Job Title: Health, Safety, and Environment (HSE) Officer

Location: Mowe, Ogun
Employment Type: Full-time
Department/Unit: Health, Safety, and Environment (HSE)
Industry: Recycling
Directly Reports to: General Manager, Operations
Internal Interactions: Production Unit Members, Mid-Level Managers, Supervisors of Contract Workers
External Interactions: Vendors, Regulatory Bodies, External Inspectors/Consultant.

Job Purpose

  • The HSE Officer is responsible for ensuring compliance with health, safety, and environmental regulations and policies at the aluminium and copper recycling plant.
  • The role involves implementing and monitoring safety programs, conducting risk assessments, and promoting a culture of safety and environmental responsibility within the organization.

Key Responsibilities
Health and Safety Management:

  • Develop, implement, and maintain the plant’s health and safety policies and procedures.
  • Conduct regular safety inspections, audits, and risk assessments to identify potential hazards and implement corrective actions.
  • Organize and conduct health and safety training programs for employees and contractors.
  • Monitor the proper use of personal protective equipment (PPE) by all employees.
  • Ensure compliance with local and international health and safety regulations.
  • Investigate accidents, incidents, and near-misses, and prepare detailed reports with recommendations to prevent recurrence.

Reporting and Documentation:

  • Maintain accurate records of safety inspections, audits, incident investigations, and training activities.
  • Prepare and submit periodic HSE performance reports to management.
  • Ensure documentation aligns with regulatory requirements and company standards.

Continuous Improvement:

  • Proactively identify opportunities to improve HSE performance and implement best practices.
  • Collaborate with other departments to integrate HSE considerations into operational processes.

Environmental Management:

  • Monitor and enforce environmental compliance, including waste management, pollution control, and recycling practices.
  • Ensure the plant adheres to environmental laws, standards, and permits.
  • Work with operations to minimize environmental impact and promote sustainability initiatives.
  • Conduct regular environmental impact assessments and recommend improvements.

Emergency Preparedness:

  • Develop and update emergency response plans and procedures.
  • Conduct emergency drills and simulations to ensure preparedness among employees.
  • Act as the point of contact for external agencies during emergencies, audits, and inspections.

Qualifications and Skills
Education:

  • Bachelor’s Degree in Environmental Science, Occupational Health and Safety, Engineering, or a related field.

Certifications:

  • NEBOSH International General Certificate (or equivalent).
  • ISO 45001 and ISO 14001 certification knowledge is an advantage.

Experience:

  • Minimum of 5-7 years of HSE experience in a manufacturing or recycling environment.
  • Familiarity with aluminium and copper processing operations is highly desirable.

Skills and Competencies:

  • Strong knowledge of local and international HSE regulations and standards.
  • Strong communication and interpersonal skills to effectively train and engage employees.
  • Ability to work independently and as part of a team.
  • Excellent risk assessment and incident investigation skills.
  • Proficient in Microsoft Office Suite and HSE management software.
