Where You Fit In?
- To develop, implement and maintain quality assurance processes for the Shell Exploration and Production Companies in Nigeria (SEPCiN) chartered maritime tonnage in line with the applicable Business Standards and Guidelines, requirements on positive vetting of marine floating assets, equipment, terminals and supply base jetties. I
- Incumbent will work closely with appropriate internal and external stakeholders to improve the vessel quality, assurance and safety standards and performance of maritime contractors.
- The incumbent will play a key role in driving Marine Logistics business objectives and risk management performance and contribute as the coordinator of all marine assurance activities within Marine department.
- The incumbent will provide technical expertise and advice in the event of a maritime incident.
What are the Roles?
To manage and deploy a team to support the following activities:
- Developing an annual Safety and assurance plan for Marine Logistics; monitor performance against targets on a monthly basis and provide feedback to Marine Management Team.
- Custodian of the Marine Logistics Quality Management System, Maritime HSE Case, HRA and ISO14001 Standards.
- Develop, implement and maintain a robust vessel and vessel manager quality assurance programme in accordance with Shell Group Standards, Guidelines and Upstream processes; periodically review the effectiveness of the controls and provide feedback to Marine Management Team. Implement a “zero tolerance” culture on vessel and vessel manager quality assurance requirements.
- Support Marine Contract Holders in implementing and maintaining contractor management processes in line with Shell standards and associated guidelines.
- Conduct MPM Self-Assessment of the maritime business within SEPCiN and maritime facility audits at appropriate intervals. Remain as the focal point for follow up and close out verification of action items from internal, independent and external audits associated with maritime and Safety activities. Share best practices and transfer learnings from assurance activities of other business and operating units.
- Undertake ad hoc projects allocated by Head, Maritime and deliver those within agreed time frames.
- Provide out of office cover for Head, Maritime and other departmental heads under delegated authorities.
- Organise Quarterly safety seminars for maritime contractors.
- Incumbent and contractor support staff to conduct regular vessel visits as part of Visible Safety Leadership activities.
- Lead maritime near miss and incident investigations, when required, and disseminate learnings within Marine Logistics and the maritime contractors. Develop LFIs and communicate to the relevant stakeholders within SEPCiN and the Shell Group. Incumbent shall be fully conversant with the company's incident reporting systems and procedures. Generate incident analysis reports on a monthly basis and provide feedback to Marine Management Team. Share incident related learnings from other business and operating units internally within the Marine team and vessel operators, as applicable.
- Provide emergency response and crisis management support in the event of maritime incidents.
What We Need From You?
- A Bachelor’s Degree or its equivalent in Science, Engineering or related discipline is an added advantage
- Class I Deck/Engine Maritime Professional with offshore and shorebased experience in an upstream environment is required
- Ability to be appointed as a Shell Authorised Person in Maritime Safety.
- Personnel with other qualification but having the necessary operational/management level maritime experience may be considered for this role e.g. Class II maybe acceptable on case-by-case review of competence, skills and abilities.
- A minimum of 10 years’ experience in the Oil and Gas industry.
- Demonstrable experience of managing personnel in an office environment.
- Demonstrable experience of managing maritime assurance.
- Appointed as an Authorised Person in Maritime Safety or equivalent with another IOC.
- HSE MS management and auditing experience.
- Exposure to Upstream maritime activities.
- Exposure to vessel and vessel manager quality assurance related activities.
- Previous experience in Marine Logistics experience.
- Previous experience in an Upstream Maritime Team Lead role is preferred.
- Senior Leader of Teams/LEAD experience will be an added advantage
- Excellent HSE Leadership.
- Training: BOSIET, Oil Spill Management, ISM Lead Auditor, Incident Management system experience, Incident Investigation and Root Cause Analysis, OCIMF OVIQ
- In-depth knowledge and proficiency of development and maintenance of management systems.
- In-depth knowledge of marine safety regulations and guidelines.
- Marine crisis and emergency response skills.
- Communication skills in English both written and verbal
- Develop and sustain internal and external relationships.
- Excellent interpersonal relationship with customer focus.
- Pre & post tender contract management, cost management
- As above Class I Certificate of Competency advantageous
- Both Upstream and Downstream experience (Petroleum and/or Gas dangerous cargoes endorsements)
- Dynamic Positioning experience.
- Vessel Quality Assurance experience.
- Assurance system experience for approving and processing vessel clearances.
- Accredited OCIMF OVIQ inspector
