Monitoring and Evaluation Job in Nigeria at Oxfam

To support the Monitoring, Evaluation, Accountability, Learning and
Communication components of Oxfam in Nigeria’s programmes, we seek to
recruit suitably qualified candidate for the position below:
Job Title: Monitoring, Evaluation, Accountability and Learning (MEAL) Officer
Location: Abuja
Department: Oxfam Novib Programme Department
Job Family: Programme
Reports To: Associate Country Director (line)
Duration: 1 year contract with possibility of extension
Job Purpose
- To increase Oxfam in Nigeria’s Programme impact through the
provision of strategic support on core Programme Quality (PQ) components
(design, planning, monitoring, evaluation, learning, social
accountability and partnership), support Programme Communication and
strengthen all programmes by embedding Oxfam's rights based one
programme approach, including gender.
Key Responsibilities
MEAL System Development and Implementation:
- Work with Programme leads in the Country Programme team
/Regional/Global Programme Quality Team in developing / updating MEAL
frameworks and tools
- Work with the project team in all project locations in Nigeria in implementing the MEAL framework and tools
Data Gathering, Information Management and Reporting:
- Prepare a clear data collection plan in discussion with the
technical team and lead on all field data collection exercises, data
management and analysis
- Analyze the data, together with the project team, and share/disseminate them in the required format
- Contribute in timely and quality reporting on projects in all
locations in Nigeria, including the mandatory annual Oxfam Output
reporting
- Producing clear and quality reports that demonstrate Accountability to various stakeholders, Linking and Learning
- Appraising project activities, progress reports and streamlining partners’ work and documentation
Accountability:
- Assist the project team in strengthening the accountability mechanisms at project level
- Setting up and managing complaint and feedback mechanism for Oxfam in Nigeria projects.
Capacity Building for Oxfam and Partner Staff:
- Train the project teams and relevant staff at partners’ level on MEAL concepts and tools
- Undertake periodic monitoring and technical support visits to
partners working areas to assess progress against agreed MEAL system and
recommend corrective actions as appropriate
- Work closely with partner MEAL team or focal point on overall MEAL issues
Review, Reflection / Learning and Communication:
- Assist the project team and partners in documenting lessons
learnt and communicating these through appropriate channels, products
and tools
- Collecting best practices, case studies which demonstrate
qualitative and quantitative changes over the period and disseminating
them
- Conduct reviews, learning events at project locations and elsewhere as required
Other:
- Delivering any other responsibility assigned by the line manager
Skills and Competences
- A Bachelor’s Degree in Statistics or any relevant field is required; Master’s degree desirable
- 3 -5 years of progressively responsible and directly relevant
professional experience in monitoring, evaluation, accountability and
learning
- Skilled in collecting, synthesizing and analysing data using spreadsheet, SPSS and other statistical package
- Effective verbal and written communication skills, including
high-level interpersonal and representational capabilities; fluency in
written and spoken English essential
- Good organizational skills including accuracy, consistency, attention to detail, tenacity and the ability to work under pressure
- Ability to work well in a team, and to liaise with a wide and diverse range of people, mainly internally, and at many levels
- A strong commitment to Oxfam’s purpose, a broad understanding of
the work culture in the development sector and its impact on key areas
of responsibility and a commitment to the sector principles and action
- Previous experience working with INGO or UN agency preferred
- Excellent coordination and leadership skills
- Practical experience in mainstreaming of gender and rights in programme development
- Excellent computer skills
- Willingness and ability to travel to various project locations as required

respect, and will be familiar with and committed to Oxfam in Nigeria
mission and goals
- Develop and maintain collaborative relationships (communication
with partners and beneficiaries; collaboration with the team and

principles)
- Operate safely and securely in a humanitarian response
(Identify, communicate and minimise risk for the agency, yourself and
others; comply and help uphold safety and security protocols; uphold the
Do No Harm principle with partners and affected people)
Remuneration
The remuneration is dependent on experience and will be discussed during the recruitment process
