The International Institute of Tropical Agriculture (IITA) on behalf of t he Technologies for African Agricultural Transformation (TAAT), seeks suitable Nigerian for the position below at the Institute’s Headquarter in Ibadan:
Job Title: Procurement Officer
Ref: IITA-HR-NRS2018-009
Location: Ibadan, Oyo
Recruitment Type: National (3-year renewable contract)
Background
The Technologies for African Agricultural Transformation (TAAT) is a program initiated by the African Development Bank (AfDB) as part of its Feed Africa Initiative. The main objective of the program is to improve the business of agriculture across Africa by raising agricultural productivity, mitigating risks and promoting diversification and processing in 18 agricultural value chains within 8 Priority Intervention Areas. The program will be implemented by IITA in close collaboration with other CGIAR Centers, FARA, AGRA, national agricultural research and extension systems and private sector partners. It will involve close partnership between the AfDB and other developmental partners such as the World Bank, BMGF, USAID and others.
Duties
Successful candidate will among other things perform the following duties:
- Assist the Procurement Specialist in the implementation of procurement procedures for the program in accordance with AfDB and CGIAR requirements, as applicable;
- Prepare a Program Procurement Plan that includes the focus value chains and Enablers, in close consultation with Value chain and Enabler leaders;
- Prepare and update the Value chains’ annual procurement plans to be included in the program's quarterly and annual Work Plans and Budgets;
- Prepare relevant inputs to standard bidding documents, such as TORs, specifications and Bills of Quantities;
- Participates in the bidding/tendering processes for the procurement of works, goods and services following AfDB and CG Procurement Rules and Procedures as applicable;
- Collate all program Technical quarterly and annual reports from the different value chains and Enablers for review and submission to the Bank;
- Assist with the organization of program management meetings and AfDB supervision missions, including the preparation of all materials required for such meetings;
- Prepare all procurement records to facilitate post-procurement reviews during supervision missions;
- Keep and maintain up-to-date procurement records in line with AfDB requirements;
- Carry out any other activities assigned by the Procurement Specialist or the Head of the Project Management Unit.
Qualifications
- Master’s Degree in Public/Business Administration, Accounting/Finance or related field, CIPSM,ACA or other relevant professional qualification is an added advantage with minimum experience of 5 years’ performing similar functions in a structured organization.
Competencies:
- Ability to plan and co-ordinate, monitor own work plans, including meeting of set deadlines.
- Self-motivated with ability to work under minimum supervision.
- Computer literacy, especially in Microsoft Office is essential.
- Excellent team player with good interpersonal skills.
- Proficiency in English language with excellent writing, communication and presentation skills.
- Working knowledge of AfDB or CGIAR procurement rules and procedures will be added advantage.

Job Title: Accounting Officer

- Prepare payment, petty cash payment, journals and other vouchers etc. and ensure that these are posted into general and other account ledgers;
- Provide bank reconciliation status on the relationship between the program and its commercial banks;
- Maintain advances and asset registers and keep store accounts books to provide control to program store;
- Prepare statements of expenditures (SOE) as required by the donors for justification of advances, direct payments and replenishment of special accounts;
- Monitor the processing of program cash/travel advances, expense claims and reimbursements by program staff;
- Track and monitor program expenditures and assist with the preparation of monthly and quarterly program financial reports for submission to the bank;
- Work with other team members and contributing to the preparation of funding proposals and annual technical reports;
- Carry out any other activities assigned by the Procurement Specialist or the Head of the Project Management Unit.
Qualifications
- Bachelor's degree or HND in Accounting, Business Management or related field. ACA or other relevant professional qualification with minimum experience of 5 years’ performing similar functions in a structured organization.
Competencies:
- Excellent computer skills with good grasp and knowledge of spreadsheets, word processing and other MS office applications. Good knowledge of Oracle Applications will be an added advantage.
- Ability to plan and co-ordinate, monitor own work plans, including meeting of set deadlines.
- Good team player with good interpersonal skills.
- Ability to co-ordinate, prioritize and organize workloads; take initiatives and work under pressure
- Proficiency in English language with excellent writing, communication and presentation skills.

Job Title: Open Access Manager

Duties
Successful candidate will among other things perform the following duties:
- Lead implementation of the IITA Open Access, information management and research data management strategies in accordance to the CGIAR Open Access and Data Management Policy.
- Provide leadership and strategic guidance in identifying and implementing improved mechanisms for data/information/knowledge management in close collaboration with data thought leaders.
- Provide project management and coordination for implementation of open data/access and information management.
- Interact with IITA scientists and other staff in dealing with issues related to research data access and interoperability, including the production of quality data that can be archived and published via existing databases and repositories.
- Oversee development and implementation of semantical and technical standards to make data and information more widely reusable to IITA staff, partners and the public.
- Participate in major events and collaborate with external groups, organizations, and associations to improve open data/access and information management and publishing.
- Plan and oversee training of users on aspects related to Open Access and data management.
- Supervise CKAN Repository Officer and Programmer and other similar roles.
- Take other related responsibilities that will be assigned from time to time.
Qualifications
- Master’s Degree in Computer Science, Statistics, GIS, Data Science, Information science, Business Administration or any other related field with at least ten (10) years of experience in data management, research or project development. At least 2 years needs be related to Open Access/Open Data.
Competencies:
- Management skills: prioritizing, coordinating, communicating, motivating, documenting, planning, organizational skills and the ability to work to deadlines.
- Excellent data management skills and good knowledge management skills
- Excellent MS Office skills, including MS Project and MS Access.
- Passion for Open Access and Open Data and the capability to inspire/convince others to do the change towards full Open Access compliance.
- Excellent communication skills (written and verbal) including the ability to explain complex issues to non-expert colleagues and create clear documentation and reports.
- Flexible, enthusiastic and proactive approach to work and good training skills.
- Willing to learn new skills, acquire new knowledge and travel for meetings and events as required.
- Knowing the functionality and management of at least two different Open Access repositories: DSpace, GeoNode, Geonetwork, CKAN, DataVerse, CassavaBase etc.
- Experience in research/academic content or agricultural domain is considered as a plus.
- Experience with big data is considered as an advantage.
