- Mercy Corps has been present in Nigeria since 2012, focusing its
interventions on women’s empowerment, economic development and
conflict mitigation. With the insurgency spilling over from the north
east of Nigeria and causing displacement of over a million individual,
Mercy Corps is addressing the rising humanitarian needs among displaced
households and vulnerable host communities through program
interventions in the Northeast. With current funding from OFDA, FFP,
CERF and ECHO and ongoing opportunities from other donors, all Mercy
Corps interventions in the Northeast are implemented with plans for
scale-up.
- The current funding opportunity’s goal in Gombe is to support
economic opportunities, food security and protection among
conflict-affected populations, and to strengthen the capacity of
humanitarian agencies and the quality of information gathering in
Nigeria. The current funding opportunity’s goal in Adamawa is to
provide a package of relief interventions designed to help conflict
affected communities in central Adamawa meet their basic needs in
livelihoods restoration, water and sanitation and protection. Expansion

General Position Summary
- The Monitoring and Evaluation (M&E) Officer will support the
program teams with technical oversight and direction on all monitoring
and evaluation needs across implementing area.
- S/he will be responsible for timely and quality reporting and ensuring efficient and effective M&E systems are in place.
- The M&E Officer will be responsible for providing program
staff with the information and training to capture monitoring metrics
regularly and efficiently.
- S/he will coordinate with program staff regularly providing technical oversight, problem-solving and support.
- S/he will be responsible for learning and applying new learnings to M&E systems.
Essential Job Functions
- In coordination with program staff adapt existing M&E
systems to monitor and evaluate project activities and impact, in
accordance with existing Mercy Corps DM&E guidelines.
- Manage capturing data across program interventions and analyze data collected during monitoring and evaluation activities.
- Oversee data tracking and analysis on regular basis and ensure that data and metrics in field reports are accurate.
- Write, edit, and summarize field reports to develop quality and
informative monthly and quarterly reports for donors and internal teams.
- Work with the program team to identify opportunities to innovate M&E systems.
- In partnership with program team document lessons learned and
best practices for dissemination within Mercy Corps, to donors, other
agencies and interested parties
- Support pre and post monitoring, need assessments, survey, focus
groups and evaluation or verification as well as other studies at the
project and program levels.
- Utilize standard Mercy Corps assessment tools and help in developing new tools.
- Provide input on the design and implementation of baseline studies, mid-term evaluations and final evaluations.
- Conduct regular field visits to meet the beneficiaries,
coordinate with project officers, to capture data correctly and
efficiently to ensure regular and accurate information.
- Track and report lessons learned, prepare success stories about the program and share with management for wider circulation.
- Work closely with program teams for filing/archiving documentation both softcopies and hardcopies.
- Maintain relevant program and correspondence files related with DM&E.

General Position Summary
- Stationed in Adamawa under the umbrella of the humanitarian
response, the Finance Officer under the direction of the Senior Finance
Officer in Gombe and with technical assistance from the finance
department in Abuja, will assist in the processing and recording of
payment transactions in timely and accurate manner as well as provide
financial review and support to the programs. This position requires
extensive travel to the field locations in Adamawa state.
- For the finance specific role, the Finance Department is
responsible for all financial functions including accounting, payments
and banking, payroll, budgeting, financial reporting, and grant
financial management and compliance. The Mercy Corps Finance Department
ensures compliance with donor regulations as well as Mercy Corps’
internal policies and procedures. In its role as a support to the
Program Department, the Finance Department provides timely reports and
assistance to the Country Director and the Program team to ensure that
financial resources are used efficiently and effectively.
Essential Job Functions
- Review employee expense reports, cash advance requests and
travel approval requests within financial review authority for accuracy,
completeness and compliance.
- Review procurement documentation within financial review authority for accuracy, completeness and compliance.
- Review payment requests within financial review authority for accuracy, completeness and compliance.
- Ensure all expenses are within assigned project budgets.
- Prepare checks or wire transfer requests based on fully approved
documents and present to approved check-signers for review and

Navigator, ensuring information in Navigator is as accurate as possible,

- Identify and resolve invoicing issues, accounting discrepancies and other financial related issues.

implementation of protection and gender project activities and
protection mainstreaming in Mercy Corps northeast Nigeria program
portfolio.

strategies and activities developed to address and mitigate protection

General Position Summary
- The Watsan Officer is responsible for both the soft and hardware
components of the water and sanitation infrastructure activities of the
ECHO program in targeted implementation area.
- The Watsan officer will assist in supervision of the all works
related to implementing infrastructure improvement; and provide input on
monitoring and evaluation of the project.
Essential Job Functions
- Under the guidance of Watsan consultant, provide input into
design and conduct water and sanitation infrastructure improvement in
targeted areas.
- Supervise the planning and performance of monitoring of water and sanitation projects.
- Ensure and promote appropriate health messages related to water, sanitation and hygiene behaviors in targeted communities
- Promote community involvement and ownership in all water and
sanitation activities and infrastructure projects and assist with
hand-over activities
- Perform final inspection of completed water and sanitation
infrastructure projects, and ensure that technical, safety and
environmental standards have been met.
- Conduct regular monitoring to the water and sanitation infrastructure project conducted by contractor.
- Conduct regular quality control visit to monitor the quality of water and sanitation infrastructure project.
- Provide regular capacity building to Community Water Groups on water and sanitation issues

through a community managed process.
- Provide training to the program teams for the preparation of construction supervision check list or each engineering design.

- Assist the procurement manager by providing all technical
specifications needed for preparing tenders, in addition to assisting
the procurement team by reviewing the technical profiles from
contractors.

- The current funding opportunity’s goal in Gombe is to support
economic opportunities, food security and protection among
conflict-affected populations, and to strengthen the capacity of
humanitarian agencies and the quality of information gathering in
Nigeria. The current funding opportunity’s goal in Adamawa is to provide
a package of relief interventions designed to help conflict affected
communities in central Adamawa meet their basic needs in livelihoods
restoration, water and sanitation and protection. Expansion into other
affected states is also planned for the humanitarian response team.
General Position Summary
- The Security Officer will focus on the protection and well-being
of Mercy Corps International and National personnel who work under
circumstances that are frequently difficult, dangerous and sometimes
life-threatening as well as ensure all reasonable steps are taken to
safeguard Mercy Corps’ assets and operations.
Essential Job Functions
- Develop, disseminate and regularly update written Security Plan
and tools (this includes information pertinent to the area of operations
such as detailed threat assessment, standard operating procedures
(personnel movement & transport, office, warehouse, landmines and
UXO, telecommunications, incident report sheets, etc.), asset
protection, contingency plans for incidents, emergency evacuations
policy, etc.).
- On-going monitoring of the political, social, economic and
military situation, identifying trends relevant to the security
situation.
- Lead safety and security assessments.
- Coordinate with other team members to ensure staff knows how to
identify health risks, how to protect against illness, injury and
stress, and how to obtain proper support or medical treatment.
- Ensure that all individuals understand personal responsibilities for their own safety.
- Ensure operational plans and budgets reflect responsibilities for staff management, training, support, security and well-being.
- Advise on technical areas of operation (i.e., Finance Manager on
cash withdrawal/ deposit and payroll procedures; Transport/Fleet
manager on seat belt policy, defensive driving, etc.)
- Represent Mercy Corps and coordinate amongst all actors (state,
military, UN, NGO, etc.) on all matters pertaining to safety and
security. Share security-related information with other members of the
humanitarian community.
- Set clear standards for security and develop an individual and
collective sense of security and safety awareness and responsibility.
- Create a positive security profile and ensure that security planning becomes an integral part of day-to-day operations.
- Monitor that all staff follow appropriate security and safety
precautions and procedures and never risk their lives to protect Mercy
Corps property. Clearly articulate consequences of not doing so.
- Coordinate staff briefing and appropriate training in safety and security procedures.
- Organize regular security meetings and provide an opportunity for team members to voice security-related concerns.
- Record and report immediately all significant threats to staff
and security, and all security and safety incidents to national and
regional offices.
- Work with staff to ensure appropriate steps are taken to safeguard office premises, equipment and residential property.
- Advise on site selection for office building/ logistical/ residential accommodation.
- Assist in developing guidelines for staff when travelling.
- Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals;
- Conduct himself/herself both professionally and personally in
such a manner as to bring credit to Mercy Corps and to not jeopardize
its humanitarian mission in country of operation;
- Other duties as assigned.
Knowledge and Experience
- Previous security training or experience is required. He/she should have received UN, or similar formal security training.
- Advanced University Degree from an accredited educational
institution in a relevant discipline such as political science,
international relations, conflict studies, international law with a
focus on security and risk management;
- Additional technical certification in relation to security and
risk management such as security management, close protection,
counter-terrorism, intelligence management, hostage management,
operational planning and investigation, crisis management and emergency
or disaster planning;
- Senior Staff College (military or police) training;
- Proven report writing abilities are essential for this post.
- Computer skills are essential especially MS Word and Power Point.
- Additional management, programme and project management qualifications are a plus.
- Fluency in English and Hausa is required.

- He/she must have and exercise strong training and communication skills in a multi-cultured work environment.
- He/she must possess excellent leadership and organizational

- Must be diplomatic and follow protocols on representation and
reporting. Must be able to work independently and show initiative. Good
organizational skills are necessary.

General Position Summary
- The Driver will work within the Logistics department of
Operational Support structure, committed to provide reliable and
compliant support to program activities in order to achieve efficient
service to program beneficiaries.
- The driver will provide safe, transport services for MC program
and support staff in Adamawa. The driver will adhere to all traffic and
MC safety rules and follow the transport guidelines required by the MC
transport department.
Essential Job Functions
- Operate MC vehicles as assigned by supervisor;
- Maintain vehicle log-sheets in accordance with MC policies/regulations;
- Check the vehicle conditions after each trip/routinely - report needs and problems to transport management;
- Adhere to all safety and communication protocols as advised by Mercy Corps and supervisor;
- Responsible for the safekeeping of all vehicle equipment, tools, first aid kits, spares etc.;
- Keep the vehicle ready, clean and on standby - ready for use at all times;
- Assist, as required, with logistics in the office and guesthouse daily workloads;
- Cooperate and be of assistance to staff and visitors - assist in troubleshooting potential problems during daily business;
- Report all maintenance needs of the vehicle to transport management on a regular basis;
- Undertake field assignments as assigned;
- Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals;

- Valid drivers license and experience driving 4x4 vehicles.
- Must demonstrate knowledge and application of all safety and traffic rules.
- Basic understanding of English and fluency in Hausa.
- Knowledge of routes, duty stations, project areas, the NGO and diplomatic community is required.
