Job Title: Area Coordinator Locations: Yobe and Abuja Duration: 6 months renewable Area of intervention: Northern States of Yobe and Borno Position Description
  • In close cooperation with all the different positions in place at Country Coordination level, the Area Coordinator is responsible for the overall management of quality of program, staff management, logistics, security, finance and procedures’ respect. Delegated by the Head of Mission, he/she represents COOPI with donors, institutions, NGOs, local government and international agencies available in the area.
  • He/she guarantees the correct project implementation and the donors’ procedures respect.
  • He/she cooperates with the Head of Mission in the definition of the Country Strategy and intervention priorities for its area of competence.
Responsibilities Institutional Relations:
  • Delegated by the Head of Mission, he/she manages relations with institutional donors and potential ones. In coordination with the Head of Mission, he/she represents COOPI in its area of competence through relations with institutions, NGOs, local and international organizations, and partners.
  • He/she is also responsible for the Organization’s reputation in the area.
New Opportunities Identification:
  • He/she verifies and proposes to the Head of Mission the intervention priorities to consolidate new opportunities of involvement in the area.
  • He/she cooperates with the Head of Mission in the identification of new project opportunities in his/her area of competence. Delegated by the Head of Mission he/she participates to the elaboration of the strategy for his/her area of intervention.
Project Management and Strategy:
  • Always referring to the Head of Mission and in coordination with the Project Managers, he/she coordinates and directly supervises projects, guaranteeing their correct implementation in conformity with contractual obligations and donors’ procedures, and in line with the COOPI’s procedures and management standards.
  • He/she coordinates the elaboration, writing, and necessary documents preparation for presenting new projects, referring to the Head of Mission.
  • He/she is responsible for the preparation of projects’ reports and all monitoring documents requested by the coordination office. He/she ensures that all official and administrative documents are transmitted to the Country Coordination.
Country Office Management:
  • He/she is responsible for all different aspects linked to the country office management: economic and financial situation, logistics, and local staff management, in conformity with the organization’s guidelines.
  • He/she guarantees the Country Regulation and the respect of the organization’s procedures.
Staff Management:
  • He/she is responsible for the local staff management and training, in his/her area of competence, in close cooperation with the relative functions at Country Coordination level, whose indications he/she follows.
  • He/she coordinates the expatriate staff, monitoring their activities, and participates to the staff evaluation, together with the Head of Mission.
Safety:
  • He/she is responsible for the expatriate staff security in the area, and for the correct implementation and respect of the general security regulation.
Economic and Financial Management:
  • He/she is responsible for the economic management of his/her area of competence.
  • He/she supervises the financial management and, in cooperation with the Area Coordination
Administrator and the Administrative Coordinator:
  • He/she participates to the preparation of coordination and projects’ budgets.
  • He/she ensures - through the administrative function - the respect of financial reporting deadlines and the organization/donor’s procedures.
Profile
  • Advanced Degree in International Education, International Development, Health and Nutrition or a related field or equivalent work.
  • Minimum 3 years experience in the humanitarian field and in a similar position, with a track record of success and results achieved;
  • Previous experience with an international humanitarian NGO is an advantage;
  • Desirable experience of working on EU/ECHO, USAid/OFDA, UN and Italian Cooperation;
  • Experience of working within an insecure environment with responsibility for security planning, monitoring and management.
  • Strong analytical and practical problem-solving skills;
  • Strong supervisory abilities, and demonstrated capacity of teamwork and of coordination with the relevant actors;

Job Title: Nutrition Manager Locations: Yobe and Borno Context and Background
  • Since the declaration of state of emergency in the Nigerian federal States of Borno, Yobe, and Adamawa, the escalation of the Boko Haram insurgency has led to multiple displacement crises, with communities fleeing their area of origin to take refuge in camps or host communities.
  • Given the unfolding large scale emergency in the north eastern Nigeria, COOPI plans to scale up its current operations in Yobe state and reach newly accessible areas, in addition to areas receiving Nigerian returnees from Niger, with its multi-sectoral services including food security, cash transfer programming, nutrition and protection.
  • Furthermore, COOPI plans to set-up operations to extend its humanitarian services to affected populations in Borno state, including the capital Maiduguri and newly accessible areas in the state, where the most vulnerable populations are stuck with insufficient basic services to respond to their immediate needs in a dignified manner.
Role Purpose
  • The goal of this programme is to support the set up and improve CMAM and IYCF services to safeguard the nutritional and health status of infants and children in northern Nigeria.
  • The Nutrition Manager will be responsible for overseeing the overall implementation of the programme activities and the management of nutrition programme staff.
  • The Nutrition Manager will provide input into the strategic vision and direction to the COOPI nutrition programme in northern Nigeria, including allocation of resources and ensuring that appropriate monitoring are maintained at all levels, that programme implementation is on track and that outputs are being delivered.
  • The nutrition manager is responsible for designing, overseeing and coordinating the nutrition programs, as well as liaising with various external partners. S/he reports to head of mission.
  • The set of activities in a nutrition programs includes:
    • Community based Management of Acute Malnutrition (CMAM) approach
    • IYCF promotion activities
    • Assessments and surveillance interventions (nutrition surveys using ENA for SMART, coverage surveys using SQUEAC methodology, KAP surveys)
    • Capacity building of local staff and local partners
    • Community mobilization
Responsibilities Management of the Nutritional Program:
  • Follow up and ongoing analysis of the context.
  • Definition, supervision and monitoring of COOPI Nutrition programs, in compliance with COOPI nutrition security policy and standard operating procedures
  • Ensure the integration of nutrition components in the food security programmes
  • Provision of continuous guidance and technical support to the programmes
  • Identify and troubleshoot challenges to remove any obstacle that might arise during project implementation.
  • Design and ensure the use of monitoring tools. Ensure that the M&E systems are effective, of high quality, and provide regular impact and process data and that the baseline and evaluation assessments are conducted
  • Ensure compliance of programs in terms of achieving objectives in current grants.
Team Management:
  • Management of nutrition program staff and elaboration their Job description.;
  • Ensure that staff have clearly defined objectives and understand their responsibilities.
  • Conduct evaluation and appraisal of staff
  • Provision of technical and organizational support and trainings to the nutrition project staff
  • Ensure all staff understand and implement programme guidelines and protocols
Reporting:
  • Compilation, analysis and feedback on monthly reports for the nutrition programmes and assist with stock consumption/distribution plans as required
  • Ongoing communication with food security programme teams and nutrition focal point at HQ level.
  • Donor reporting.
Representation and Internal/External Communication:
  • Coordination with other technical departments at coordination level (Food Security and Livelihood, Logistics and Administration).
  • Provide technical guidance to support COOPI to promote consistent good practices
  • Represent COOPI at national and regional level in nutrition technical meetings.
  • Participate in the external coordination with nutrition partners and governmental bodies and provide technical support and guidance in the nutrition sub-committee and cluster, where relevant.
Requirements Essential:
  • B.Sc or equivalent in Health/Public Health/Nutrition
  • A qualified Doctor, Nutritionist, Nurse with Primary Health Care and Nutrition experience
  • Demonstrable management experience, including budget holding responsibility
  • Minimum of 3 years of previous experience working with NGOs specifically on CMAM and infant and young child feeding programmes
  • Experience of designing and implementation programmes, including monitoring and evaluation methodologies (SQUEAC, LQAs)
  • Experience in conducting nutrition assessments (SMART, KAP surveys) and an understanding of nutritional data and information systems
  • Proven capacity to supervise, train, motivate and coach staff
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions
  • Prepared to work in an uncertain security environment
  • Ability and willingness to frequently travel and stay in the field

Job Title: Project Manager Location: Yobe State Duration of the Project: 6 months (with possible extension) Starting Date: 1st August Donors: Echo Role Purpose
  • He/she is responsible for the project’s execution, in technical, economic/financial terms, and in terms of resources management on field, in compliance with COOPI and the donor’s procedures. He/she ensures the expected results attainment in budget management.
Responsibilities
  • Activity planning and management: in cooperation with the project staff, he/she plans and monitors the activities’ progress, in compliance with the contract signed with the donor and with COOPI and the donor’s procedures.
  • Administrative and financial management: in collaboration with the Project Administrator/Administrative Coordinator he/she plans all expenditures to make. He/she regularly monitors all made expenditures. He/she supervises accounting and the project cash safe/bank account management and, where there was no dedicated staff, he/she directly manages the accounting and the project cash safe/bank accounts, making use of the instruments made available by the organization (Merlino). In cooperation with the Project Administrator and in coordination with the Administrative Coordinator he/she prepares the Purchases Plan. He/she ensures the organization and donor’s procedures respect when purchasing goods and services.
  • Reporting: in coordination with the Head of Mission ad with the Administrative Coordinator, he/she ensures the preparation, in compliance with the deadlines, of all financial and narrative reports – interim and final – expected by the project. He/she is responsible for the preparation of all formal communication and contract modifications requests (ex. budget modification) of the projects he manages.
  • Staff Management: In coordination with the Head of Mission and in compliance with the country’s rules/laws and with the COOPI’s regulation in the country, he/she selects the local staff to be employed in projects, and manages any other project’s expatriate staff. By making use of the organization’s tools he/she evaluates the local staff employed for projects and he/she participates to the evaluation of his/her own project, upon request by his/her direct supervisor. He/she coordinates and supervises the work done by all the project staff, in compliance with the organization’s security procedures. He/she is responsible for the initial and continuous training of the local staff under his/her responsibility.
  • Goods management: he/she is responsible of the correct management of all goods purchased for the project, both irectly and purchased by other offices/field offices8. For all goods purchased by the project he/she updates the inventory, in cooperation with the Administrative Coordinator.
  • Institutional relations: In relation to the project of his/her competence, he/she communicates with the donors’ officers, the local authorities which are competent in the aspects related to the project, the project’s partners  and beneficiaries, in compliance with the organization’s guidelines.
  • New projects’ writing: upon request by his/her direct supervisor, and cooperating with the project staff, he/she elaborates, writes and prepares all necessary documents to present new projects, in accordance with the organization’s processes and procedures.
Profile

Job Title: Construction Engineer Location: Maiduguri, Borno Duration of the Project: 8 months Reports to: Project Manager, Country Logistics and Security Coordinator Project / Programme
  • Improvement of access to education for most vulnerable IDPs, host communities, and returnees in Bolori II, Maiduguri Metropolitan Council MMC, Borno State.
Scope of the Vacancy
  • The Construction Engineer will be responsible to provide technical knowledge, skills and quality in infrastructure and following up with construction process.
  • He/She will be involved in the definition and agreement of the quantities of materials and work for each stage with the selected contractor, the overall schedule for the construction, stages of work and will authorize each respective stage payment upon achievement of the stage achievements in accordance with the required and agreed progress and standards to the beneficiary.
Main Duties/Responsibilities Under the direct supervision of the Country Logistics and Security Coordinator, he/she:
  • Provide first technical assessment in the schools indicated by the MoE and definition of priorities
  • Liaise with SUBEB, RUWASA and NEMA departments in order to comply with ministerial standards for the rehabilitation works in public schools
  • Preparation of the detailed BoQs for rehabilitation according to the available budget and the priorities identified
  • Preparation of the tender procedure according to the donor and COOPI rules
  • Participation to the contractors’ selection committee, technical evaluation of the offers received.
  • Preparation of the contracts, definition of the monitoring tools
  • Regular follow up of the works with visits to the construction sites and ad hoc meeting with the constructors
  • Management of the relations with SUBEB, RUWASA and NEMA departments, submission of BoQs amendment requests
  • Preparation of the BoQs follow up; quantity and quality control of the material used and work progress
  • Approval of instalment payments to the contractors
  • Management of the relation with school principles for coordination of the rehabilitation works
  • Coordination with local authorities (municipalities and local ministry offices) for release of needed permits, facilitation in set up of the working site, administrative procedures etc.
  • Final quality and quantity control and preparation of hand over certificated
Minimum Requirements
  • Master Degree in Architecture, Civil engineering, infrastructure engineering or related fields
  • Experience in construction at least 5 years
  • 3 years’ experience in NGO work
  • Proven Construction experiences and logistics skills
  • Renovation and rehabilitation experience is preferable
  • Excellent English Communication skills (oral and written)
  • Commitment to COOPI ethic code
  • Cross cultural sensitivity, flexible world view, emotional maturity and physical stamina

Job Title: Assistant Project Manager Locations: Abuja & Yobe Type of contract: Fixed Term Contract Duration: 6 months renewable Starting date: ASAP Role Purpose
  • The Project Assistant will provide technical and grant management support to the implementation of a Food Security Programme in Yobe State.
Responsibilities Under the direct supervision of the Programme Manager and in coordination with the Head of Mission, the Assistant Project Manager will be responsible for the following tasks:
  • In cooperation with the project staff and under the supervision of the Program Manager, he/she plans and monitors the activities’ progress, in compliance with the contract signed with the donor and with COOPI’s policies and procedures.
  • She/he supports the implementation of baseline survey and data entry, and assist in design of project activities in line with agreed workplan.
  • Supporting the Programme Manager and liaise with COOPI Technical focal point during the preparation of interim and final narrative report. Keep records of activities, and report regularly as requested on programme progress and ensure that output data and reports are shared with the supervisor timely.
  • Regularly review COOPI Food Security and Nutrition technical briefs, guidelines and internal processes and their adequacy to donors’ compliance requirements
  • Whenever relevant, attend donor and partners meetings/visits, record and disseminate the information shared.
  • Provide support in the review of donor contracts to the Programme Manager during contract execution
  • Upon request by his/her direct supervisor, he/she elaborates, writes and prepares all necessary documents to present new projects, in accordance with the organization’s processes, procedures and policies.
  • Assist the country coordination team during representation activities as necessary.
  • Any other duties and tasks assigned by supervisor.
