Job Title: Technical Officer, Health Informatics

Position Summary

  • The successful candidate will be responsible for the development and management of health information systems, including the National Data Repository (NDR), the Electronic Medical Record system, Laboratory Information Management System, and any other HIS platform as directed by the funders.
  • S/He will provide technical and strategic direction and support to the project team to scale up of priority health information systems at all levels of the health system.
  • S/He will support in liaising with government agencies, other donor-funded projects, implementing partners, CDC and other stakeholders to build capacity in and management of the national health information systems.
  • S/He will support daily quality data collection, entry, and management using new/existing database management systems and ensure weekly reporting of accurate and complete HIV program services data in the NDR. This position will report to the Health Informatics Advisor in activity implementation and management.

Experience & Qualifications

  • Bachelor’s Degree in Epidemiology, Information Science, Computer Science, Health Informatics, or a related field.
  • At least 7 years relevant experience at the national and subnational levels for USG-funded projects or other donor-funded programs
  • Knowledge/understanding of SORMAS, DHIS 2, SITAware, Tatofo laboratory information management software, data standards, and interoperability
  • Knowledge of one or more software development methodologies
  • Experience in project management of digital health projects
  • Experience working with health sector information systems is preferred
  • Experience with business process analysis, workflow, requirements specification development, and data modeling.
  • Strong knowledge and experience with data extract, transform, and load (ETL) principles, methods, and technology, and the use of application programming interfaces (APIs) for electronic data transfer.
  • Experience with software quality assurance and software development methodologies.
  • Strong written and oral communication skills for high-level policy audiences (writing examples may be required).
  • Excellent coordination and information management skills.
  • The ability to work well under pressure; skilled at change management, crisis management, and problem-solving.
  • Excellent ability in spoken and written English with high-level proficiency in a second language highly preferred.

Job Title: Technical Advisor, Monitoring & Evaluation (M&E)

Job Tasks

  • Reporting to the Head of Office - Benue State, the desired candidate will be a member of the Strategic Information team and will contribute to program monitoring and evaluation (M&E) support for the implementation of robust monitoring and evaluation systems in the State.
  • S/He will provide leadership and guidance to APIN Benue State Strategic Information team on program / project monitoring and evaluation and on US and Government of Nigeria reporting requirements. 
  • S/He will provide technical assistance to program sites including supportive supervision visits, interacting with state Program Managers, SI leads, and M&E focal persons in the analysis, review of monthly reports, and use of output data for program improvement.
  • S/He will conduct routine monitoring visits to project sites, including data quality assessment (DQA) exercise using national tools and ensure result utilization for site improvement activities.
  • S/He will on a monthly basis, review, revalidate and analyze program data on APIN DHIS, PERFAR DATIM, NHMIS, NOMIS, and other reporting platforms.
  • S/He will lead in accountability and responsibility for the sound execution of the Strategic Information functions in HIV prevention, care and treatment, with emphasis on technical assistance to the state and local government offices as well as facility-based support in line with national and international treatment standards. 

Qualifications and Experience

  • Must possess a Degree in Medical Sciences (MBBS / B.Pharm.), Behavioural / Social Sciences, Public Health, Demography, Biostatistics, Statistics or relevant field. A Master’s Degree in Public Health (MPH) will be an advantage.
  • Must have a minimum of ten (10) years experience in the field of HIV/AIDS care and relevant experience supporting the implementation of M&E systems, planning, and executing program evaluation.
  • Must have experience conducting monitoring visits, utilizing checklists and other tools, including the ability to develop M&E tools as needed.
  • Must possess the ability to analyze and interpret both quantitative and qualitative data to inform programming.

Job Task

  • The job holder will be a member of the State Team and will support program monitoring and evaluation (M&E), and quality assurance (QA) systems. Support the setting up of M&E and QA systems at new program sites in the state.
  • S/He will provide technical assistance to program sites in the collection, analysis, reporting and use of output data for program improvement.
  • S/He will share program output data with the state team and the State Government through the state team Lead and monitor the progress of the program towards achieving targets in the State.

Responsibilities
Other responsibilities:

  • Work in collaboration with other members of the state team to follow up on Monitoring & Evaluation Committees at the program sites to ensure the promotion of data utilization by relevant end-users.
  • Provide technical support to site Quality Improvement Committees to set up and implement internal quality management in collaboration with the State Team.
  • Facilitate the provision of technical support to strengthen M&E and QA systems at the state level.
  • Contribute to the development and review of appropriate data collection tools and procedures for all monitoring and reporting needs.
  • Contribute to the periodic review of the organization’s quality improvement protocol, in line with national protocol.
  • Conduct periodic visits to program sites.

Qualifications and Experience

  • Must possess a Medical or Pharmacy Degree (MBBS or B.Pharm) or a health-related degree and a minimum of 7 years’ relevant experience supporting the implementation of M&E systems, and planning and executing program evaluation.
  • An MPH degree will be an advantage.
  • Must possess the ability to analyze and interpret both quantitative and qualitative data to inform programming.
  • Must have knowledge of SPSS or STATA or knowledge of DHIS, MS-Access or other compatible database software will be of added advantage.

Job Title: Assistant Technical Officer, Database Programming

  • The successful candidate will support the maintenance of the existing program database and utilities on the NigeriaMRS platform, APIN Data Repository database (ADR), icares Mobile app database, APIN eOVC database, ANC malaria database.
  • S/He will be involved in designing and maintaining new web applications for the ADR platform, APIN eOVC web platform, iCares mobile app web platform, TBCOVID app, Monitoring and Resolution platform.
  • S/He will support data migration activities following the ETL methodologies, arrange project requirements in programming sequence by analyzing requirements, preparing a workflow chart and diagram.
  • S/He will also support other APIN program implementation States on NigeriaNMRS & NDR-related issues and ensure all APIN supported states have timely data exchange through daily upload on NDR. 

Qualifications and Experience

  • Must possess a First Degree in Information Technology, Computer Science, or relevant field. 
  • Must have a minimum of six (6) years of experience in information technology, including data collection, entry, and analysis, database designing, and management.

Technical Competencies:
