting of related performance
Job Requirement
  • Graduate Bachelors Degree (BSc) or equivalent in any engineering or physical science, and formal training in HSE with recognized qualification or certification i.e. BOSIET/FOET/HUET & SAS, Safety Management by HSE Professional, HSE auditor, Professional Incident Investigation and all related trainings related to the SERVICE Function
  • Familiar with Offshore related HSE recognize international standard i.e. IMO SOLAS/MARPOL/STCW/ISM, IMCA, etc
  • Minimum 15 years working experience in the Oil and Gas production projects, with minimum 5 years on position(s) of similar HSE responsibilities.
  • Knowledge of risk assessment techniques and experience at organising HAZOPS, HAZIDS, HAZAN and other reviews.
  • Administrative skills including proficiency in typical office applications (Words, Excel, PowerPoint, etc).
  • Fluent in English language and ability to communicate well at all levels within the Company. In addition, the candidate must possess very good planning, presentation, negotiations and organizational skills.

Job Title: UFR Offshore FJC Supervisor
ACTIVITIES
The UFR Offshore FJC supervisor is responsible for all Offshore FJC activities during his shift and is directly accountable for the correct application and quality of the field joints.
INSTALLATION ACTIVITIES
As the specialist in Coating and Field joint coating process, on board the UFR CTR flowlines laying vessel the Coating Interpretor shall:
  • Make sure that applicable coating and FJC documentations are approved and accessible on board,
  • Make sure that all Raw Materials certificates are in line with project specifications requirements and available in case of needed
  • Make sure that all Raw Materials are stored and monitored as per approved project specifications
  • Make sure that factory parent coating cut back areas are well prepared and fit-up are acceptable as per specifications.
  • Make sure that Raw materials and equipments used for FJC process are same or similar to the one used for the qualification process.
  • Ensure that all factory pipelines coatings and previous FJC coatings are well inspected by CONTRACTOR and all coating damages are repaired prior pipelines installations.
  • Supervise all FJC processing and make sure it is done according to good workmanship and in safety manner.
  • See all the FJC done during his shift, make his own interpretation of the results and agree with CONTRACTOR representative about the status to be given on the joint. In the absence of TPA onboard the vessel, the FJC Supervisor will act as the highest technical authority on board to validate FJC interpretation.
  • Inform the COMPANY Main Representative about all shortcomings, problems and/or major defects detected in the
  • fabrication.
  • Ensure that the traceability of FJC results is well maintained onboard through appropriate QC records. Collect the
  • inspection reports carried out during its shift and file them properly on board available for the CY main representative.
SERVICE DESCRIPTION – UFR OFFSHORE FJC SUPERVISOR
During the mobilisation phase, he/she shall be able to judge the capability and skilfulness of applicators in order to support
the following:
  • Inspection and expertise of any Coating repair on Factory coating and previous FJC carried out as per specifications.
  • Evaluation of the specific coating damage to be repaired on board if they are not specified in the FJC documents.
  • Assessment of applicators
  • Collection of applicators certificates
  • Follow-up of applicators

  • Report safety improvements, anomalies and incidents according the HSE management system on board the vessel
  • Stop immediately all unsafe acts by COMPANY, CONTRACTOR or third party personnel
  • Be a safety leader for all CONTRACTOR and subcontractor staff in his domain of supervision
  • Not engage in any unsafe acts

The Offshore FJC supervisor is accountable to for:
  • The safe and timely application of offshore FJC
  • The quality of the applied FJC
Job Requirements
  • Post-graduate, Technician in polymers materials
  • FROSIO qualification at least level III – preferably – or NACE level III peer review
  • Fully conversant with ISO, ASTM and others international Standards
  • Having a solid experience in Coating and FJC process especially for the wet insulation coating 5LPP, IMPU processes.
  • Fluent in English (verbal and written).

Job Title:  UFR Installation Leader

ACTIVITIES
The UFR Installation Leader, who provides assistance and reports to the UFR Installation Manager, is directly responsible for providing technical insights to all installation engineering procedures and installation operations and pre-commissioning procedures associated with the UFR scope of work and make sure the tasks are carried out with full respect to HSE, quality and schedule in full compliance to particular technical requirements and schedule defined in the EPCI contract. This means:
  • As par of the offshore operations, supervising, supporting offshore activities while maintaining a 24/7 contact with offshore COMPANY representatives.
  • As part of the completion of the Installation Engineering, reviewing minutely the technical documentation submitted by UFR to COMPANY and, based on his own experience, appraising installation engineering/procedures as well as, on request, attending installation tests/trials either organised by UFR or by other project packages and, when needed, participating in inspection and vetting activities of marine vessels.
To this objective, the Installation Leader will be in charge of:
INSTALLATION OPERATIONS
  • Assisting the offshore representatives on the UFR vessels in their understanding of the vessels tasks, planning and safety as well as organizing appropriate meetings offshore when needed
  • Following installation tasks and making sure the installation procedures are duly enforced by UFR Contractor during the course of the installation.
  • Reporting to the Installation manager about all technical issues that require to be specifically addressed in documentation review or during installation and mobilization progress meetings.
  • When instructed, supervising related offshore construction activities; including pre-commissioning activities and preparing associated reporting to his Hierarchy.
  • Supervising Contractor’s preparations of the offshore campaign in close liaison with the Installation Manager and the HSE
  •  Alerting about the need for marine spread inspection and, when asked, assisting those inspections to appraise marine spread upgrade plans whenever identified as required.
  • Liaising as necessary with third part authorities and MWS about specific vessels mobilizations and inspections
  • Liaising with any onshore discipline engineer concerned by the technical issues raised during installation preparation.
  • Preparing technical documentation for interface with FPSO, OLT & SPS contractors to make sure that technical issues are correctly identified by all parties,
  • Supplying verified information to the reporting system that allows full tracking of installation events either to be used for reporting issue or for mitigation of future change order.
  • Working in cooperation and getting assistance from dedicated UFR Team specialists (such as material & welding, corrosion & coating, etc …), Marine/Logistic or HQ Specialists (DEV/TEC), or third parties, if required, for specific topics.
  • Providing inputs to contract correspondence, as necessary and issuing reports and presentations as necessary
COMPLETION OF INSTALLATION ENGINEERING (in parallel of the Installation Operations)
  • Reviewing of relevant Engineering / Qualification / Procurement and VENDOR documentation dealing with installation and issued by UFR Contractors and other Interface CONTRACTORs.
  • Providing any installation input for the above during preparation works.
  • Liaising with the Installation Manger and all System Leaders for all system related installation matters as necessary to resolve installation related issues.
  • Checking that Engineering / Qualification / Procurement activities related to installation are performed in line with General Specifications and issue proper derogations, if required.
  • Checking that for all installation activities all documentation is reviewed as required by certification/classification and MWS
  • entities and reporting any shortcomings.
  • On call-out, participating to all testing/trials organised by UFR or other project packages that might impact and/or validate installation engineering and installation procedures.
HSE
  • Ensuring HSE requirements are taken into consideration during installation design and installation phases and that design is approved by Third parties (Certification and/or Classification and/or MWS) when applicable.
  • Liaising with installation vessels site representatives daily to ensure that offshore operations are conducted with full respect to approved procedures and HSE plan.
  • Ensuring that contractor HSE plan is properly bridged with HSE plan and that contractor implement the necessary prevention means to minimize risk to people and Company/contractor assets, at any time during the installation phase.
  • Participating to the UFR installation risk assessment and following mitigation measures, in close coordination with the contractor risk management team.
  • Verifying that all safety and environmental findings will be implemented in the final procedures.
  • Liaising closely with the HSE Manager and UFR Installation Manager to define whether or not proper COMOPS/SIMOPS dossier is required before undertaking any UFR offshore activities. When identified, following the COMOPS and SIMOPS dossier preparation by   CONTRACTOR
  • Participating in various technical reviews (COMOPS, SIMOPS, Hazids, Hazops, Project Technical Reviews, Risk Assessments…) and ensuring implementation of recommendations as necessary.
  • Reports to UFR Installation & Pre-commissioning Manager any issues he may face and propose ways of improvement.
ACCOUNTABILITIES
  • Accountable for maintaining a 24/7 contact with offshore site representatives in order to provide necessary and immediate support required for the carry out of offshore activities
  • Accountable for a timely review of installation documentation in accordance with Contract requirements, in particular technical/ HSE requirements, within schedule and without undue change to the scope.
  • Accountable for technical information to be supplied for interface issues
  • Accountable for going offshore when required and attending important COMOPS/SIMOPS meetings; preparing reporting the Installation Lead in a timely manner.
Job Requirement
  • Graduate degree in a relevant engineering discipline with MSc or equivalent, specialized in Marine Construction/ Civil Engineering.
  • Sound background in Oil and Gas installations, marine operations and offshore construction.
  • Minimum 10 years experience in Design and Installation of Subsea / Deepwater Steel Structures or previous exposure to UFR EPCI projects.
  • Good knowledge of international structural design codes / standards and TOTAL general specifications.
  • Good organizational skills
  • Experience in leadership and team management
  • Ability to prioritize activities, identify critical aspects, propose solutions, lead specialists or third parties, summarize and present complex design issues including transverse and interfaces matters.

Job Title:  Welding Superintendent

To follow-up the Construction and associated pre-commissioning activities related to Nigerian Content (NC) packages, up to end of Construction and load-out/integration works.
Ensure that fabrication is in accordance with the design.
  • Assists the Site Manager Main Yard, Construction Leader and Company Site Representative of other yard (upon request) to maintain a constant evaluation of Contractor’s programs and progress related to his discipline. He attends meetings as required by his hierarchy. He implements his hierarchy instructions and organizes his inspection team accordingly,
  • To ensure that safety remains the main priority on the construction Yard/Site at all times, attend the toolbox meetings,
  • To ensure that all Welding activities related to his discipline are performed safely and efficiently in line with company objectives,
  • Monitor all welding related works during prefabrication and erection and pro-active for finding solution at site,
  • Ensure contractor to follow and comply with requirement of Company specification related to Welding and applicable CODE and Standard,
  • Reviews contractor documents related to welding such as: WPS, WPQT, and other procedures which related to welding in due time and expedite the validation,
  • Review material certificates,
  • Witness any welding test requirement and material test if necessary,
  • Assist Contractor for the preparation of WPS and welder qualification,
  • Able to read NDT result and actively propose constructive solution in case of any defect,
  • Reviews contractor site queries related to welding works and co-ordinate the response with others
