Job Title: Monitoring Evaluation & Learning Intern
Location: Kano
Program / Department Summary
- Girls’ Opportunities for Advancing Literacy 2 (GOAL 2) focuses
on institutionalizing and scaling the successes from GOAL 1, to ensure
that Adolescent girls (15-19) across Kano state are better equipped for
the school-to-work transition as a result of improved financial
literacy, vocational choices and life skills.
- General Position Summary
- The GOAL 2 MEL Intern will lead the design and dissemination of
the success, achievements and lessons learnt on the GOAL 2 project to
facilitate the scale up of Financial Literacy at the national level. The
intern will support monitoring visits to schools, conduct data quality
assessment, data aggregation and analysis and support finance and
administrative duties for the team.
Essential Job Responsibilities

Job Title: Driver
Location: Biu, Borno
Program / Department Summary
- Mercy Corps Nigeria’s North East program aims to assist
populations affected by the crisis in Northeast Nigeria. With funding
from humanitarian donors including OFDA, FFP, and ECHO the humanitarian
programs engage in several interventions including but not limited to
food assistance, logistics and relief commodities, protection,
livelihoods, WASH and capacity building of humanitarian response actors.
Mercy Corps plans to scale up and expand its humanitarian response in
Northeast Nigeria to reach more beneficiaries with additional and varied
assistance in a wider geographic area.
- Mercy Corps also implement a program in 2 States “ISING” or
Investing in the safety and integrity of Nigerian girls targeting
adolescent girls and boys affected by the conflict in the Northeast.
General Position Summary
- The Driver will work within Mercy Corps Nigeria operational
support structure, which is committed to provide reliable and compliant
support to program activities in order to achieve efficient service to
program beneficiaries.
- The driver will provide safe, transport services for North East
program and support staff in relations to Mercy Corps Nigeria
activities. The driver will adhere to all traffic and Mercy Corps
Nigeria safety rules and transport guidelines.
Essential Job Responsibilities
- Operate program vehicle as assigned by supervisor in a safe and secure manner.
- Maintain vehicle log-sheets in accordance with MC
policies/regulations and report to the Operations Officer at the end of
the month.
- Check the vehicle conditions after each trip/routinely – report needs and problems to Operations Officer;
- Adhere to Mercy Corps Nigeria safety and communication protocols as advised by Operations Officer;
- Responsible for the safekeeping of all vehicle equipment, tools, first aid kits, spares etc.;

Job Title: INGO Forum Field Coordinator

- The Nigeria International NGO Forum (INGO Forum) is a civil
society mechanism comprising of approximately 40 members (confirmed and
prospective) and 4 observers active in the humanitarian and development
fields in Nigeria. The purpose of the Forum is to provide an inclusive
and consistent space for INGOs to develop and employ collective
strategies and approaches to enhance the overall effectiveness and
efficiency of humanitarian and development initiatives throughout
Nigeria.
- The INGO Forum exists primarily to serve the needs of its
members and to act in their interest for the betterment of serving
beneficiaries. The main objectives include information sharing/
communication; coordination; policy development and advocacy; engagement
with national civil society; and external representation of the INGO
community. With 2 current staff (Coordinator and Support Manager) the
INGO Forum plans to expand its reach with the goal of improving services
to its members and increasing advocacy related to identified key
priority issues. As of March 2017, the INGO Forum will be hosted by
Mercy Corps in Nigeria’s capital city of Abuja.
General Position Summary
- The INGO Forum Field Coordinator will support the Forum and its
member organizations in information exchange, coordination, engagement
with stakeholders, representation, advocacy and communication functions.
- S/he will serve as an information focal point linking Abuja
coordination structure with up-to-date realities in the NorthEast
through proactive engagement with identified personnel and information
collection and sharing. In collaboration with humanitarian managers of
member organizations based in the North-east Nigeria, s/he will
facilitate action-oriented coordination discussions and identify
opportunities for improvement of coordination, both within INGOs and on

Information Sharing / Communication:
- Facilitate structured and effective information exchange both
between internal INGO partners, and with external partners (NNGOs, UN,
Government, etc)
- Stay informed on political, humanitarian and security contexts, while providing structured updates to the INGO Forum
- Maintain an updated contact list of all actors in the NE and ensure effective information sharing amongst all actors

- Regularly travel to Yola, Gombe and Damaturu etc. to engage with partners and identify coordination and advocacy gaps.

INGO representation and assure complementarity, gap-filling and
avoidance of overlap.

General Position Summary
- Reporting to the NIF Coordinator, the post-holder is responsible
for the policy analysis and strategic planning support to NIF members,
reflecting NIF-identified priority issues within the political,
operational, and humanitarian spheres. The post holder will chair
sub-Working Groups.
- The post-holder will facilitate the establishment of a strategic
humanitarian policy and engagement presence on behalf of NIF members,
in collaboration with members’ dedicated engagement and policy teams
(where available), humanitarian managers, and directors.
- The post holder will support the NIF Coordinator and Executive
Committee to engage effectively in the various avenues available to NIF
to effect policy change.
- The post holder is responsible for supporting the overall
strategic planning with the Membership, together with the Coordinator,
and will deliver regular reports, briefing papers, key messages or
position papers as required.
- Where joint messaging on behalf of all NIF members is either
unproductive or impossible, the post-holder will aim to facilitate and
support joint works through “coalitions of the willing.” The post-holder

Identifying and developing areas for engagement by NIF members:
- Stay abreast of political developments and humanitarian trends
in Nigeria, with an emphasis on the humanitarian crisis in the NE,
informing NIF members where relevant.
- Ensuring sufficient capacity and knowledge to support policy
analysis and strategic planning around the humanitarian architecture and
operational issues.
- Collaborate with the NIF Coordinator to represent NIF at meetings with external engagement targets.
- Identify and liaise with external partners, including ICVA,
Crisis Action and InterAction, to identify lobby opportunities out of
country.
- Develop a calendar of upcoming lobby opportunities to be tapped by NIF members and partners
Leading the creation and implementation of the NIF influence and negotiation strategy:
- Stemming from priorities identified by NIF membership, the post
holder is responsible for developing, updating and implementing NIF
influence and negotiation strategy on behalf of/in collaboration with
the NIF membership.
- Lead the process of drafting NIF positions and related negotiation strategies based on priorities identified by NIF members
- Advise and contribute to and coordinating the development of NIF
positions, managing various communication activities, leading on the
communication of NIF positions amongst key stakeholders including, where
necessary, national and international media, and the wider humanitarian
community
- Serves as chair and provides leadership to the NIF Engagement
Working Group and the implementation of decisions taken at their
meetings
- Coordinate and monitor Engagement messages and initiatives to
ensure impact and that NIF external Engagement is in line with good
humanitarian and development principles

membership and Executive Committee, developing a periodical review and

- Develop and implement an annual Engagement strategy for the
Forum in collaboration with the membership with clear timelines and

the membership through mobilising members and through the production of

General Position Summary
- The Operations Assistant will provide support to the Gombe
office for facilitating and executing different aspects of
Administration, logistics and procurement responsibilities.
- S/he will work extensively with other departments to ensure
that all program support activities are implemented successfully and
timely. He will work with the rest of the operations team to ensure
that all activities are done in a timely manner and accurately
documented.
Essential Job Responsibilities
Procurement:
- Possesses a full understanding of MC procurement policies and formats to undertake procurement responsibilities.
- Assists staff as needed on creating clear and understandable purchase requests and other procurement documentation.
- As and when requested, collects quotations and bids from the market for requests as per Mercy Corps standard policies.
- Make sure that all required documentation of supplies and transactions are completed and filled correctly.
- Maintains and updates procurement files as often as required for easy reference and follow up.
- Assists with payment requests and follows up with status to ensure vendor payment is always done in a timely manner.
Logistics and Assets:
- In coordination with the Operations Officer, ensure that all
assets in Gombe office are tagged and transferred from one user to the
other through proper documentations.
- Participates in regular quarterly assets inventory count and checks at minimum on a quarterly basis
- Assists in the operation of generator, inverter other office equipment as well as monitors the servicing schedule.
- Support in the preparation of monthly assets, inventory report as required
Administration:
- Maintains appropriate filing systems for office correspondence, ensure proper tracking of office correspondence.
- With support from the Operations officer to ensure that the
office is run in a professional and responsible manner including
hosting guests, cleaning, receptionist duties and general contact and
liaison with outside agencies.
- Ensures office has sufficient office supplies, such as stationary, cleaning supplies, office supplies.
- Makes all necessary travel and lodging arrangements for staffs
and visitors, and follow up on documentation as well as prompt payment
- Be the focal person for hotel booking in both Gombe and ensure all payment is made in a timely manner.
Finance & Compliance Management:
- Ensure compliance with donor and Mercy Corps regulations related to emergency programming.
- Draft and/or review scope of work to hire and manage any
technical consultants, including review for technical efficacy and
contract budget.
Influence & Representation:
- Identify, build and manage collaborative partnerships with
consortium partners, sub-grantees, donors, local governments and other
stakeholders.
- Communicate effectively to ensure overall project targets and donor obligations are met.
Security:
- Ensure compliance with security procedures and policies as determined by country leadership.
- Proactively ensure that team members operate in a secure environment and are aware of policies.
Organizational Learning:
- As part of our commitment to organizational learning and in
support of our understanding that learning organizations are more
effective, efficient and relevant to the communities they serve, we

Knowledge and Experience
- BA/S in relevant field preferred
- At least minimum 2 year of experience working in operations
(logistics or procurement), preferably within an NGO, international
business or related field.
- Good organization skills, Ability to work under pressure
- Show demonstrated ability to multi-task and process information into action to avoid delays in activities.
- A clear understanding of procurement ethics and donor compliance is essential.
- Good interpersonal, intercultural and communication skills
- Strong computer skills on MS office programs
- Fluency in English; fluency in Hausa is require, good oral and
written skills as well as Fluency in English; fluency in Hausa is
required
